Charter School Average Daily Membership (CSADM)

Projections for FY 2023-2024 – Phase II – Final Verification: Initial ADM submission window is June 5, 2023 through June 19, 2023

 All Charter, Regional, and UNC Lab Schools with current year enrollment and new charter schools approved by the State Board of Education to open July 1, 2023 are required to report.

 All charter school Executive Directors are required to submit between June 5, 2023 – June 19, 2023 the CSADM Phase II – Final Verification: Initial ADM for School Year 2023-2024

Charters and UNC Laboratory Schools approved to open with enrollment for the upcoming school year July 1, 2023 will only display during Phase II.  The Phase II – Final Verification Initial ADM submission will be used for the first installment of your annual allotment. 

The first installment of your annual allotment will occur in July. It is based on Month 1 Average Daily Membership (ADM), not attendance. The charter school will be given access to 34% of the annual allotment based on the projection provided by the charter.  At the end of November, the annual allotment is recalculated based on Month 1 ADM.  Schools are provided 68% of State per student amount “Actual Month 1 ADM” to use as an authority to draw.  If the charter school provided an over-projection AND has drawn down the funds, the overdraft will be netted against the 2nd installment. Hence, it is important for accounts to be correct and to know from what counties students are coming.

This submission is required even if your school has requested State Board of Education approval for enrollment increase or grade expansion

HOME BASE OPT-IN TOOL AND PRICING FOR 2023-24

The North Carolina Department of Public Instruction (NCDPI) is pleased to announce that the full suite of Home Base is now available for the 2023-24 school year at an opt-in price of $1/ADM. Included in this price is access to the following:

  • NC Open Education Repository - #GoOpenNC
  • Instructional Improvement System - Schoolnet
  • NC Educator Effectiveness System (NCEES) - Evaluation and Professional Development components are based on the North Carolina Professional Teaching Standards.
    • Note: Local PD Offices are only made available to PSUs when opting into Home Base at $1/ADM.
  • PowerSchool - NC Student Information System

Annual Charter School Health Services Report Is Open

The Annual Charter School Health Report link is now open. Reporting must be completed no later than June 20, 2023. The report is designed to assist in identifying resource needs for healthcare of students in charter schools. Responses will be used to inform future training topics and to report on compliance with required legislation and policies such as Care of Students with Diabetes (§ 115C-375.3.) and School Supply of Epinephrine Auto-Injectors (§ 115C-375.2A). You may click here to access the report link or copy and pasted the link below into your browser. 

As a reminder, charter schools that do not employ a licensed registered nurse that serves as the school nurse will not complete section two of the report. The report will end after ‘no’ is selected for the question that asks if your school employs the services of a school nurse. Charter schools that employ a licensed registered nurse that serves as the school nurse will have their entire report completed by the registered nurse. There should be only one report submitted for each charter school.

A preparation worksheet is provided with the report questions. All schools are encouraged to download the worksheet and mark the appropriate responses before beginning the online report survey. You may click here to access the worksheet or copy and paste the link provided below into your browser. Once you have prepared your responses, save the document to your local computer. This worksheet cannot be accepted as your report. You will use it as a reference tool to enter your information into the online survey system.

The NC Digital Learning and Media Inventory (NCDLMI) is due Friday, June 30, 2023.

 

ALL NC PSUs including, LEA, Charters, Regional, and Lab Schools are legislatively mandated to complete the DLMI each year. As in previous years, all schools complete the school level DLMI, and PSUs complete the PSU level DLMI.  PSUs with only one school, such as charter, regional, and lab school, complete both the PSU and School level.  Thank you for planning ahead now for a timely completion, as we have a firm deadline this year. 

 

2022-2023 DLMI Training Materials & Support Opportunities

The DTL will host drop-in office hours 3 times weekly through June 30 (Mondays 4-5, Wednesdays 9-10, Fridays 11-12).  These are informal Q & A sessions and are open to all DLMI users at the PSU or School level. All Office hours can be joined using this JOIN LINK.

We have also created new user guides/worksheets and training materials for the 2022-23 school year as well as recording of the training webinars.  All can be accessed in the 2022-2023 DLMI Training Slides and are also linked on the landing page of the NC DLMI at https://schools.nc.gov/ncdlmi.

Amplify; IABS

The Integrated Academic and Behavior(IABS) Team is excited to announce that 22-23 data from Amplify, including DIBELS 8 data, are live in the ECATS Early Warning System(EWS)  MTSS Module! These data inform the Literacy Early Warning Indicator in grades K-3 and are visible in the student profile and in intervention plans using DIBELS 8 as progress monitoring tools. Benchmark and progress monitoring data from the 22-23 school year are included.  mCLASS data will be updated in the ECATS MTSS system weekly. 

 

The data coming into the Early Warning System (EWS)  are directly from Amplify and mirror the data in mCLASS. These data are not certified for accountability purposes. Additional details about the Amplify data are linked here.

 

Therefore, the Early Warning System (EWS) now can automatically import third-party assessment scores for the following assessments:

  • DIBELS 8
  • NC ENSI
  • iReady
  • iStation
  • MAP
  • STAR - (*LEAs who use STAR must opt in via the STAR platform to participate.)
  • aimswebPlus - (*LEAs who use aimswebPlus must ensure their LEA code in aimswebPlus is correctly configured.)

Update on ESSER II- funded programs (PRC 176 and 177) 

The Office of Learning Recovery (OLR) is in the process of conducting outreach to PSUs who have more that 50% of funds remaining for PRC 176 (Summer Bridge Program) or PRC 177 (Summer Career Accelerator). Funds for both of these programs must be obligated by September 30, 2023

To further assist PSUs in effectively spending their funds, the OLR will be conducting technical assistance webinars that will provide updates on required data collection for PRC 176, 177, and 188 (Summer Career Accelerator #2) as well as exemplars from PSUs who conducted these programs during Summer 2022. 

Please register for one of the webinars below if your PSU has not expended all funding from PRC 176 and/or PRC 177 OR if your PSU was awarded PRC 188 funds. Registration is now open for the Office of Learning Recovery’s 2023 Summer Convening. The event will take place between July 11- July 14, 2023 at SAS in Cary, NC.

Each PSU will be able to bring up to three representatives. In addition to the Superintendent, we recommend inviting your CAO, Assistant Superintendents, CTE Director, and/or Curriculum & Instruction Director.

North Carolina Homeless Education Program

End-of-Year Data Submission Information Sessions

NCHEP is holding End-of-Year (EOY) Data Submission Information Sessions for charters school homeless liaisons. If your school has not identified any students experiencing homelessness this school year, the homeless liaison will need to attend the Submitting a “0” Count Information Session. If your charter has identified students experiencing homeless, the homeless liaison will need to attend the EOY Data Submission Information Session for its designated region. Attendance at one of these information sessions is required for new homeless liaisons and is highly recommended for all homeless liaisons. Registration is required.

Summer opportunity for Charter Students

NCVPS has fantastic news about their summer program! The State Board of Education approved $1,350,000 in ESSER III funding for the NCVPS summer school program, making their online courses even more accessible to students across North Carolina. This funding will be shared with each district and charter school based on their ADM. 

 

To view the ESSER-funded allotments for districts and charters, please consult the Summer 2023 Enrollments Covered by ESSER III Funds spreadsheet. Any enrollments exceeding the ESSER III funds will count toward NCVPS allotment totals.

 

NCVPS summer school kicks off on June 27, with the deadline to utilize special summer funding set for June 16. After this date, any remaining funds will be redistributed to other districts and charter schools in need. This remarkable opportunity offers students who might not typically have access to summer classes a chance to excel. 


NC Youth/teen MHFA Initiative

School directors, please share with your counseling staff. Counselors, please share with your students!

NCDHHS/Division of Child and Family Wellbeing has developed a statewide plan for Youth and teen MHFA in schools across the state and has asked that we invite interested charter schools across the state to the stakeholder sessions that we have scheduled through the end of June to share more information about the initiative. RISE Registration is Open

Based on the success of last year’s RISE Back to School Safety Summit in Greensboro, the Center for Safer Schools is happy to announce that registration for RISE 2023 is now open. This year’s RISE – the CFSS’ signature event – will be held July 31-Aug. 2 at the Gastonia Conference Center. Registration is free.

RISE training focuses on the resiliency, information, support and empowerment needed when supporting children and adolescents in schools and communities. This training offers a range of sessions covering the issues of bullying, suicide, opioid and substance use, critical incidents and other vital information about trauma and victimization among children and adolescents, and how these various dynamics impact school climate and school safety.

Applicant Tracking and Onboarding Systems Implementation Opportunities for Charter Schools

DPI is happy to announce we are ready to begin implementations once again for Applicant Tracking and Onboarding systems for PSUs through our Office of Systems Modernization.  If you took advantage of this opportunity last year and implemented Applicant Tracking, you may want to implement Onboarding this year.  The Onboarding system integrates with Applicant Tracking and allows you to send your newly hired candidate their onboarding or new hire ‘paperwork’ electronically using the Onboarding system.  This frees up time in your office of someone having to sit with each new hire and have them complete forms in the office and then hand deliver them to the appropriate department or staff person.  The Onboarding system not only allows you to create your forms in an electronic format, but also allows for the creation of workflows so that as forms are returned they are distributed through the designated workflow and delivered to the assigned staff. 

 

If you haven’t taken advantage of Applicant Tracking yet, you may want to do so now before you are in the thick of hiring season for the 2023-2024 school year.  This system comes to you setup with the basics of what you need, but allows you to setup your Candidate Portal individually for you school and allows for each PSU to review the items that have been setup in the base system and make changes to them to suit your needs.  This system is integrated with the TeachNC SchoolSpring statewide job board for more visibility for your job postings to bring you more applicants.  The training is a one-day virtual training session, materials and your session will be recorded so you can continue to use the recording as you work through your review and setup on your own. 

 

Onboarding training is the same with a one-day virtual training, materials and recorded session and then you continue to work on your own.

 

Both of these systems are offered to you at no cost to your school.

2023 NC Charter Press Release 5/10/2023; 16 Charter Schools Seek Approval to Open in either 2024 or 2025

 

North Carolina House Bill 8, titled “Computer Science Graduation Requirement,” aims to make computer science education a requirement for high school graduation and make sure that each middle school offers a computer science class. A grant from the North Carolina Department of Public Instruction will give the Friday Institute the ability to expand its professional learning programs to offer Code.org’s professional learning free to North Carolina educators. These trainings are intensive, highly supportive programs designed to prepare educators who have not necessarily taught or studied computer science previously. Educators across the state can now register at a training site nearest them to complete the computer science professional development that best suits their instructional needs.

In addition to the training, lodging, and travel being covered by the grant, teachers who complete the five-day summer professional development training, plus three out of four quarterly workshops to be held on Saturdays throughout the 2023-24 school year, will be eligible to receive a $1,000 stipend.

These programs support educators with diverse teaching backgrounds as they prepare to teach any of the following courses or plan to integrate CS practices into their existing curriculum and instruction:

  • Computer Science Discoveries: Designed for educators interested in introducing CS to students in grades 6-10.
  • AP Computer Science Principles: Designed for educators interested in helping students in grades 9-12 to explore CS connections to the real world.
  • AP Computer Science A: Designed for educators interested in teaching College Board’s AP Computer Science A course to students in grades 9-12.

2023 Yass & STOP Prizes in Education

Competition launched Thursday, including $20M in grants

 

On Thursday afternoon, the Yass Foundation for Education announced the launch of the 2023 Yass and STOP prizes in education. The competition includes 64 education awards, providing over $20 million in grants. See the press release about the 2023 awards launch here.

 

The 2023 application is now open, and the deadline to apply is July 15. Apply for the 2023 awards here.

 

Semifinalists will be announced in the fall, while finalists will be revealed in December. Read more about the 2022 award winners or about the Yass Prize and Foundation.

 

Here's the summary from the Yass Foundation about the prizes:

Each year, the Yass Prize and STOP Awards Initiative recognizes the nation’s top education innovators who outperform for underserved students. In addition to the grand prize, finalists receive $500,000 and quarter- and semi-finalists will vie for $100,000 and $200,000 awards, respectively.  

 

The Yass Prize is sector agnostic, meaning that there is no preference for any type of education other than it be Sustainable, Transformational, Outstanding and Permissionless.

Order Free 988 Materials from NCDHHS by May 26
The North Carolina Department of Health and Human Services is partnering with North Carolina schools and community-based organizations to increase awareness of the 988 Suicide and Crisis Lifeline. ALL North Carolina middle and high schools, and community-based organizations serving middle and high school youth and their families, can order free, printed campaign materials. Shipments will include posters, flyers, magnets, stickers, tote bags and other materials to share with students and staff. Orders must be placed using the 988 Printed Materials Order Form by May 26.
