Preliminary Initial Allotment Webinar - IPS Only
To facilitate preliminary initial allotments, SBS will hold a webinar for all charter schools on Wednesday, July 23rd at 11 am. Please join the meeting at this link.
State Funds FY 25-26 - All PSUs
- State Preliminary Initial Allotments will be available no later than the morning of July 14th for All LEAs.
- The IPS allotments will be available no later than the morning of July 15th.
- Categorical Allotments such as Exceptional Children, LEP, etc. will post by Friday, July 18th for all PSUs.
State Funds Carryover FY 24-25: Reminder these funds have to be approved by the Office of State Budget & Management (OSBM). As soon as we have approval and authority to allocate those funds, we will let you know. That process takes several weeks as the state continues its close-out process through the month of July.
Federal Grants FY 24-25
We are also posting your Federal Grant Year Remaining Balances for Grant Year 25 and earlier tomorrow July 11th. You will be able to see those remaining balances as your updated Authority to Draw in the Cash App by Monday July 14th.
ERaCa Update: FY 24-25 Remaining Balances
ERaCA system is up as of July 11, 2025. Non-units who use the ERaCA system can enter cash draws on remaining balances from federal grants. Thank you for your patience as we complete close out, move our systems to FY 25-26, and refresh the remaining balance amounts on open federal grants.
Federal Grants FY 25-26: Grant Year 26
We have pulled out the Planning Allotments for the Federal grants for which we have not received GANs. We are checking with CCIP and IT as to how to get that refreshed in the CCIP application. We will send out communication once we know more from that area. Per Federal Programs they cannot accept applications or budgets for those grants since we do not have an approved GAN at this time.
We have the information related to these grants on our website.
Other Grant Year 26 funds for which we have received GANS are being finalized and moving through our approval process with the appropriate program areas. We hope to get those funds distributed soon.

Federal Grants Update
On June 30, 2025, the U.S. Department of Education (USED) issued a notice that, due to the change in Administration, it is currently reviewing federal FY 2025 (school year 2025-26) funding decisions for approximately $168,765,433* for the following federal grant programs:
- Title I, Part C (Education of Migratory Children) - $5,356,426*
- Title II, Part A (Supporting Effective Instruction) - $67,906,396*
- Title III, Part A (English Language Acquisition) - $19,338,744*
- Title IV, Part A (Student Support and Academic Enrichment) - $37,245,499*
- Title IV, Part B (21st Century Community Learning Centers) - $38,918,368*
*Funding amounts are estimates based on 2024-25 awards.
The USED stated that no Grant Award Notifications (GANs), which include states’ access to funds, would be issued to states for these programs on July 1, 2025, as originally scheduled, until the federal funding review is complete. While the USED reiterated its commitment to responsible stewardship of taxpayer dollars and alignment with the President’s priorities, it has not provided a timeline for final decisions.
As a result, the planning allotments for these grant programs must be temporarily withdrawn since Public School Units cannot apply for or receive funds that have not yet been awarded to the state. If you have any carryover funds from the 2023-24 or 2024-25 school years, you may continue to use them to fund these programs.
Please note that if the USED subsequently releases funding for any of these programs, we will promptly reissue planning allotments and open the applications accordingly.
We understand the challenges this creates for planning and staffing, and we appreciate your patience and partnership as we await further guidance from the federal level. We will continue to provide updates as soon as new information becomes available.

FY2026 Chart of Accounts Changes - All PSUs
Advanced Teaching Rolls (ATR)
With the changes to the Advanced Teacher Roles Program (PRC 0022) to allow grant funds to carryforward and supplement funds to end June 30th, we are going to create a new PRC 0025 for the Advanced Teaching Roles Salary Supplements, effective July 1, 2025. This should make the tracking of these funds more efficient for all users.
We will be taking the allotment policies to the SBE in September, and we have posted the draft language for your reference to our What's New section, pending the SBE approval. This allotment policy change will impact the Chart of Accounts by eliminating the supplement code from PRC 0022 and adding the Supplement code and related benefits to PRC 0025.
FY 2026 School Safety Grants (PRCs 0039 and 0040)
These program grant funds transferred to the State Bureau of Investigation beginning July 1, 2024 under the Center for Safer Schools. DPI administered the grants for the FY 24-25 since we were halfway through the year, and to allow that Office to get set up under the SBI. After DPI closes FY2025-25 we will be effectively closing these DPI State PRCs. PRC 0039 and PRC 0040 have been removed from the COA for Fund 1 effective July 1, 2025.
New PRCs have been established in State Grants Funding Sources (not allotted by DPI)” section which are LOCAL PRCs (Fund 2 or 8).

New PRC: Golden Leaf Grant (DPI 434)
We established this additional State Grant not allotted by DPI to help those receiving these Golden Leaf Grant awards. Since these are not being distributed to you through the allotment system, you will need to track these as local funds, and not Fund 1.
New Proposed Purpose Code
We are beginning to get requests for information related to Visual Arts programs and costs versus Performing Arts programs and costs. To ensure that we can meet this potential requirement for data we are adding a new purpose code and splitting out those two elements in the COA beginning July 1, 2025. We have posted the proposed language for your reference to our What's New webpage.
For FY 25-26 we will continue to roll up to the main 51300 purpose code for your reporting; however, if possible, please begin to delineate out these expenditures to the sub-purpose codes within this category.
Licensure Years of Experience "Bump" is Completed - All PSUs
The Licensure "bump" process to update the years' experience for the certified staff was completed on July 7th/8th. The "NO BUMP" list is now available in the LicSal application. It is under the Licensure section and then under Salary Admin Reports. Please let your HR Directors know. The system should be reopened by Tuesday, July 15th to pull these reports.
Please be reminded that we are under a continuation budget to begin FY 25-26 so there is no salary increase for this corresponding increase in years of experience at this time. However, the system is updated to accurately reflect this data for licensure and other systems. You may need this years of experience for your own local scales and/or supplement scales.

Interscholastic Athletics Survey - All PSUs
The survey for the Interscholastic Athletic Report is due on July 15, 2025. Responses should include PSU General Ledger funds, as well as individual school funds. Third party funds, such as those from booster organizations, should not be included.
Please also be aware that the report is only for participating schools, which the legislation defines as high schools only. Funds for middle schools should not be included in your response. If your PSU does not have any participating schools, please be sure to indicate that when you submit your survey.
School Business Summer Conference 2025 - All PSUs
Please join us on Tuesday, July 22, 2025, for an exciting and very informative conference geared towards all things School Business to start your new school year. It will be held at a new venue, the Embassy Suites in Cary.

NCEAA Reimbursement for PSU Evaluations
The OEC is partnered with NCDPI Finance and Business Services to begin making available the reimbursements to PSUs that conducted evaluations on behalf of parents seeking eligibility or continued eligibility for children with suspected or existing disabilities and associated with the ESA+ scholarship.
Reimbursement per PSU was determined from data collected in ECATS at the time consent was obtained to conduct the evaluation and covers the time period between May 28, 2024, and May 26, 2025. Since these students are parentally-placed private school students, the Child Find obligation (evaluation/reevaluation) responsibility is the LEA in which the private school is located. This means that it is unlikely that a charter school would have conducted an evaluation eligible for reimbursement. However, the OEC did not deny any reimbursement of an evaluation documented for the purposes of the ESA+ scholarship in the event extenuating circumstances existed at the time the evaluation was conducted.
Consistent with the memo released by OEC, local exceptional children programs utilized resources identified for children with disabilities to conduct these evaluations/reevaluations. Therefore, the reimbursement should return to the local EC budget for use with children with disabilities. The reimbursement is made with state funds, should not be budgeted with funds subject to reversions, does not have a specified period of performance, and can be used in maintenance of effort calculations for EC.
The schedule for reimbursement will be coordinated by NCDPI Finance and Business Services. This message is a courtesy alert that the process has been initiated and can be expected within the coming weeks.
