Welcome to the North Carolina Portrait of a Graduate January update! This month’s focus is COMMUNICATION. In this updated playbook you will find new activities by grade span to reinforce this competency. The Playbook also includes these two competencies: ADAPTABILITY and COLLABORATION.
As a reminder, the Portrait was created by statewide design teams and revealed by Superintendent Truitt in October. The Portrait identifies seven competencies that when combined with academic rigor, will prepare students for success after high school and better prepare them for a rapidly changing world. To help familiarize you with the Portrait, we will be adding one competency per month to the attached Playbook.
Note: This is a living document and we ask that you share feedback and suggestions to improve it! For additional resources including a video, graphics and English/Spanish versions of the Portrait, please visit the NC Portrait of a Graduate webpage. Finally, we will continue planning for Phase II – Rubric Design - in the first quarter of 2023. More on that process very soon!

Charter School Average Daily Membership (CSADM) Projections for FY 2023-2024 – Phase I Due January 31, 2023
All Charter, Regional, and UNC Lab Schools with current year enrollment are required to report.
ALL charter school Executive Directors are required to submit between January 9 – January 31, 2023, the CSADM, Phase I - ADM Projection Initial Submission for School Year 2023-2024.
Phase I requires the following field to be completed: Requested 2023-24ADM. This represents a projection of the number of students who will be in membership for the fiscal school year 2023-24.
This submission is required even if your school has requested State Board of Education approval for enrollment increase or grade expansion.

2021-2022 AP/IB/CIE Teacher Performance Bonus Pay
Some Advanced Placement (AP), International Baccalaureate (IB), and Cambridge International Education (CIE) teachers will qualify for bonus pay in January depending on their students’ scores from the 2021-2022 administration of Advanced Placement, International Baccalaureate, and Cambridge exams, based on legislation to reward advanced course teacher performance and support teacher retention, as well as to encourage student learning and improvement. Teachers are eligible for AP/IB/CIE bonus pay if they remain teaching in the same LEA or charter school the following year until January 1 of the corresponding school year that the bonus is paid. For the May 2022 exams, the bonuses are to be distributed by the end of January 2023.
Please follow up with your Finance Department with a list of teachers who are eligible for the bonus this month, using the information from the FAQ and data reports from College Board, International Baccalaureate, and Cambridge, as we do not provide a list of teachers who are eligible. Verifying Teacher Eligibility for Legislated Performance Bonuses (PRCs 046 and 048)
DPI’s Office of School Business Services has received numerous inquiries from public school units recently regarding the process for verifying eligibility of individual teachers for the legislated performance bonuses, the funding for which was recently allotted through PRCs 046 (3rd Grade Reading Bonus) and PRC 048 (4th and 5th Grade Reading Bonuses, 4th through 8th Grade Math Bonuses, CTE Credential Bonuses, and AP/IB/AICE Performance Bonuses). The list of eligible teachers for each of these bonuses is maintained within the HR Secure Shell, which is managed by DPI’s Division of Educator and Student Advancement. The HR Secure Shell is a different system than the Accountability Secure Shell. If you are having difficulty accessing the HR Secure Shell or have questions about the bonus eligibility data included therein, please contact either Tom Tomberlin (Thomas.Tomberlin@dpi.nc.gov) or Paul Marshall (Paul.Marshall@dpi.nc.gov).
Legislated Performance Bonuses – FAQs
When completing calculations for the legislated teacher performance bonuses, please ensure that you carefully review the updated FAQs for each of the bonuses (available on our website). These FAQs contain useful information for PSUs to ensure that they are in compliance with all requirements when administering these bonuses. If you have additional questions beyond what is included in the FAQs, please contact either John Keefer (John.Keefer@dpi.nc.gov) or Michael Ray (Michael.Ray@dpi.nc.gov); these FAQs will continue to be updated to address new questions that are received from the field, so please continue to review them as needed.
 2022-2023SY Mid-Year Data Collection Survey
Annually, the State Coordinator’s office requires all homeless liaisons to submit a current mid-year homeless data collection report. This is required even if you have "0" students to report at this time. Click HERE to complete the required survey. The deadline for submission is no later than 5:00 PM on January 31, 2023.
2023-2026 McKinney-Vento Subgrant
The North Carolina Education for Homeless Children and Youth subgrant application is now open in CCIP. The deadline for submission in CCIP is February 6, 2023, at 12:00 PM. All North Carolina Public School Units (PSUs) with 50 or more students that were identified as homeless during the 2021-2022SY in PowerSchool may apply. PSUs with less than 50 reported homeless students may apply as a consortium.

New Technical Contact PowerSchool IPT Certification in February 2023
In collaboration with PowerSchool, the Home Base Team will be offering virtual IPT certification training for new technical contacts from February 20-24, 2023. Seats are limited and will fill up quickly, please register as soon as possible.
- This training will span five full days.
- Participants will have 90 days to take and pass the required certification test after training.
- Each PSU is allowed a certain number of technical contacts based on their ADM.
If you are unsure of your current technical contacts, please contact PowerSchool Support at 1-855-339-4790.
NCDPI has created an IPT FAQ document to help answer questions you may have. Please review this document for frequently asked questions about the training and certification.
Those who can attend the DPI offered IPT Training include:
- Anyone who is replacing a certified technical contact for their PSU.
- A local charter school employee, not employed by a third-party company and has not previously attended IPT training.
Those who cannot attend this training are:
- Third-party Charter school SIS management company employees
- PSUs wanting additional technical contacts above their desired allocation
- Anyone who has attended training previously.
Note: Anyone who is not eligible for this training will need to arrange training and certification through the vendor, PowerSchool, and cover the cost incurred. To do so, please reach out to the PowerSchool training team, training@powerschool.com.

OCR/CRDC - SY2021-2022 Collection Information
The Office of Civil Rights Data Collection (CRDC) will be conducted in the 2022-2023 school year. Data for the collection is from the previous year (School Year 2021-2022). Note: PSUs which were not open in the school year 2021-2022 will not participate in this collection.
To date, the Federal government has not published an official start date or requirements for the collection. The information from the Federal government may be published as late as the summer of 2023. NCDPI will notify PSUs once an announcement has been made.
Despite the delay in requirements from the Office of Civil Rights (OCR), North Carolina PSUs will move forward with data collection, following the documentation from the federal level provided for the school year 2021-2022. Understanding the time constraints posed by EOY, the plan will be to complete the collection phase of the CRDC well in advance of that time frame to allow for ample time for PSUs to verify, add and certify data in the federal submission system.
CRDC PowerSchool Preview Report
The CRDC PowerSchool Preview Report Submission Start and End Dates will be updated to March 1, 2023 to March 31, 2023. There is no need to run the report before March 1, 2023.
PSUs can begin to prepare for the SY21-22 CRDC by:
- Updating the CRDC LEA and School level screens in PowerSchool.
- Verifying or updating the CRDC Coordinator contacts are recorded in EDDIE
- As a reminder, all PSUs must have at least one CRDC Coordinator contact in EDDIE
- Ensuring Section 504 data for SY 2021-2022 been recorded in the Special Programs section of PowerSchool.
- Use the Enrolling Students in a Special Program guide to add student records.
- PSUs using third party applications for Section 504 will be required submit Section 504 data to the CRDC on their own if a record is not added to PowerSchool.
- Section 504 Designation guidance is provided at the local level. Please contact the PSU 504 Coordinator with any questions.
PSUs will be required to gather and submit the following data for the CRDC:
Review and collect data using the SY2021-2022 CRDC School Form for the following survey questions:
- OFFN-5: Offenses -Number of Incidents Committed by School Staff
- OFFN-6: Offenses -Allegations Against School Staff (Resignation or Retirement)
- OFFN-7: Offenses -Allegations Against School Staff (Determined Responsible)
- OFFN-8: Offenses -Allegations Against School Staff (Determined Not Responsible)
- OFFN-9: Offenses -Allegations Against School Staff (Determination Pending)
- OFFN-10: Offenses -Allegations Against School Staff (Duty Reassignment)

New Round of Grants for Digital Teaching & Learning Available for 2023-24
Digital Teaching and Learning in North Carolina’s public schools will benefit from a new round of competitive grants approved December 1, 2022, by the State Board of Education.
Up to $1.25 million in grants funded by the General Assembly through the state’s Digital Learning Initiative will be available to school districts, charter schools, lab schools, and regional schools during the 2023-24 school year.
These competitive grants are intended to support North Carolina districts and schools as they address challenges, harness opportunities, and leverage resources for digital-age teaching, and learning. As specified in the state’s Digital Learning Plan, this grant program is intended to support the development and dissemination of local innovative digital teaching and learning across North Carolina.
For the 2023-24 school year, there will be two request-for-proposal applications: the Digital Learning Impact Grant and a mini-grant for professional learning and also for emerging technologies. The window for the request for proposals for the grants opened December 1, 2022, and will close with a February 28, 2023, deadline.

Charter schools and AGPIP
School leaders,
As you may be aware, the statutory investment authority for NC’s charter schools was recently expanded. In particular, charter schools can now participate in the Department of State Treasurer’s investment program for non-pension governmental entities, referred to as the Ancillary Governmental Participant Investment Program (AGPIP). To assist charter schools, we have drafted some FAQs regarding AGPIP (linked).
We also included a few questions regarding the Supplemental Retirement Plans (NC 401(k) Plan and NC 457 Plan) because similar eligibility questions may arise for SRP and AGPIP.

January Healthful Living Standards Revision Update
On May 5, 2022, the NC State Board of Education granted permission for NCDPI to move forward with the review and revision of the K-12 Healthful Living standards, per SCOS-012.
Healthful Living Standards January Update
The Data Review Committee (DRC) met in December to begin a formal report summarizing data gained through research, surveys, interviews, and focus groups. This report will be completed in January with the results provided to the Standards Writing Team (SWT) as the basis for standards revision. The Standards Writing Team is in the final steps of being established. Their initial meeting to begin the work of standards revision will take place February 7th and 8th.
Student Accounting Manual Update (SASA)
The SBE approved the attached updated draft of the SASA Manual at their meeting on November 3, 2022. We have linked the full SBE packet so you can see the changes that were made. Most are technical corrections for legislative changes such as the Student Code of Conduct and those applicable items now applies to ALL PSUs and not just LEAs. We also have provided the update to the PMR Attestation statement as well as updated coding that is no longer applicable post-pandemic. If you have any questions, please contact LaShon Creech at lashon.creech@dpi.nc.gov. Please make sure your LEA Data Managers are aware the manual has been updated.

COMING SOON: 2023 NC Charter Applications
The 2023 NC Charter School Application process will open on Friday, January 27, 2023, at 5 pm (EST). The 2023 charter application window will close on April 28, 2023, at 5pm (EDT). Applicants who are interested in opening a charter school in 2024 under the accelerated timeline, or in 2025 under the standard timeline, must submit their charter applications on or before the April 28, 2023, application close date.
Both the online application and $1,000 application fee must be submitted on or before April 28, 2023, at 5pm EDT. Applicants are expected to appear in-person for interviews at the Department of Public Instruction in Raleigh, NC.
The link to the 2023 NC Charter School application will go live on Friday, January 27th at 5pm and will be posted on the NCDPI Charter Schools Application page found here.
 NCSECU People Helping People Scholarship
It is that time of year again! NCSECU People Helping People Scholarship! Please share as appropriate with your seniors and their families. Please pay close attention to the Membership Verification Process document; this year we are asking our students to verify that they meet the SECU membership eligibility requirement prior to submitting their application materials, and that document outlines the process by which they will fulfill that requirement. The Membership Verification Process document should be distributed to students will all other application materials, and a student should not turn in their completed application packet to their guidance office unless it also contains the Membership Confirmation letter that I have pasted below. The link at the top of the Membership Verification Process document is disabled until the morning of December 16th; it will be active from December 16th through March 31st.
