Charter School Health Requirements and Worksheet

The Annual Charter School Health Report will open May 1, 2022 and must be completed no later than June 20, 2022.  A preparation worksheet is provided with the reporting criteria.  All schools are encouraged to download the worksheet and mark the appropriate responses before beginning the online report survey.

You may click here  to access the worksheet.  Once you have prepared your responses, save the document to your local computer. This worksheet cannot be accepted as your report requirements. You will use it as a tool to enter your information into the online survey system once the report opens.

North Carolina’s charter schools are required to comply with the Care of Students with Diabetes and with the School Supply of Epinephrine Auto-Injectors laws. Annually, charter schools report on compliance with each law, providing information that identifies staff educational and support needs related to compliance and student safety.

The Charter School Health Report is designed to assist schools in addressing the healthcare needs of students.  Responses will be used to inform future training topics and to report on compliance with required legislation and policies such as Care of Students with Diabetes (§ 115C-375.3.) and School Supply of Epinephrine Auto-Injectors (§ 115C-375.2A ).  The survey will open May 1, 2022 and should be completed no later than June 20, 2022.

Please contact annette.richardson@dhhs.nc.gov or amy.t.johnson@dhhs.nc.gov with questions or concerns.

Office of Charter Schools (OCS) Updates

Dr.Oneil

April Teammate in the Spotlight, Dr. Barbara O’Neal

Barbara O’Neal was born and raised in Winston-Salem, NC.  I am the fourth of five children born to Cornell and Juanita O’Neal.  When I was 8 years old, my father unexpectedly died of a heart attack at age 45, leaving my 38-year old mother to raise five children as a single mother.  Even as early as 8 years old, I learned that failure was not an option. My single mother instilled in us the importance and value of an education.  While my brother and sisters chose other life careers, I always knew I wanted to be an educator. When my neighbors wanted to play, I was always prepared to play “school” and I was the teacher. They hated that. During my secondary school years, I was surrounded by positive teachers and role models. Having family and a school environment that nurtured me played a significant part in my adopting the great quote of Horace Mann in 1848 that “education beyond all other devices of human origin, is the great equalizer of the conditions of men, the balance wheel of the social machinery.”  And further spoken by Martin Luther King that we have to keep our eyes on the prize – and the prize is quality education which is the great equalizer.”

I graduated from Winston-Salem State University with a degree in Early Childhood Education, a Master’s degree in Educational Administration and a Doctorate degree in Educational Administration from Virginia Tech.  After a stint as a public-school teacher, I went on to become a Dean at UVA, Vice Chancellor for Student Affairs, and a professor in Educational Administration.  My career path has provided opportunities for me to consult with the US Department of Education, Head Start and other educational entities.

Coming to NCDPI in the Office of Charter Schools as the Program Coordinator for the NC ACCESS Program was my first encounter with Charter Schools. While I had little knowledge about charter schools,  I knew that it was an important role and mission in making sure that all students have equitable opportunities to attend a charter school if their families wanted that choice for them.  The job has been both rewarding and challenging.  However, I see the progress happening and I see schools embracing the ideas of diversity. I see schools embracing to ideas of the importance of reaching out to economically and educationally disadvantaged children and families.  I am hoping that the ACCESS program is building on and leaving a legacy of sustainable  ideas and best practices for charter schools to follow in the future.  I guess my childhood experiences play a significant part in my understanding that life circumstances, such as being from a single parent home should not define children and what they can contribute to your school environment.
