Remote Teach Like A Champion Training over the Summer

We’d like to share two upcoming summer TLAC remote series. Though your school would need to pay for them, the fee is $500 per person. Both series are designed for leaders to attend, but it would be an excellent opportunity for some of your stronger teachers who could bring back materials to campus:

  1. Building Strong Classroom Cultures (here) runs from July 31st-August 4th between 12-1:30pm ET.
  2. Engaging Academics (here) runs from Aug 7-11th from 12-1:30pm ET. This is similar to the content that you received in January, so it could be a good time to send other leaders or experienced teachers from your school.

Bring the Teach Like a Champion (TLAC) Training to Your School 

  • If you are interested in exploring ways to bring TLAC back to your school, please check out their website or email TLAC@teachlikeachampion.org with details regarding the training resources that interest you. Below are additional training resources:
    • Licensing – purchase the materials and videos from the two-day training you attended to be able to share with your colleagues (this is less expensive if more than one school purchases it, so buddy up 😊)
    • Plug and Plays – fully “baked” professional development sessions that focus on one technique
    • Direct to Teacher Trainings – if you have extra funds and want to bring a member of the TLAC team to train your staff directly – or want to organize a remote training on zoom!
    • Reading Reconsidered –reading curriculum for grades 5-8 (featured in the videos watched from BreOnna Tindall, Sarah Wright, and Emily Badillo)
    • Dean of Students Support – they have both a curriculum for students and a training for any school culture leader

Charter School Average Daily Membership (CSADM)

Projections for FY 2023-2024 – Phase II – Final Verification: Initial ADM submission window is June 5, 2023 through June 19, 2023

 All Charter, Regional, and UNC Lab Schools with current year enrollment and new charter schools approved by the State Board of Education to open July 1, 2023 are required to report.

 All charter school Executive Directors are required to submit between June 5, 2023 – June 19, 2023 the CSADM Phase II – Final Verification: Initial ADM for School Year 2023-2024

Charters and UNC Laboratory Schools approved to open with enrollment for the upcoming school year July 1, 2023 will only display during Phase II.  The Phase II – Final Verification Initial ADM submission will be used for the first installment of your annual allotment. 

The first installment of your annual allotment will occur in July. It is based on Month 1 Average Daily Membership (ADM), not attendance. The charter school will be given access to 34% of the annual allotment based on the projection provided by the charter.  At the end of November, the annual allotment is recalculated based on Month 1 ADM.  Schools are provided 68% of State per student amount “Actual Month 1 ADM” to use as an authority to draw.  If the charter school provided an over-projection AND has drawn down the funds, the overdraft will be netted against the 2nd installment. Hence, it is important for accounts to be correct and to know from what counties students are coming.

This submission is required even if your school has requested State Board of Education approval for enrollment increase or grade expansion

Annual Charter School Health Services Report Is DUE JUNE 20

The Annual Charter School Health Report link is now open. Reporting must be completed no later than June 20, 2023. The report is designed to assist in identifying resource needs for healthcare of students in charter schools. Responses will be used to inform future training topics and to report on compliance with required legislation and policies such as Care of Students with Diabetes (§ 115C-375.3.) and School Supply of Epinephrine Auto-Injectors (§ 115C-375.2A). You may click here to access the report link or copy and pasted the link below into your browser. 

As a reminder, charter schools that do not employ a licensed registered nurse that serves as the school nurse will not complete section two of the report. The report will end after ‘no’ is selected for the question that asks if your school employs the services of a school nurse. Charter schools that employ a licensed registered nurse that serves as the school nurse will have their entire report completed by the registered nurse. There should be only one report submitted for each charter school.

A preparation worksheet is provided with the report questions. All schools are encouraged to download the worksheet and mark the appropriate responses before beginning the online report survey. You may click here to access the worksheet or copy and paste the link provided below into your browser. Once you have prepared your responses, save the document to your local computer. This worksheet cannot be accepted as your report. You will use it as a reference tool to enter your information into the online survey system.

The NC Digital Learning and Media Inventory (NCDLMI) is due Friday, June 30, 2023.

 

ALL NC PSUs including, LEA, Charters, Regional, and Lab Schools are legislatively mandated to complete the DLMI each year. As in previous years, all schools complete the school level DLMI, and PSUs complete the PSU level DLMI.  PSUs with only one school, such as charter, regional, and lab school, complete both the PSU and School level.  Thank you for planning ahead now for a timely completion, as we have a firm deadline this year. 

 

2022-2023 DLMI Training Materials & Support Opportunities

The DTL will host drop-in office hours 3 times weekly through June 30 (Mondays 4-5, Wednesdays 9-10, Fridays 11-12).  These are informal Q & A sessions and are open to all DLMI users at the PSU or School level. All Office hours can be joined using this JOIN LINK.

We have also created new user guides/worksheets and training materials for the 2022-23 school year as well as recording of the training webinars.  All can be accessed in the 2022-2023 DLMI Training Slides and are also linked on the landing page of the NC DLMI at https://schools.nc.gov/ncdlmi.

CARES/ESSER I Close-out - ALL PSUs

Please make sure your district has closed all ENCUMBRANCES – POs related to any of the CARES Act funding which ended January 31, 2023.  Also, review your records as we are seeing where PSUs may have accidentally posted expenditures after January 31, 2023, due to keying errors, etc. in those grant funds that closed.  Please get those moved prior to the June 30th close and datafile pull.  If these remain on June 30th your district will be required to refund those to the Department as they will be an ineligible expenditure at that time, since they were posted after the liquidation period (ended January 31, 2023).


ESSER II Voluntary Reversion Request Process - ALL PSUs

Earlier in the week a notification was provided to the PSUs related to a request for any voluntary reversions of ESSER II funding by the Office of Learning and Recovery. That request is time sensitive and was centered primarily on those funds that would need to be redistributed in July to be used for the specific purpose of summer instructional activities.

However, the form and process may be used for any of the ESSER II Programs that a PSU feels they cannot use effectively for the purpose directed and/or by September 30, 2023, when the grants end.

We’ve attached the instructions provided to the Superintendents and a separate fillable pdf for this purpose to this newsletter. We will also post this under the What’s New and COVID section of our website.

The funding related to the summer programs is time sensitive if we hope to get the funds redistributed for effective use in July. The deadline for this initial request is JUNE 20, 2023. We welcome any other reversions as may be warranted and will continue to accept those thru August 18th. With your help we can ensure these funds are used effectively for the benefit of the students of North Carolina. Thank you for your consideration. UERS Specifications and Required Implementation Date

A message was sent to the PSUs and Vendors last week from our DPI IT Team who manage the ERP systems for the PSUs to ensure everyone is positioned to meet the legislative UERS requirements for data being provided to NCDPI on behalf of the State.

There appears to be some confusion. The deadline for implementation is July 1, 2024.

We have other State directed mandates making this a hard deadline. In the meantime, we will be working with PSUs and your vendors to help ensure all can meet these requirements. If you have any concerns, please let Steven Katz know. Below is that communication for those who did not receive this information.

Subject: Rollout of New UERS File formats for Monthly Financial Report (MFR), General Expenses (GER), Chart of Accounts (CoA), and Payroll Details. Change the effective implementation date from July 1, 2023 to July 1, 2024

After feedback from our meeting concerning the UERS interface file changes, DPI has taken in consideration the rollout of the new UERS Chart of Account structure and changes in the layout of the UERS data file format for the Monthly Financial Report, General Expense, and Payroll Details). Our conclusion is to delay the requirement to change the UERS interface files to July 1, 2024. This means that DPI will continue to use the current UERS interface file formats. Another reason for moving the required implementation date was the realization that DPI was not prepared to process the appropriate testing cycle with all vendors and LEAs, besides that it did not provide enough time to the vendors to make these changes.

Vendors should begin preparing to test the new interfaces not later than March 1, 2024, but may begin testing as early as November 1, 2023. Vendors should be prepared to meet the same requirements as used in the documentation for those UERS interfaces (Monthly Finance Report, General Expenses, Payroll Detail, and Chart of Accounts) as described in the document as may be updated with the file name ‘SBSM ERP and HCM Pre-Implementation Checklist V1.3’. This document will be in the SharePoint (SBSM Projects), which you will have access and instructions on how to navigate and use as a tool which will help us communicate and work more effectively. You will be receiving a link via email which will describe the access of pertinent documentation soon.

Paid Parental Leave for State Employees (and Public School Employees)

NC Session Law 2023-14, Part V – Paid Parental Leave for State Employees (and Public School Employees) (see attached). Effective July 1, 2023 (for births or placements occurring on or after that date), public school employees will be eligible for either eight weeks (birthing parent) or four weeks (non-birthing parent) of paid leave following the birth, adoption, or placement of a child for foster care. DPI intends to present a policy to the State Board of Education (SBE) that is consistent with Office of State Human Resources (OSHR) guidance. That will be handled through the Educator Preparation, Licensure and Performance area here at NCDPI.

We are establishing Absence Code 25 for capturing this leave effective July 1, 2023. There was $10 million of funding provided to cover teacher (instructional time) absences. We will be recommending to the SBE that those funds be allocated as part of the PRC 003 (Non-Instructional Support) allotment. IPSs will receive their share of those funds as part of their overall state allocations.

Updated Absence Codes for 2023-24

The required codes for reporting absences for FY 23-24 will include three additional codes for Parental Leave, Episodes of Violence, and Suspension with Pay. Please refer to the draft of the absence code table attached below.

Healthful Living Standards Revision Draft 1 Surveys Now Open

The NC State Board of Education Standard Course of Study Manual specifies that the NC Department of Public Instruction (NCDPI) will formally collect feedback from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies on each draft of the revised K-12 Health and Physical Education Standards.This process began with a review phase, conducted through the Spring, Summer, and Fall of 2022. The review phase included gathering relevant research and analyzing data obtained through surveys, interviews, and focus groups. The data obtained was analyzed by the NCDPI Office of Learning Recovery and provided to the Health and Physical Education Standards Data Review Committees (DRCs) for further review. The DRCs completed a formal report summarizing the data, trends within the feedback, and any resulting recommendations. The report was provided to the Health and Physical Education Standards Writing Teams (SWTs) as the basis to start the revision process.A survey has been released to gather feedback on the first draft of the proposed 2023 K-12 Health and Physical Education Standards. The purpose of this survey is to obtain input from all stakeholders regarding the proposed K-12 Health and Physical Education Standards and to inform any additional revisions, which may include changes, clarifications, additions, deletions, or replacements to the draft standards. The surveys will close on September 18th, 2023.Thank you for you participation. Your feedback is extremely valuable to the Healthful Living standards revision process.

Update on ESSER II- funded programs (PRC 176 and 177) 

The Office of Learning Recovery (OLR) is in the process of conducting outreach to PSUs who have more that 50% of funds remaining for PRC 176 (Summer Bridge Program) or PRC 177 (Summer Career Accelerator). Funds for both of these programs must be obligated by September 30, 2023

To further assist PSUs in effectively spending their funds, the OLR will be conducting technical assistance webinars that will provide updates on required data collection for PRC 176, 177, and 188 (Summer Career Accelerator #2) as well as exemplars from PSUs who conducted these programs during Summer 2022. 

Please register for one of the webinars below if your PSU has not expended all funding from PRC 176 and/or PRC 177 OR if your PSU was awarded PRC 188 funds. Each PSU will be able to bring up to three representatives. In addition to the Superintendent, we recommend inviting your CAO, Assistant Superintendents, CTE Director, and/or Curriculum & Instruction Director.

School Risk Management Plan Training

The Center for Safer Schools will host School Risk Management Plan training this summer and fall at the Training Center in Moore County. The sessions are scheduled for Wednesday, June 14; Wednesday, Aug. 9; and Wednesday, Oct. 11.

North Carolina General Statute 115C-105.54 requires that each local school administrative unit shall provide the Division of Emergency Management at the Department of Public Safety (i) schematic diagrams, including digital schematic diagrams, and (ii) emergency response information requested by the Division for the School Risk Management Plan (SRMP).

After completing SRMP training, attendees will be able to:

  • Input site-based school data to develop a comprehensive schematic diagram and plans into the SRMP portal.
  • Both identify and discuss vulnerabilities and training gaps in their individual plans.
  • At least once annually initiate a full schoolwide tabletop exercise on the procedures documented in the SRMP portal.

Attendees are encouraged to bring a laptop, as the sessions will review their individual school plans in the SRMP portal. They will receive technical guidance to ensure their plans meet the necessary state requirements.

All sessions will be held from 10 a.m. to noon at 3600 Samarcand Road in Jackson Springs. Register at the following links: June 14Aug. 9Oct. 11.

Summer opportunity for Charter Students

NCVPS has fantastic news about their summer program! The State Board of Education approved $1,350,000 in ESSER III funding for the NCVPS summer school program, making their online courses even more accessible to students across North Carolina. This funding will be shared with each district and charter school based on their ADM. 

 

To view the ESSER-funded allotments for districts and charters, please consult the Summer 2023 Enrollments Covered by ESSER III Funds spreadsheet. Any enrollments exceeding the ESSER III funds will count toward NCVPS allotment totals.

 

NCVPS summer school kicks off on June 27, with the deadline to utilize special summer funding set for June 16. After this date, any remaining funds will be redistributed to other districts and charter schools in need. This remarkable opportunity offers students who might not typically have access to summer classes a chance to excel. 


NC Youth/teen MHFA Initiative

School directors, please share with your counseling staff. Counselors, please share with your students!

NCDHHS/Division of Child and Family Wellbeing has developed a statewide plan for Youth and teen MHFA in schools across the state and has asked that we invite interested charter schools across the state to the stakeholder sessions that we have scheduled through the end of June to share more information about the initiative. RISE Registration is Open

Based on the success of last year’s RISE Back to School Safety Summit in Greensboro, the Center for Safer Schools is happy to announce that registration for RISE 2023 is now open. This year’s RISE – the CFSS’ signature event – will be held July 31-Aug. 2 at the Gastonia Conference Center. Registration is free.

RISE training focuses on the resiliency, information, support and empowerment needed when supporting children and adolescents in schools and communities. This training offers a range of sessions covering the issues of bullying, suicide, opioid and substance use, critical incidents and other vital information about trauma and victimization among children and adolescents, and how these various dynamics impact school climate and school safety.

Applicant Tracking and Onboarding Systems Implementation Opportunities for Charter Schools

DPI is happy to announce we are ready to begin implementations once again for Applicant Tracking and Onboarding systems for PSUs through our Office of Systems Modernization.  If you took advantage of this opportunity last year and implemented Applicant Tracking, you may want to implement Onboarding this year.  The Onboarding system integrates with Applicant Tracking and allows you to send your newly hired candidate their onboarding or new hire ‘paperwork’ electronically using the Onboarding system.  This frees up time in your office of someone having to sit with each new hire and have them complete forms in the office and then hand deliver them to the appropriate department or staff person.  The Onboarding system not only allows you to create your forms in an electronic format, but also allows for the creation of workflows so that as forms are returned they are distributed through the designated workflow and delivered to the assigned staff. 

 

If you haven’t taken advantage of Applicant Tracking yet, you may want to do so now before you are in the thick of hiring season for the 2023-2024 school year.  This system comes to you setup with the basics of what you need, but allows you to setup your Candidate Portal individually for you school and allows for each PSU to review the items that have been setup in the base system and make changes to them to suit your needs.  This system is integrated with the TeachNC SchoolSpring statewide job board for more visibility for your job postings to bring you more applicants.  The training is a one-day virtual training session, materials and your session will be recorded so you can continue to use the recording as you work through your review and setup on your own. 

 

Onboarding training is the same with a one-day virtual training, materials and recorded session and then you continue to work on your own.

 

Both of these systems are offered to you at no cost to your school.

End-of-Year Homeless Data Submission

Under the McKinney-Vento Act, all local education agencies (LEAs), including charters, are responsible for the collection and submission of accurate homeless education data. Charters must have their homeless data submitted in PowerSchool by the close of business on June 15, 2023. For more information about homeless data collection visit NCHEP’s Data Collection webpage.

2023 NC Charter Press Release 5/10/2023; 16 Charter Schools Seek Approval to Open in either 2024 or 2025

 

North Carolina House Bill 8, titled “Computer Science Graduation Requirement,” aims to make computer science education a requirement for high school graduation and make sure that each middle school offers a computer science class. A grant from the North Carolina Department of Public Instruction will give the Friday Institute the ability to expand its professional learning programs to offer Code.org’s professional learning free to North Carolina educators. These trainings are intensive, highly supportive programs designed to prepare educators who have not necessarily taught or studied computer science previously. Educators across the state can now register at a training site nearest them to complete the computer science professional development that best suits their instructional needs.

In addition to the training, lodging, and travel being covered by the grant, teachers who complete the five-day summer professional development training, plus three out of four quarterly workshops to be held on Saturdays throughout the 2023-24 school year, will be eligible to receive a $1,000 stipend.

These programs support educators with diverse teaching backgrounds as they prepare to teach any of the following courses or plan to integrate CS practices into their existing curriculum and instruction:

  • Computer Science Discoveries: Designed for educators interested in introducing CS to students in grades 6-10.
  • AP Computer Science Principles: Designed for educators interested in helping students in grades 9-12 to explore CS connections to the real world.
  • AP Computer Science A: Designed for educators interested in teaching College Board’s AP Computer Science A course to students in grades 9-12.

2023 Yass & STOP Prizes in Education

Competition launched Thursday, including $20M in grants

 

On Thursday afternoon, the Yass Foundation for Education announced the launch of the 2023 Yass and STOP prizes in education. The competition includes 64 education awards, providing over $20 million in grants. See the press release about the 2023 awards launch here.

 

The 2023 application is now open, and the deadline to apply is July 15. Apply for the 2023 awards here.

 

Semifinalists will be announced in the fall, while finalists will be revealed in December. Read more about the 2022 award winners or about the Yass Prize and Foundation.

 

Here's the summary from the Yass Foundation about the prizes:

Each year, the Yass Prize and STOP Awards Initiative recognizes the nation’s top education innovators who outperform for underserved students. In addition to the grand prize, finalists receive $500,000 and quarter- and semi-finalists will vie for $100,000 and $200,000 awards, respectively.  

 

The Yass Prize is sector agnostic, meaning that there is no preference for any type of education other than it be Sustainable, Transformational, Outstanding and Permissionless.
