It’s the time of year for Enrollment and Expansion Requests!!

 

School boards and administrative teams should be familiar with the requirements surrounding annual expansion and enrollment increases (https://www.ncleg.gov/EnactedLegislation/Statutes/PDF/BySection/Chapter_115C/GS_115C-218.7.pdf) and (https://www.ncleg.gov/EnactedLegislation/Statutes/PDF/BySection/Chapter_115C/GS_115C-218.8.pdf).  

 

A charter school may increase its enrollment by 30% each year (or 20% for low-performing schools). The only exception is for those schools that may have higher enrollment projections outlined in the original charter, in which case the school may “revert” back to those numbers. Any request above those percentages must be approved by the State Board of Education and this request is prompted in the CSADM system. Grade expansion is also regulated by statute (see section 218.8 above).

 

Certain expansions are considered “nonmaterial” meaning the school does not need to seek SBE approval, and others require SBE approval (for example, multiple grade level growth not outlined in the original charter). State Board approved expansion or enrollment requests require an amendment. All expansion and enrollment requests for the 2021-2022 school year should be submitted while conducting the Phase 0 CSADM process which opens in November. Professional DevelopmentReminder:  PowerSchool IPT Certification in February 2021

The Home Base Team will be offering a virtual IPT certification training from February 1-5, 2021.  This training will span five full days. Participants will have 90 days to take and pass the certification test after training. Each PSU is allowed a certain number of technical contacts based on their ADM. If you are unsure of your current technical contacts, please contact PowerSchool Support at 1-855-339-4790. 

 

NCDPI has created an IPT FAQ document  to help answer questions you may have. Please review this document for frequently asked questions about the training and certification.

Those who can attend the DPI offered IPT Training include: 

  • Anyone replacing a previous technical contact from their allotted number.
  • A local charter school employee who is not employed by a data management company. 


Those who cannot attend this training are: 

  • Charter school data management company employees
  • PSUs wanting additional technical contacts above their desired allocation
  • Anyone who has attended training previously and failed the certification test. 


Note: Anyone who is not eligible for this training will need to arrange training and/or certification directly through the vendor, PowerSchool, and cover the cost incurred. To do so, please reach out to the PowerSchool training team, training@powerschool.com.

Immunization assessments extended to December 30, 2020

Dear Partners,

 

I am writing to notify you of an extension to the current documentation deadlines for immunizations and school health assessments, pursuant to a new Executive Order issued by Governor Roy Cooper and a State Health Director Memo issued by State Health Director Dr. Elizabeth Tilson. Please share the following important information with district and school leaders, and families.

 

The requirements to submit a certification of immunization and a school health assessment will be reinstated on December 1, 2020.  The 30-day grace period will end December 30, 2020, or 30 calendar days from the child’s first date of attendance, whichever is later, after which point a student would have to be excluded from in-person and remote learning until compliant with requirements. Schools will have until February 1, 2021 to file annual immunization reports. 

 

While it is critically important that children are vaccinated and heath care settings are low risk, this extension was made due to ongoing concerns and reports that students and families are experiencing continued barriers to completing immunization and school health assessment requirements as a result of the COVID-19 pandemic.  The new orders issued today provide additional time for families. This extension grants all of us the pressing opportunity to continue our work together to get children and adolescents caught up on vaccinations and well child checks as soon as possible.

 

Previously, an Executive Order issued by Governor Roy Cooper and a State Health Director Memo issued by State Health Director Dr. Elizabeth Tilson delayed documentation deadlines for proof-of-immunization and health assessment requirements for school and child-care facilities until October 30, 2020.  

 

The Executive Order and State Health Director Memo applies to students enrolled in public, private or religious educational institutions, including child care facilities and K-12 schools as well as colleges and universities. Whether children are home-schooled, attend school in-person or by remote learning, they are required by state law to be immunized based on their age for certain vaccinations as recommended by the Centers for Disease Control and Prevention (CDC). More information on North Carolina’s requirements for vaccines can be found on the NCDHHS website. It is strongly encouraged for families to make arrangements for children to receive their required vaccinations as soon as possible.

 

NCDHHS Division of Public Health’s Immunization Branch also offers comprehensive guidance on immunization recommendations as well as advice for families on navigating access issues during COVID-19.

As outlined in the attached memo, K–3 Formative and Diagnostic Assessment Data Sharing, public school units (PSU) are required to submit student assessment data from the selected Read to Achieve diagnostic assessments for K–3rd grade students. The suggested method for this data collection is submission of the data by the vendor.   If PSUs choose to provide the data to NCDPI instead, the attached directions should be used.

 Direct any questions concerning the assessment data to your NCDPI K-3 Literacy Consultant.  Direct any questions about processing the data files to your Regional Accountability Coordinator.

Since the beginning of the COVID-19 pandemic, our nation’s school systems have faced unprecedented challenges. One of the most pressing challenges is deciding if children should return to school in person and, if so, how to do it safely and responsibly.

The ABC Science Collaborative is a program that pairs scientists and physicians with school and community leaders to help understand the most current and relevant information about COVID-19. The program helps school leaders make informed decisions about returning to school using data from their own communities. The ultimate goal of the program is to keep teachers, children, and their local communities healthy and safe.

ACCESS News

Greetings!

 

The NC Advancing Charter Collaboration and Excellence for Student Success (ACCESS) Program is excited to announce its application launch today, November 13, 2020. The NC ACCESS Program was established in 2018 through a Charter School Program (CSP) Grant, a competitive federal grant issued annually to states, LEAs, and charter schools. The grant is designed to help charter schools meet the needs and close the achievement gap of educationally disadvantaged students, and help support the development, expansion, and replication of high-quality charter schools. The NC ACCESS Program was awarded $36.6 million dollars to help support this goal. Explore all parts of the NC ACCESS Program on our new website.

 

About 90% of the charter school program funds are allocated for subgrants, and these subgrants are available for charter schools that fall within one of the four categories: Planning and Implementation, Implementation Only, Expansion, and Replication. Awards can range up to $1.25 million. Over the duration of 5 years, the NC ACCESS team plans to award 60 subgrants. Currently, 42 awards have been granted over the course of two cycles.

 

The NC ACCESS team is holding several live (virtual) recruitment and application training sessions from October 2020 – January 2021 to assist prospective applicants with the subgrant application process. Please note, these are separate trainings: the informational session will outline the NC ACCESS Subgrant Program and its requirements, and the application training will provide in-depth support on completing the full application. Sessions with no registrants will be cancelled 24 hours prior to the training. Learn more and view the full training schedule on our website or register for a training here. The first application training will be held on Thursday, December 3, 2020 from 2:00 p.m. – 4:00 p.m.
