2023 Draft 2 Proposed K-12 Science Standards
The NC State Board of Education Standard Course of Study Manual specifies that the NC Department of Public Instruction (NCDPI) will formally collect feedback from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies on each draft of the revised K-12 Science Standards.
The purpose of this survey is to obtain input from all stakeholders regarding the 2nd Draft of the proposed 2023 K-12 Science Standards and to inform any additional revisions, which may include changes, clarifications, additions, deletions, or replacements to the draft standards.
The survey will close at 11:59pm on Sunday, March 26, 2023.
This process began with a review phase, conducted from the Spring through early Fall of 2022, included gathering relevant research and analyzing data obtained through surveys, interviews, and focus groups. The K-12 Science Standards Data Review Committee (DRC) completed a formal report summarizing the data, trends within the feedback, and any resulting recommendations. The report was provided to the Standards Writing Team (SWT) as the basis to start the revision process.
The first draft of the proposed 2023 K-12 Science Standards was open for feedback from all stakeholders, as well as individual districts and charter schools, from November 17th through December 18, 2022. The first draft was written with the intent of responding to several trends in the initial feedback including requests to:
- Keep the content from the 2009 standards.
- Embed the Scientific and Engineering Practices to support real world applications.
- Focus on the vertical alignment of the standards.
- Clarify the language in the standards/objectives and align the strands (the categories under which the standards and objectives are organized) to current research and frameworks related to K-12 Science Education.
Writing the second draft of the proposed 2023 K-12 Science Standards followed the same process of data analysis, review by the DRC, and submission of a report to the SWT with recommendations based on feedback received on the first draft. In the second draft, the SWT worked to address several themes directly related to the proposed standards that were noted in the most recent round of feedback. These include:
- Consistent use of language across strands and grade levels.
- Additional clarification of the content within objectives.
- Refinements to the placement of content within grades, grade bands, or courses.
- Modifying the Scientific and Engineering Practices based on specific content or concepts.
Analysis of the feedback also highlighted input regarding future resources and supports needed once new standards are adopted. Both the DRC and SWT noted comments on the need for:
- Boundary statements to indicate the depth of content.
- Additional details and examples to assess the Scientific and Engineering Practices.
- Specific examples for clarification regarding certain concepts and language in the objectives.
- Professional development for teachers and instructional leaders on the Scientific and Engineering Practices, use of Revised Bloom's Taxonomy, and how to best use supporting documents.
This additional feedback proved to be extremely valuable in refining the Draft 2023 K-12 Science Standards and in the early preparations for developing future supporting documents.
