ECATS End-of-Year (EOY)

The 2023-24 EOY Process for the Home Base suite of applications will begin Friday, June 28. PowerSchool will be taken offline on Friday at 5:00 p.m. EOY processing and archiving of data will start then.

School year close-out files for ECATS will be pulled at EOY shutdown. This allows ECATS to have final data for the 2023-2024 school year.

During the EOY process, ECATS will remain available for use; however, data transfers between the systems will be turned off during this time. This means no new students will be added to ECATS, and no 2024-2025 student data will be updated in ECATS until the EOY process is complete, EDDIE data has been synced, and other data verifications have occurred.

Please watch for communication updates as this end-of-year process and setup for the beginning of the new school year takes place.”

SBS Summer Conference – Thursday, July 25th – Sheraton RTP. Hold the date. We will have a dedicated Charter School track as well as budget updates, ESSER Compliance and grant close-out information, Updates from several program areas, School Personnel, Operations, and School Business. Our conference is geared towards your financial and business operations and governance. Please join us and your colleagues. Registration information will be posted on our website soon.

 

CSADM System for June: Due to the change in the legislative funding model towards a Funding in Arrears model the JUNE update for the CSADM System is no longer required. The CSADM system will be used to gather projection information in January.

All PSUs are now funded based on the Prior Year Best 1 of 2 Actual ADM and then will be funded for growth based on the updated Best 1 of 2 Actual ADM in November annually. We will discuss during our webinar next week. The model is legislated and was adopted by the State Board at the March 6th meeting. Please refer to that report in the SBE materials as well as the most recent SBE meeting where we updated the applicable Allotment Policies related to that new legislated model. We will discuss these changes during our webinar and follow-up with some guidance documents.


Follow-Up and Clarification: Counselor & Principal Info Needed for Simplified Admissions Project

Public Information Officers and Charter Communication Leaders, 

When we sent the below communication earlier [last] week, we mistakenly were under the impression that there was a "counselor" field for schools on EDDIE. As there is not a field for this role, please disregard the request to update high school counselors on EDDIE and instead encourage high school counselors sign up for the "High School Counselors (SPRING 2024)" listserv referenced below and in the initial email. 

Please continue to check that high school principal information for your district is accurate on EDDIE. If you have questions on how to access or use EDDIE, please first refer to this help guide. If you are unable to login and need help determining who in your district is an EDDIE administrator or have further questions after referencing the help guide, please reach out to eddie@dpi.nc.gov. For any other questions on this request, please reach out to communciations@dpi.nc.gov

The North Carolina Department of Public Instruction is collaborating with the UNC System on a simplified college admissions process that will roll out this fall. Details are still being finalized and will be shared with you as they become available. 

To expedite the flow of information, we are seeking to update our listservs for high school counselors and principals. Please help us in this endeavor by making sure all high school counselor and high school principal information is up to date in the Educational Directory and Demographical Information Exchange (EDDIE) no later than Tuesday, June 25, 2024. 

We recognize that this is a time of transition for school staffing and this information might change. Allotments Update

Allotments and adjustments scheduled to post by June 14th

  • Federal Approvals to Date (Various PRCs)

Federal Planning Allotments:

  • Federal Planning allotments for Grant Year 2025 funding are underway and scheduled for online publication on or by June 21st.
  • The CCIP system is not yet ready to accept those planning figures. We anticipate that system being ready by the middle of July.
  • The applications for these Federal grants should be available in the CCIP system and those should be prepared and submitted.
  • The budget process will catch-up when the system is available.
  • Remember these are for the GY 2025 funding which is not allocated until after October (Federal fiscal year). There is time this summer to get the budget submitted that will support your applications.
  • If you have other questions, please contact your federal programs contacts.
  • If you have questions on the impacts to your financial software, please contact your vendor.

URGENT Allotments Update: June 3, 2024

Please be aware of the following items:

  • An allotment was processed Friday, May 31st with caption: NR Retirement Funds
    • These funds are 1-time funds and are non-recurring.
    • They impact the non-position allotments and may be used as needed within those PRCs that received funding.
    • Charter Schools received their portion of these funds in PRC 036. They may use these funds for any expenditure in that PRC.
  • LEAs only: There will be NO pull-back (reduction of the allotment) in PRC 014 CTE Funding related to the Adobe Licenses for FY 23-24.
  • We have Grant Year 2023 funds for PRC 060 and PRC 050 to allocate this week. Those funds will be applied against your expenditures for this year first at the end of the year which should allow more carryforward of Grant Year 2024 funding for the PSUs receiving these funds.
    • You do NOT need to budget these additional allocations; it will be assumed they follow your current approved budget and will simply align on a pro-rata basis (you would add to your internal budget as may be needed but no budget amendment is required by the DPI Program staff thru CCIP).
    • The intent is to allow for more GY 2024 funds to carryforward.

DUE THURSDAY; Annual Charter School Health Services Report and Section Two Report

The Annual Charter School Health Report opened May 1, 2024, and must be completed no later than June 20, 2024. A preparation worksheet is provided with the reporting criteria. All schools are encouraged to download the worksheet and mark the appropriate responses before beginning the online report survey. You may click here or below to access the worksheet.  Once you have prepared your responses, save the document to your local computer. This worksheet cannot be accepted as your report requirements. You will use it as a tool to enter your information into the online survey system once the report opens.

North Carolina’s charter schools are required to comply with the Care of Students with Diabetes and with the School Supply of Epinephrine Auto-Injectors laws. Annually, charter schools report on compliance with each law, providing information that identifies staff educational and support needs related to compliance and student safety. 

The Charter School Health Report is designed to assist schools in addressing the healthcare needs of students. Responses will be used to inform future training topics and to report on compliance with required legislation and policies such as Care of Students with Diabetes (§ 115C-375.3.) and School Supply of Epinephrine Auto-Injectors (§ 115C-375.2A ).  The survey opened May 1, 2024, and should be completed no later than June 20, 2024.

Safer Schools June 2024 Newsletter - Extended deadline for Student Engagement Contest


The ML/Title III Team is looking for Charter Representation on the State Partners for Multilingual Learners (SPML) - Now Accepting Applications for the 24-26 Term

The SPML is a team of experts from across the state who work with the NCDPI's ML/Title III team to develop projects, comprehensive guidance, and other critical tasks to promote equitable access for Multilingual Learners (MLs) in North Carolina.
The SPML team, formerly known as the English Learners Advisory Council, is a testament to enduring commitment and evolving purpose. For more than a decade, its journey has been characterized by dedication to supporting the work surrounding multilingual learners (MLs). What began as a focused initiative has blossomed into a dynamic force for change, responding to the landscape of ML student needs.
For the 2024-26 term, SPML is prioritizing the ongoing efforts of the ELD Recognition Award and MTSS teams while also launching new subcommittees. These subcommittees will focus on developing guidance for progress monitoring of MLs and identifying best practices for serving ML students with an Exceptional Children (EC) identification.
SPML's commitment to collaboration, advocacy, and action ensures that it remains a driving force for positive change for MLs across North Carolina. If you're interested in joining us, please review the flyer and submit an application!

PowerSchool CRDC SQL Reports for CRDC SY23-24

Current Year CRDC SQL reports have been added to PowerSchool.  The report names begin with ‘CY’.  These SQL reports have been updated to pull data from the 2023-2024 school year in preparation for the SY23-24 Civil Rights Data Collection.  NCDPI recommends running and saving these SQL reports before EOY. 

Important Note 1:  The ‘CY’ CRDC SQL reports will only be accurate if run in the 2023-2024 school year in PowerSchool. 

 

Important Note 2:  The CRDC Reports that do not begin with ‘CY are only accurate for the SY21-22 collection and must be run in the PowerSchool 22-23 School Year.

 

CRDC SY2023-2024 Submission Dates Tentatively Scheduled

The next CRDC is tentatively scheduled to open in December 2024.  Superintendents across the nation were messaged by the OCR during May informing them of the upcoming collection. All entities open in school year 2023-2024 will be required to submit data.   When they have been updated, Partner Support at the federal level will publish updated LEA and School forms specific to the SY23-24 collection.  Until the updated forms are published, it is recommended that PSUs use the SY22-23 documentation as their guideline for the collection.  For more information, please visit the CRDC Communities website.

 

CRDC SY2023-2024 and Data Collected by NCDPI

Questions in SY21-22 that were optional will be required in CRDC SY23-24.  NCDPI will collect and submit to the Federal Submission Tool the data available as identified in the document ‘CRDC 2021-2022 Collection by Entity ‘ located in The CRDC Canvas course.  CRDC content in Canvas will be updated once information is available from the federal level.

Charter Schools Program (CSP) recently published Notices Inviting Applications (NIAs) for Fiscal Year (FY) 2024

The U.S. Department of Education’s Office of Elementary and Secondary Education’s Charter Schools Program (CSP) recently published Notices Inviting Applications (NIAs) for four Fiscal Year (FY) 2024 Expanding Opportunity Through Quality Charter Schools Program competitions in the Federal Register.

 

Please read below to learn about each grant opportunity. The competition webpage linked for each CSP program includes information on the pre-application technical assistance webinars, eligibility requirements, and a point of contact for each CSP competition, should you have any questions.

 

1. The NIA for the Grants to State Entities (State Entity) (ALN 84.282A) competition can be accessed here. Through this competition, the Department plans to award an estimated $46 million for new State Entity grants. The deadline to submit a grant application under this competition is 11:59:59 p.m. Eastern Time on June 13, 2024. For more information about this competition, please visit the FY 2024 CSP State Entity Grants Competition webpage.

 

2. The NIA for the Grants to Charter School Developers for the Opening of New Charter Schools and for the Replication and Expansion of High-Quality Charter Schools (Developer Grants) (ALNs 84.282B and 84.282E) competition can be accessed hereThrough this competition, the Department plans to award an estimated $5 million for new Developer grants. The deadline to submit a grant application under this competition is 11:59:59 p.m. Eastern Time on June 24, 2024. 3. The NIA for the State Charter School Facilities Incentive Grants Program (SFIG Grants) (ALN 84.282D) competition can be accessed hereThrough this competition, the Department plans to award an estimated $30 million for new SFIG grants. The deadline to submit a grant application under this competition is 11:59:59 p.m. Eastern Time on July 23, 2024. 4. A link to the NIA for the second round of grants in FY 2024 to Charter Management Organizations for the Replication and Expansion of High-Quality Charter Schools (CMO Grants) (ALN 84.282M) competition can be found at the CSP CMO webpageThrough this competition, the Department plans to award an estimated $92 million for new CMO grants. The deadline to submit a grant application under this competition is 11:59:59 p.m. Eastern Time on June 27, 2024. The second round of FY 2024 CMO grants will be awarded by September 30, 2024.

 

The CSP is also seeking peer reviewers for its FY 2024 competitions. If you are interested in serving as a peer reviewer for any of these FY 2024 CSP competitions, please visit the Call for Peer Reviewers webpage. Serving as a peer reviewer is a great way to gain insight into the federal funding process and use your professional experience, content knowledge, expertise, and judgment to ensure the Department is funding the most qualified grant proposals.

ARP SUMMER

SAVE THE DATE!!!

We are excited to announce that registration is now open for the final OLR ARP Convening. This year's convening serves as a dual-purpose platform: firstly, to celebrate the remarkable achievements of district and charter schools in leveraging ESSER funds and effectively fostering significant strides in education despite the challenges of the pandemic. Secondly, our aim is to equip PSUs with essential knowledge, and resources to sustain the momentum they've built post-pandemic with the aid of ESSER funding. Our ultimate goal is to ensure that every student, irrespective of background, continues to receive the support necessary to thrive academically, and transition successfully into their post-secondary pathway of choice.

There are two options for attendance: Thursday, June 20th or Thursday, June 27th. Please register for the option that works best for you.  Use the form below to register for our summer convening at the SAS Institute in Cary, NC.  Registration is limited this year!

RISE 2024 Registration

Registration is open for the 2024 RISE Back to School Safety Summit. The Center for Safer Schools’ signature event will be held from Monday, July 29 to Friday, Aug. 2 at Cape Fear Community College in Wilmington.
RISE training focuses on the Resiliency, Information, Support and Empowerment needed when supporting children and adolescents in schools and communities. This training offers a variety of information sessions to participants covering the areas of bullying, suicide, opioid and substance use, critical incidents and other vital information about trauma and victimization among children and adolescents, and how these various dynamics impact school climate and school safety.
New for RISE 2024 is a parent/student component, which will be held (by invitation only) during the last two days of the summit. Training sessions will not be recorded and are closed to the media. However, media representatives are invited to attend on the opening day.

State Board Approves ESSER III Funding for NCVPS Summer Program

 

The State Board of Education approved $2,000,000 in ESSER III funding for the NCVPS summer school program, making our online courses even more accessible to students across North Carolina. This funding will be shared with each district and charter school based on their 6-12 ADM. We encourage you to take advantage of this incredible opportunity!

2024 School-Based Mental Health Policy Report

Dear Charter School Contact, 

 

In accordance with North Carolina SL 2019-245 and SL 2020-7 and with State Board of Education Policy SHLT-003, each K-12 school unit is required to upload a copy of their School Mental Health Improvement Plan and answer questions in the School Mental Health Policy Report.

In the online reporting portal, you will indicate that you are a charter school, and you will be directed to the SMH policy questions. To make it easier for you to assemble your report information prior to going online, a Word version and PDF of the online survey is attached to this email. Please complete the online survey to submit your report.  

 

The survey platform is setup to allow respondents to leave the survey and resume their progress later, so long as they return on the same browser where they started the survey and do not wait longer than a month to return to the survey. This feature works by placing a cookie on the respondent’s browser that keeps track of the survey progress.

 

The information needed to complete the SMH progress report will come from your School Mental Health Improvement Plan, which is required to upload and must include the mental health training program and suicide risk referral protocol.

2024 Healthful Living Standards Approved by NC State Board of Education

On May 5, 2022, the NC State Board of Education granted permission for NCDPI to move forward with the review and revision of the K-12 Healthful Living standards, per SCOS-012.

 

The Office of Academic Standards’ Healthful Living team is excited to announce that the 2024 K-12 Healthful Living Standards were approved by the State Board of Education at their June 6th, 2024, meeting. The work was completed under the processes and protocols outlined in the NC Standard Course of Study Manual. The process included feedback from focus groups in each State Board region, one-on-one interviews, and responses to multiple surveys. Professional educators from across NC districts, charter schools, and institutions of higher education helped review the response data and revise the standards. Thank you to everyone who participated in the review and revision process.

 

The adoption of the 2024 K-12 Healthful Living Standards is the end of the first stage in the process, with the focus now moving to the “installation” stage. Over the 2024-2025 school year, NCDPI will be working alongside leaders from PSUs to ensure all stakeholders are aware of the new standards, have opportunities to review changes from the 2011 standards, and prepare for the new standards to be implemented beginning with the 2025-2026 school year. Please note, the current 2011 Healthful Living Standards will remain in place for classroom instruction and assessment for the 2024-2025 school year.

 

To support the start of the installation stage, the Healthful Living Team is preparing several documents to support school and district leaders.

 

The Healthful Living Team looks forward to working closely with PSU leaders over the coming months to support all stakeholders in preparing to implement the 2024 K-12 Healthful Living Standards beginning with the 2025-2026 school year.

Registration is Still Open Now for NCVPS In-Real-Time Synchronous Program and Live Info Session

 

In-Real Time (IRT is the synchronous class delivery program for North Carolina Virtual Public School (NCVPS). The program model is a whole-class, middle school course, with required synchronous sessions with a NCVPS teacher. The IRT pilot for 8th-grade core instruction began in the Fall 2023 with selected schools. Course offerings were in 8th Grade ELA, Math, Social Studies, and Science. Currently, these course offerings have now been expanded to the 7th grade for the 2024-2025 academic year as a pilot for this grade level. 

 

Additionally, IRT will continue to be offered for 8th grade in all core content areas for the 2024-2025 academic year through our catalog. The high school Math 1 course has been added as a course offering for the program. This program is designed to support instruction by providing a certified NCVPS teacher to work alongside a substitute or beginning teacher to provide quality instruction for students. NCSSM Connect provides NC public high school students the opportunity to take tuition-free, honors-level, and AP NCSSM courses via interactive video conferencing. This format makes it possible for students to take advanced courses in STEM and humanities subjects while remaining at their local home schools. There isn't an application process to take NCSSM Connect classes.
