As we build up towards Census 2021 we are launching a community heroes ‘Purple Plaques’ initiative and we’d like your help, if possible.
Taking the quintessentially British and iconic English Heritage ‘Blue Plaque’ scheme as inspiration, we want to pay tribute to 22 unsung heroes who have made significant contributions within their communities.
Our candidates will come from all walks of life – giving us a chance to honour and celebrate the people who make their communities what they are.
Scope for nomination will be broad and can include: a nurse who has spent decades in the NHS, a local war hero who volunteers at the community centre or a teacher who inspires her students – with a selection that represents an even spread of localities across England and Wales and the diversity that the Census captures.
It would be great if you could support us on social media in the coming month or even nominate people you think deserve recognition.
We are also looking for local authority support as we look to light up England and Wales in purple on census weekend. Are there any buildings in your area which would be perfect to shine the spotlight on? Do you have lighting equipment already there to make this happen?

As of last month, 64% of Local Authorities in England and Wales have supplied Council Tax data to ONS. The number of data shares continue to rise, and this is testament to all the hard work you have put in to encourage authorities to reach agreement with ONS.
We are all aware that Census 2021 is creeping ever closer, and the next Census-Critical Council Tax supply date is looming too. January’s supply will be vital for census preparations and quality assurance.
If your Council is not yet supplying, please get in touch with us at council.tax@ONS.gov.uk. Our team are on hand to answer any questions, give more information and facilitate agreement for this important supply of data to support Census.
Remember to check the census jobs website regularly as there are plenty of census positions available in your local communities and we need your help to find the right people. Application windows are now open for the following positions:

- Communal establishments manager, team leader and officers
- Census team leaders and Census area support
- Community advisers
The recruitment window varies with many new jobs going live in January.

We are delighted to announce that our primary school programme, Let’s Count!, claimed victory at the inaugural Wales STEM Awards. The awards celebrate those making a difference to, and championing, Science, Technology, Engineering, and Maths (STEM) in Wales. Let’s Count!, developed in conjunction with iChild and Four Communications, picked up the award for STEM Educational Programme of the Year, which aims to recognise initiatives which have addressed the STEM skills shortages and raised the aspirations of the next generation.
Primary schools who have registered with Let’s Count! will soon be able to access all the resources online, including 14 lesson plans. This will allow teachers time to plan the engaging activities into their lessons with flexible tasks and editable resources.
We have also launched brand new resources for our secondary school programme, including in-depth lessons specific to curriculum topics like maths, geography and history. Students will have the opportunity to explore patterns of change in their communities and identify geographical and historical themes that may have caused this. They will also have the chance to solve a range of graphical data problems and reflect on the importance of data in real-world decision-making.
Over 3,600 primary schools have registered for Let’s Count! so far and over 570 secondary schools have signed up for our census education programme. There is still plenty of time for schools to register for the programmes and you can find more information at census.gov.uk/education

It will also cover how our statistical disclosure control methods ensure that statistical outputs provide as much value and utility as possible to users while protecting the confidentiality of information about individuals, households and organisations.

The Quality Assurance tab of the Local Authority Partnership Plan (LAPP) asks for LAs to respond to eight questions. To make these questions clearer, easier to respond to and relevant for your LA, we have added further details below:
- When the census estimates are released, will you check the estimates meet your expectations? How will you do that? Are there checks you would like us to consider?
- What admin data sources do you think we should be using to help validate the estimates?
- Are there data sources, in addition to key admin data, that you will use in your checks to assure yourself the estimates are correct? Are there data sources you will use that are particular to your LA’s circumstances? What are they and how will you use them?
- Please see ONS’s approach and processes for assuring the quality of 2021 Census data and let us know if there are further checks to consider, eg particular rates, measures or distributions.
- Are there particular characteristics of your LA population you think we should be aware of?
- We understand that many LAs have experienced cuts in resourcing and funding from the previous census. Are there other challenges that you think it would be useful for us to know?
- The Council Tax data is a key data source for us when checking the estimates. Is your LA working with ONS to provide their Council Tax data?

As Census 2021 is approaching, ONS is finalising plans for the dissemination of Census statistics and have a proposed Census geography policy. This geography policy focusses largely on our plans for maintaining small area geographies - Output Areas, Lower Layer Super Output Areas, and Middle Layer Super Output Areas, but also sets out a change in our approach for producing ward and parish outputs. We are also setting out plans for producing geography products and services to support the census. We would like to give census users an opportunity to comment and help shape our plans through this consultation exercise.
The consultation is available online and runs from 5 November 2020 to 18 December 2020. As part of the consultation, there is a supporting consultation document which sets out our proposed Census 2021 Output Geography Policy for England and Wales, and our proposed geography products and services to support the census. We very much welcome your views and comments on our proposals.
