Attached are the proposed Apple Health Expansion rules; the agency has made revisions following input received from external reviewers. We are providing an additional review for these rules, which will be filed next month as emergency rules. After we respond to stakeholder comments, we will propose the emergency rules, including any revisions, as the permanent rules. There will be another opportunity to comment on the Apple Health Expansion rules when we schedule the public hearing for the permanent rules.
Please note that WAC 182-501-0065 is not included with the draft rules. After further review, agency staff determined it is not necessary to revise this rule because Apple Health Expansion is included in WAC 182-501-0060.

Purpose
On June 28, 2023, HCA filed a preproposal statement of inquiry (CR-101) under WSR 23-14-063 to develop new rules under ESSB 5187 Sec. 211 (83), 68th Legislature, Regular Session. This legislation directs the agency to implement a program with coverage comparable to the categorically needy Medicaid program for certain adults who do not qualify for Medicaid or other federally funded medical assistance programs or subsidies.
