FORD DRIVING SKILLS FOR LIFE A SUCCESS IN COLUMBUS

My son and I attended this event today and I was very impressed and would highly recommend it! I would actually love to see this type of program be required for all teens to take before getting their license. The skills and topics covered could very well be ones that save their lives or the lives of others on the road. Distracted driving, driving while impaired, safe handling of their vehicle, the importance of vehicle maintenance are just some of the topics covered. Thank you for the opportunity to participate in this wonderful event.

I took my son and my son's best friend who are both new adults and who only have their temps. They both really enjoyed getting to drive different kinds of Ford cars, in different scenarios. They both have already mentioned how they feel more confident that they can handle on the road driving and hope to get their licenses soon. I thought it was great how everything was set up for them to see how to do it correctly and how to handle things when they fail or how it feels if the scenario plays out in an "imperfect" way.

To assist in Lucas County's "Click It or Ticket" kickoff, the Administrator for the National Highway Traffic Safety Administration - Region 5 office, along with staff from the Ohio Traffic Safety Office participated in bringing awareness to the national mobilization.

Others present included Lucas County OVI task force members, the AAA Safety patrol and Lucas County Safe Communities coalition members.

Prior to the game seat belt audits took place at the four corners outside the Mud Hens Stadium

REPORTED ACTIVITY FOR "CLICK IT OR TICKET" (CIOT) DUE BY JUNE 17

Partners across Ohio came together to focus on increasing seat belt usage in Ohio from May 20 - June 2. State, county, municipal, township and specialized law enforcement agencies made enforcing Ohio's seat belt laws a priority during this time.

Now, to evaluate the effort, we ask that each law enforcement agency submit ALL their traffic related patrol activity during the CIOT period, regardless if it was grant funded, overtime or regular patrol.

Your attention to reporting of this activity is important in evaluating the effort and effectiveness of the CIOT campaign in Ohio.

A message from Frank:

I just want to say Thank You to the Ohio Traffic Safety Office for letting me be part of their fine organization. And to all the Law Enforcement Agencies, Safe Communities and other partners I have had the privilege of meeting and serving. For me, it's time to retire. (June 29th will be my last day!) I've been the LEL for Northwest Ohio for over 10 years and have loved every minute of it. Combine this with the nearly 30 years of police duties with the Sylvania Township Police Department, and I will have 40 years in LE. I think this is a great place to step out and let someone a little younger fight the good fight. I truly believe we are making a difference on our Ohio roadways in reducing fatalities and injury crashes. I want to thank everyone for their hospitality and kindness to me and the grace that was shown to me throughout this time. Everyone from the OTSO and all the friends I have made, you all have been wonderful to work with and enjoyable to be around. Thank you for allowing me be part of this great ride. 4TH OF JULY - DRIVE SOBER OR GET PULLED OVER

Enforcement Campaign Materials

Americans love to celebrate the 4th of July with family, friends, food, and fireworks. But all too often the festivities turn tragic on the nation's roads. This iconic American holiday is also one of the deadliest holidays of the year due to drunk-driving crashes.

Over the 4th of July holiday period in 2017 (6 p.m. June 30 to 5:59 a.m. July 5):

601 people died in motor vehicle traffic crashes. 39% (237) of those fatalities occurred in alcohol-impaired crashes. This is a 23% increase from 2016, during which 192 people were killed during the same holiday period.
60% of those who died in alcohol-impaired crashes were in a crash involving at least one driver or motorcyclist with a BAC of .15 or higher.

These enforcement marketing tools can be used to fit your needs and objectives while, at the same time, partnering with other states, communities, and organizations on this drunk driving prevention initiative.

TRAFFIC SAFETY FACTS - ALCOHOL - IMPAIRED DRIVING

Key Findings

In 2017 there were 10,874 fatalities in motor vehicle traffic crashes involving drivers with BACs of .08 g/dL or higher. This totaled 29 percent of all traffic fatalities for the year. (Note: It is illegal in every State to drive with a BAC of .08 g/dL or higher.)
An average of 1 alcohol-impaired-driving fatality occurred every 48 minutes in 2017.
The estimated economic cost of all alcohol-impaired crashes (involving alcohol-impaired drivers or alcohol-impaired nonoccupants) in the United States in 2010 (the most recent year for which cost data is available) was $44 billion.
Of the traffic fatalities in 2017 among children 14 and younger, 19 percent occurred in alcohol-impaired-driving crashes.
The 21- to 24-year-old age group had the highest percentage (27%) of drivers with BACs of .08 g/dL or higher in fatal crashes compared to other age groups in 2017.
The percentage of drivers with BACs of .08 g/dL or higher in fatal crashes in 2017 was highest for fatalities involving motorcycle riders (27%), compared to passenger cars (21%), light trucks (20%), and large trucks (3%).
The rate of alcohol impairment among drivers involved in fatal crashes in 2017 was 3.6 times higher at night than during the day.
In 2017 among the 10,874 alcohol-impaired-driving fatalities, 68 percent (7,368) were in crashes in which at least one driver had a BAC of .15 g/dL or higher.

PUBLIC SAFETY LEADERSHIP ACADEMY

March 23 through June 5, 2020

The Ohio State Highway Patrol has partnered with The Ohio State University – John Glenn College of Public Affairs to offer innovative training, titled, the "Public Safety Leadership Academy," to qualified police executives at the Highway Patrol Training Academy on March 23, through June 5, 2020.

The course which will focus on:

Developing leadership and management skills;
Understanding leadership styles through self-assessments;
Sharpening problem solving and planning skills;
Improving communication skills, including verbal and non-verbal communication in one-on-one and group settings, formal presentations and written communication;
Developing conceptual and research skills;
Developing and improving the knowledge and skills necessary to manage and direct any division within a law enforcement agency.

The course curriculum will be divided into the following units, Leadership, Interpersonal, and Organizational Communication, Fundamentals of Public Management, Organizational Culture and Ethics, Human Resource Management, Budgeting, Organizational Behavior in Law Enforcement. In addition, students will be required to complete a capstone project that focuses on real-life cases.

During the course, the Patrol will host enrichment seminars. These executive level development seminars will provide students with additional education and training in law enforcement that are relevant in today’s society. Distinguished speakers from the government and private sector will present a variety of different subjects, including: leadership lessons learned while under adverse conditions, inspiration and courage, and stress management.

For additional instruction focusing on leadership, students will visit Washington D.C. during the month of May. There students will attend the United States Holocaust Memorial Museum law enforcement course and visit other important sites that have helped shape our Nation’s leaders.

Upon successful completion of the course, students will receive 10 semester hours of academic credit, along with a certificate in Senior Leadership through The Ohio State University – John Glenn School of Public Affairs. Grad credits may be offered, pending OSU graduate school approval.

Your agency is invited to nominate an executive officer to attend this course. The following materials; the course application form, and course nomination form, need to be submitted to Tanya Benner by January 3, 2020, at tbenner@dps.ohio.gov. Drug Recognition Expert Program

The Drug Recognition Expert (DRE) Program is a traffic safety program that focuses on the detection, apprehension and adjudication of drug-impaired drivers.

A DRE is a law enforcement officer highly trained to recognize impairment in drivers under the influence of drugs other than or in addition to alcohol.

Advanced Roadside Impaired Driving Enforcement (ARIDE)

ARIDE Classes are being offered free of charge through the Ohio Peace Officer Training Academy

Advanced Roadside Impaired Driving Enforcement (ARIDE) provides officers with general knowledge related to drug impaired driving and to promote the use of Drug Recognition Experts (DRE). Law enforcement officers will learn to observe, identify and articulate the signs of impairment related to drugs, alcohol, or a combination of both, in order to reduce the number of impaired driving crashes.

ADAMS COUNTY - CLICK IT OR TICKET - 2019

Adams County Safe Communities was out in the community promoting the upcoming Click It or Ticket nationwide campaign on May 10. The General Electric staff from the Peebles Test Operation (PTO) invited Ms. Ryan, Coordinator of the Adams County Safe Communities Program, to do a presentation regarding the importance of wearing seat belts at a breakfast meeting, prior to going out into the community and completing community service projects, partnering with the Ohio Valley Career & Technical students. General Electric-PTO has been a vital partner with the Adams County Safe Communities since its inception, and regularly promote all traffic safety messages to all of their staff. General Electric-PTO was proud to demonstrate their commitment to the Adams County Safe Communities Click It or Ticket campaign.

During the Click It or Ticket Kick-off, other partners of the Adams County Safe Communities were on hand to help bring awareness to the importance of wearing your seat belt. On the County Courthouse lawn, participants pledged their support by signing the "I Click It" banner. Partners helping to promote seat belt safety included the Adams Brown Early Head Start, who brought child car seats and offered child car seat safety education in addition to encourage seat belt use, the Adams County Senior Citizens Council, who encouraged participants to buckle up, and Church 180, all members of the Adams County Safe Communities Coalition, helping to support the Click It or Ticket campaign. Also on hand during the kick-off were the Adams County Sheriff, Adams County Health Commissioner and the Adams County Count Judge.

CLICK IT OR TICKET - ENFORCEMENT AND PUBLIC AWARENESS MAKING A DIFFERENCE

We made an extra strong effort this year with broadcasting our purpose through various media and signage throughout our areas.

A May 16, 2019 story by Joan Demirjian, in the Chagrin Valley Today - Chagrin Valley Times highlighted area police department efforts. Here are some excerpts:

"We will be out in full force, cracking down on seat belt violations and issuing citations to anyone caught traveling without a buckled seat belt or transporting unrestrained children," said Russell Police Sgt. Randy Bialosky who is in charge of the township program, "Our law enforcement officers are working to spread the message that seat belts save lives."

The South Russell department holds a class on seat belt use for students in third grade at Gurney Elementary School. Officer Hone Zippay leads the program.

South Russell Police Chief Mike Rizzo said the South Russell Police Department has participated in the program for the past several years.

The South Russell officers document traffic enforcement activities during the campaign including the stops for operating a motor vehicle while intoxicated and enforcement of other traffic laws. Banners are put in place announcing the campaign.

"It is fairly easy to spot when someone is not wearing a seat belt," Chief Rizzo noted. "The buckle is usually handing over the person's shoulder.

Chagrin Falls Police Chief Amber Decek said the department enforces seat belt use at all times. If an officer stops someone for a violation and the driver of passenger is not wearing a seat belt, "It's something we enforce," she said. "A parent could be charged,. There are requirements for children to be buckled up or be in a child restraint seat."

Geauga County Sheriff Scott Hilldenbrand said the campaign is a statewide initiative to get everyone to wear seat belts. "There are still a lot of people who don't use seat belts. I truly believe seat belts save lives. It should be a habit."
