NCDPI's Office of Academic Standards serves as the authoritative source for the review, revision, and support for the implementation of state content standards in the North Carolina Standard Course of Study (SCOS).
During the 2022 - 2023 school year, three content areas (Arts Education, Guidance, and World Languages) will be in the review phase as outlined on pages 11 - 17 in the North Carolina SCOS Internal Procedures Manual.

Standards Writing Team Applications Now OPEN!
Are you interested in joining the Standards Writing Team (SWT) for Arts Education? View the Scope of Work HERE and apply at the LINK/QR code below. Applications close June 30.
The SWT includes diverse perspectives and represents our state’s regions, districts, charter schools, and other educational organizations in the content area education field. This team must have broad stakeholder involvement, which could include, but is not limited to, educators from the following groups:
- Classroom teachers* with various years of experience representing early learning, elementary, middle, and high school level expertise;
- District and charter school curriculum supervisors and/or instructional coaches*;
- Higher education faculty members* from the content area at early college, community college, and university programs and/or education departments;
- Individuals with previous standards writing experience or involvement in similar statewide initiatives, projects or teams;
- Members of content-area professional organizations at the local, state, regional, national, and/or international level.
* Indicates non-negotiable members of the SWT.
In order to ensure that a range of stakeholders with various professional and personal interests are involved in the revision and writing of the standards, a clear process of solicitation, application, screening, and approval takes place. The SWT contains educational leaders and community members from across the state’s eight regions, with varying perspectives and experiences regarding the current Standard Course of Study.
The Writing Process: In compliance with legislation for a uniform process to the development of standards for state courses in North Carolina, members of the SWT are given guidance to adhere to and follow as standards are being written. The NCDPI content team trains the SWT members on the task, goals, process, expectations, and roles of the revision phase.
2022 - 2023 Standards Status Overview
The roadmap below is an overview of various content areas and the status of their standards work for the 2022 - 2023 school year. Resources for each content area are linked on the NCDPI Standard Course of Study webpage.

The following are projected timeframes and subject to change.
Review Phase: 2022 - 2023
- Surveys for individual stakeholders and for local PSU teams
- Regional focus groups
- Interviews
- Research about policies, legislation, best practices, other standards, educational research, and trends from business/industry
- Data Review Committee (DRC)
- State Board of Education (SBE) approval to move to Revision
Revision Phase: 2023 - 2024
- Standards Writing Team (SWT)
Note: Individuals cannot serve on both the DRC and the SWT.
- SWT creates Draft 1 of new standards and Standard-by-Standard surveys used for feedback
- DRC compiles feedback for SWT
- SWT creates Draft 2 and general feedback survey used for input
- DRC compiles feedback for SWT
- SWT creates Draft 3 to present to SBE for discussion and approval
Installation Phase: 2024 - 2025
- New standards provided to all stakeholders
- NCDPI prepares statewide professional development
- PSUs develop plans for rollout of new standards in local curriculum
Initial Implementation Phase: 2025 - 2026
- New standards used in all K-12 classrooms
- PSU rollout of local training and curriculum writing
- NCDPI facilitates statewide training with materials and support documents for new standards
Full Implementation Phase: 2026 - 2027 and beyond
- Professional development at state and local levels expanded and shared with lessons learned
- NCDPI and PSUs collaborate to identify and address needs
- Annual needs assessment survey deployed to collect data on implementation and future needs
Individuals have been invited to serve on the DRC committee at this time. DRC members will review organized data sets that provide insights and feedback regarding the current standard course of study. Team members will review the data in order to provide recommendations to inform a planned revision for the standard course of study at their first meeting in May.
