PMR Submission Update 2639.12
Please share the following with your data managers:
Version 2639.12 was deployed to production last night and resolves the previously identified PMR issues. PSUs can now submit their PMRs. Please review the scenarios below to determine the appropriate next steps.
Scenario 1: You have not submitted PMR1 or PMR2
Generate, review, and submit PMR1 immediately. The deadline to submit PMR1 is 11:59 pm on October 21st. Generate, review, and submit PMR2 according to the established schedule.
Note: To review the schedule of PMR due dates, run the (NC) School Month Verification validation.
Scenario 2: You have submitted PMR1, but not PMR2
No actions necessary. You do not need to regenerate PMR1. When you generate PMR2, the system will generate PMR1R to reflect any changes that have occurred. Generate, review, and submit PMR2 according to the established schedule.
Scenario 3: You have submitted PMR2
All previously submitted PMR2s must be regenerated and resubmitted. DPI has deleted those submissions so you can regenerate, review, and resubmit immediately. There is no need to request a snapshot delete of PMR2.
Thank you for your patience and continued partnership as we worked to resolve these issues.

ERP Transition Planning Gets Underway - All PSUs
Legislation passed in July directs NCDPI to develop a transition plan for a statewide enterprise resource planning (ERP) solution supporting finance, human resources, and payroll operations across North Carolina’s public school units (PSUs). NCDPI has begun this planning work with support from Public Consulting Group (PCG).
The planning effort will assess current PSU systems and needs, gather stakeholder input, and develop recommendations for the transition approach and timeline. NCDPI plans to engage leaders and staff from school districts, charter schools, laboratory schools, and other PSUs, including professionals in finance, HR, payroll, and technology.
PSU staff can send questions, comments, or requests for information about the ERP transition plan to SBSM@dpi.nc.gov. As planning progresses, NCDPI will share updates and opportunities for PSU staff to provide input.
Employee Bonuses FAQ - All PSUs
SBS has added a question to Section A of the Employee Bonus FAQ posted on our What's New page. Please review it and reach out to Salary@dpi.nc.gov if you have any further questions. We will continue to update our guidance as we receive them.
Chart of Accounts (COA) Code Requests - All PSUs
When requesting the addition of an account code to the Chart of Accounts (COA), please provide the following:
- The full account code (Purpose Code – PRC – Object Code)
- A reason and justification for the requested account code
Providing complete information will help expedite the review and approval process. If you have any questions, please contact schoolfinancialreporting@dpi.nc.gov.
Cash Management Updates
Prior Year Refunds Update - All PSUs
The next processing date for refund payments will be noon on Wednesday, October 28th. Penalties (PEN) accruing as of October 1 for unresolved or unpaid unspent days used (PYD) refunds have been uploaded into the refunds module.
All FY2026 State refunds owed to NCDPI have been loaded into the PSU Cash App, with the exception of overspent salaries (PYS), which will be posted later this fall. Please note that overspent days used (PYD) refunds have replaced overspent months used (PYM) refund types from FY26 onward to reflect the transition from months to days in LicSal. PYM refunds will remain in the Cash App for FY25.
The amounts owed have been updated in the 702. Prior Year State Overages report in DART in the PSU folder. This report includes all refunds owed, including overspent salaries (PYS). Although overspent salaries are not available for payment yet in the Cash App, please review these amounts and contract the Salary Section for any amount you believe to be in error. Note that this report is static as of September 1st and will not be updated after that date. To review your updated balances, please refer to the refunds module in the Cash App.
If you are working with our Salary Section to resolve errors in LicSal that are leading to amounts owed, please be sure that you have sent all supporting documentation to Salary@dpi.nc.gov. DO NOT pay refunds in the Cash App unless you agree your PSU owes those funds. Once you make a payment for salary-related overages (PYD, PYM, or PYS), we will not be able to provide a refund.
EDDIE Title Available - IPS Only
The Title I position is now available for Charter, Regional, and Lab schools in EDDIE at the PSU level. If you have questions about how to enter the contact in EDDIE, reach out to EDDIE@dpi.nc.gov. If you do not know who your EDDIE administrators are, you can view that information in the Subscribed Users EDDIE report.
Reminder: Annual Audit Engagement Questionnaire - All PSUs
Several PSUs did not submit their response to the Auditor Questionnaire by the deadline and are now overdue. If your PSU hasn't completed the survey, please do so as soon as possible.
This mandatory questionnaire verifies that each PSU has engaged, or is in the process of engaging, an independent certified public accountant for the annual financial audit covering the period July 1, 2025 through June 30, 2026, per state financial oversight requirements and audit timelines. All PSUs are required to submit, with the exception of new Charter Schools opening in the 2026-27 school year.
If you need additional information, please contact the Monitoring and Compliance team at Monitoring@dpi.nc.gov.
