FY2026-27 Legislative Update
This week the General Assembly announced they have agreed to a budget framework that allows them to move forward on negotiating a comprehensive budget deal. Although they have agreed on the major points of contention, this in no way guarantees that a state budget will be finalized. No draft appropriations bills or other documents have been published at this time; however, we will keep you updated as we receive more information in the coming weeks of the legislative session.
Please note that our understanding is that this compromise would apply to the upcoming year (FY2026-27), not the current year (2025-26). Reach out to SchoolFinancialReporting@dpi.nc.gov if you have questions.
FY26-27 Indirect Cost Rates
The indirect cost rates for FY 26-27 have been posted to DART in the PSU section under GEN201. Indirect Costs by Year. They have been loaded into BAAS system for the datafile vendors. Thank you for your patience. If you have questions please email SchoolFinancialReporting@dpi.nc.gov.
Cash Updates
Memorial Day Cash Deadline - All PSUs
For the Funds Requirement Date (FRD) of Friday, May 29, 2026, the cash request cut-off date and time is the state and federal holiday of Monday, May 25, 2026, at 11:45 PM. PSUs do not need to wait until the day of the cut off to request cash.
There should be more than one person subscribed to the PSU Cash Application who can request cash. For cash inquiries, please contact CashMgt@dpi.nc.gov.
PSUs can view their funds to be pulled back using the "108. State PRCs - Reported Expenditures Greater Than Allotments Report" on SBSDART. Please note that this process does not apply to position allotments, other guaranteed allotments, or allotments that are separately requested in the PSU cash application. The report also does not include encumbrances; it only uses expenditures. It also does not include PRCs that currently do not have an allotment.
SBS Year End Updates - All PSUs
SBS has posted year end letters to our What's New page, which go through the FY 25-26 closeout process in June/July. Please read the memo in its entirety.

Year-End DART Report
A new dashboard is now available in DART in the PSU section: "FIN101. Monthly Actions". It consolidates data from several existing reports to help PSUs more easily monitor five critical areas that may require attention as we approach year-end: invalid codes, over-expended PRCs, over-obligated PRCs, days used overages, and salary overpaid exceptions. The report shows the number of items (if any) that require attention in each category. Clicking the number of items in each category will pull up detailed reports needed to investigate further.
EDDIE Year-End
The data in EDDIE must always be current for the current school year. Enter data that will become effective for 2026-2027 beginning July 1, 2026. For more information, please see the EDDIE Year End Memo posted to the SBS EDDIE webpage.
Please work with your PSU's EDDIE administrators to make sure you have a primary and secondary datafile contact for your PSU entered into the system, as well as your PSU's contact for your datafile vendor (Linq, Sylogist, etc.). LEAs must also have a Finance Officer contact. Charters must have a Finance Director (if applicable) and a Director Charter School contact.
Make sure all the staff listed above for your PSU have both a work phone number (including their extension) and a cell phone number. Cell phone numbers will not be made public and will only be visible to DPI. Having a cell number on file is especially important if urgent contact is needed during the close‑out period.
SBS Summer Conference Save the Date and Hotel Group Rate
Our annual summer conference will be Thursday, July 23, 2026. Please hold that date and be aware that it will be at the Embassy Suites in Cary, NC.

Paid Parental Leave (PPL) Reimbursement – IPS Only

From the Office of Exceptional Children
Sunset of Developmental Day Funds for K-12 Students in PSU DDCs
In an effort to mitigate the fiscal impact of these changes on public school units with special education settings serving students in grades K-12 previously eligible for developmental day grant funds administered by the NCDPI Office of Exceptional Children, NCDPI is exploring exercising a time-limited provision that may allow access to developmental day center funds during circumstances that align with the closure or sunset of unique programs.
As part of this review, NCDPI is analyzing existing state statutes, State Board of Education policies, and policies governing services for students with disabilities.
If NCDPI determines that this provision is a viable option, access to developmental day center funds for students in grades K-12 will be time-limited, contingent upon the availability of state funds, and be applicable to circumstances existing prior to July 1, 2026. This provision will not make any changes to the access of developmental day grant funds for preschool children.
Additional details will be communicated as they become available and will be directed to the public school units meeting the criteria for which the provision applies.

CCIP Formula Application Process Update: Substantial & Full Approval - All PSUs
Both The CCIP FY-27 Consolidated and The Comprehensive and Targeted Support (CSI / TSI) – PRC 0105 Applications are now available for the Substantial Approval process.
Starting this year, the Office of Federal Programs formula applications will include a two-step approval process within CCIP:
- Substantial Approval (due by June 30th) – submission of assurances that will allow PSUs to begin obligating funds by July 1st.
- Full Approval (opening July 1st; due by August 31st) – submission of the full application, including budget, at which point funding will become available upon Division Administrator Approval.
Achieving substantial approval by June 30th will be important to ensure funds are available during the entire period of performance. This is a firm deadline, and extensions will not be granted for substantial approvals. PSUs are still required to submit for substantial approval if the June 30th deadline is missed; however, if it is not approved by June 30th, the date that the substantial application is fully approved through Division Administrator approval will serve as the official substantial approval date for fiscal audit purposes.

2025-26 Athletics Survey - All PSUs
Unlike last year, the Office of Athletics is handling the Annual Interscholastic Athletics Financial Report this year. The following information was shared with athletic administrators last week. Please reach out to Brad.Alford@dpi.nc.gov if you have any questions.
Public school units with one or more participating schools are reminded of the annual reporting requirement for interscholastic athletics as outlined in G.S. § 115C-407.75. This requirement was established as part of Session Law 2023-133 (Senate Bill 452). Each public school unit must submit its report to the Superintendent of Public Instruction and the State Board of Education no later than June 15 each year.
The report must include a detailed accounting of both expenditures and revenues associated with interscholastic athletic activities. Expenditures should be reported by category, including administering association fees, salaries or stipends for coaches and staff whose duties are solely related to athletics, capital costs such as construction, repairs, and maintenance of athletic facilities, as well as costs for uniforms and equipment, travel and transportation, officiating, and any other identified expenses.
In addition, public school units must report all revenue generated through interscholastic athletics. This includes gate receipts, concession and merchandise sales, student fees, monetary and in-kind contributions from third-party organizations, and any state or local funding used for athletic facility capital costs, along with other identified funding sources. Reporting should also account for funds maintained in special accounts at the individual school level.
This annual reporting requirement supports transparency and provides a comprehensive view of the financial landscape of interscholastic athletics across North Carolina. The Superintendent of Public Instruction will compile these submissions into a statewide summary and provide both the summary and individual reports to the Joint Legislative Education Oversight Committee by October 15 each year.
Public school units are encouraged to begin compiling the necessary financial data in advance of the June 15 deadline to ensure timely and accurate submission. Reports should be submitted using the online reporting form. A PDF copy of the survey is also available to assist PSUs.
