State Board of Education Action - School Nurses
At its August meeting, the State Board of Education approved the education and salary of School Nurses in BSOP 2 and BSOP 3. This change was in response to SL 2025-60 which amended G.S. 115C-315.
The policy amendment eliminated the differentiation between a school nurse required to be paid from the instructional support salary schedule, and a school nurse required to be paid based on a classified range. Effective immediately:
- All school nurses shall be compensated on the M schedule of the instructional support schedule.
- School nurses are no longer required to be certified by the American Nurses Credentialing Center or the National Board for Certification of School Nurses to be paid on the instructional support salary schedule.
- The State Board may not require a four year degree to be a school nurse. A school nurse who is employed or contracted, shall at a minimum
- Be a registered nurse with at least 2 years of experience as a nurse in a hospital or health clinic or
- Be certified by the American Nurses Credentialing Center or the National Board for Certification of School Nurses.
This week, the SBE approved changes to the NC Public School Personnel State Salary Manual to comply with SL 2025-60. The updated manual and salary schedules have been posted to our What's New page. The SBE may approve further qualification requirements at their October meeting, following the public comment period and the rulemaking process.
Legislative Update - Mini Budget Bill
The Governor has signed the mini-budget into law (SL 2025-89 / House Bill 125). The legislation addresses the following items related to K-12 funding for 2025-26:
Technical Adjustments for ADM/Headcounts and Average Salaries
These adjustments fund the 2026 initial allotments at the current formulas. This will result in initial allotments being adjusted to be at the planning allotment level, including PRC031 Low Wealth Supplemental Funding.
Benefits Rate
- TSERS employer retirement rate - 24.67%
- Employer contributions for the State Health Plan - $8,500
Funding for these benefit changes will be incorporated into the appropriate allotments.
Salary Schedules
Teacher, Instructional Support, and Assistant Principals
The legislation authorizes LEAs to move public school employees paid on the legislated teacher salary schedule and assistant principal schedule up a step, if the employee is eligible.
- This applies to teacher and instructional support required to be paid from the State legislated teacher salary schedule or a derivative of that schedule, eg. School counselor schedule, school psychologist schedule etc.
- Assistant Principals may move up a step, if eligible.
- No increases or changes have been made to the teacher schedule and each step of the schedules remain the same as the fiscal year 2024-25.
- No change in the daily rate of pay for substitutes.
- International Faculty Exchange (PRC020) transfer rate will be published when finalized.
School Business has replaced the Continuing Resolution Certified Salary Schedules with the Certified Salary Schedules effective July 1, 2025 based on SL2025-89 – see the What's New page. Note that the value of each step is the same as FY25, but the individual will be eligible for the certified rate based on their years of experience after “the bump” in FY26. The legislation did not appropriate funds for the step increase and assumes attrition of personnel.
The following personnel are not paid based on the legislated teacher salary schedule. No changes have been made to these schedules and no legislated salary increases have been provided.
Principal
The principal salary scale remains the same as FY2024-25. Principal salary will be recalculated based on accountability results and school ADM, and the principal’s certified salary will be modified effective January 1, 2026 (unless other legislation is enacted modifying).
Central Office
No legislated increases. The maximums for superintendents, administrators and other central office staff remain unchanged.
Classified Employees
No legislated increases have been provided for classified employees. The State Board of Education have made no changes to the salary ranges of these personnel. Note: This legislation does not apply to locally developed salary schedules that are based on years of experience and are not legislated. The General Assembly has not provided any additional funds for salary; they have only authorized the movement of the individuals up to the next step on the legislated teacher schedule.
Please see the 2025-2026 NC Public School Personnel State Salary Manual for more information. The budget and the allocations are being recalculated and are targeted to be sent out within the next 10-15 days.
