Local Authority Area Profiles and Census Engagement Managers
During October we will send each local authority an area profile which provides an overview of the demography of their area including straightforward statistical charts and tables. We’re providing this information to support you in working with our census engagement managers (CEM). By checking this data and letting the CEM know of any changes you will help to ensure that their engagement plans target the right local communities.
In October we will also be introducing you to the CEM for your local area. The area profile will be the starting point for your conversations together about local census activities. The CEM will record any changes to the area profile that you put forward, and ensure their activities are based on the latest information.

Census Schools Education Programmes launched!
Getting school children involved in the census is a great way to get communities talking about Census 2021. We are asking local authorities to support and promote the programme to raise awareness in schools in their areas.
Both our primary and secondary school programmes have launched and are taking registrations to take part from all schools in England and Wales. To find out more about each of these programmes or to register your school, visit

New! Future workshops to prepare you for Census 2021
Our programme of virtual workshops to help you to get ready for census are already underway. We have two new November events that are open for booking now.

We’ll be running workshops in early 2021 around how you can support the Census 2021 field operation and our Census Support Service. Dates for those workshops will be shared in a future newsletter.
Personalised Communications Toolkits to help you promote the census – it’s not too late to share your case studies with us
We’re currently creating a series of tailored promotional comms toolkits to be distributed to every local authority in England and Wales in November.
The toolkits will include a range of census-related articles of varying length (approx. 150, 250 and 500 words), census key facts for each LA, social media posts for each LA to use, plus a census Q & A.
The content will highlight the importance of the census, why and how residents should take part, what’s new about the census in 2021 and the help available for those who need it.
We hope you’ll be able to use these on your website (at various points from January through to April), in magazines in the build up to census day, in newsletters, to distribute to your media contacts and on your social media platforms.
Information from the census is important in helping lots of other people and organisations do their work. We are also looking to include case studies on how LAs have used census data in the past (or plan to in the future). Census 2021 – Making data more timely, flexible and accessible
The Census 2021 team will be providing data users with timely, flexible and accessible census outputs earlier than ever before. Here is a snapshot of what we’ve been working on:
- We’ve launched our new Census 2021 products, services and dissemination approaches webpages
- We’re preparing a selection of prescribed tables for users to choose the specific data they want, by selecting the geographies, populations and variables they require
- We’re enhancing the system to allow users the opportunity to design and build their own data tables
- We’re researching the possibility of enabling users to amend prescribed tables, to obtain more detailed data
- We’re offering a commissioned tables service for census statistics and publishing commissioned tables online
- We’re developing the ONS website to provide users a single location to view all Census 2021 data

Following the Census 2021 Output Content Design consultation in 2018, our next consultation outlining our detailed plans for our dissemination approaches will take place Spring/Summer 2021. We are also aiming to produce an outputs prospectus in Autumn 2021.
Addressing update
The Census 2021 Address Frame is based on AddressBase Premium epoch 77 which was released on 16th July 2020, therefore we cannot accept any additions or amendments to addresses from LAs for this delivery. **but see below for Address Frame Delta
For printing purposes the Address Frame is split in to two deliverables;
Communal Establishments (CEs) – The CE Address Frame has been created and is now being validated and loaded into our systems in preparation to sending to the printers on 4th November 2020.
Household – The Household Address Frame is being created and will then be validated and loaded into our systems in preparation to sending to the printers on 14th December 2020.
Address Frame Delta
We are creating an Address Frame Delta to identify any new, demolished or change of ADDRESS_TYPE (for example from Household to Communal Establishment or vice versa) from AddressBase Premium Epoch 77 to Epoch 80. The data cut date for Epoch 80 is 19 October 2020 so any changes identified by Local Authorities must be logged with GeoPlace before Monday 19th October.
