The deadline for all PSUs to submit the NCDLMI is this Friday, Sept. 30

If your school has not completed it yet, consider joining the Office of Digital Teaching and Learning in one of the following support sessions.

 

These are informal drop-in sessions with a couple of members of the DTL team available to answer any questions about the DLMI.  Please drop in if you have questions or need assistance and share with others in your PSU who are assisting with completing the DLMI.  Your regional consultant can also assist you if these times do not work. 

School Business – September Updates

Federal Grants with a September 30, 2022, End Date (FOR CHARTER SCHOOLS ONLY) 

 

Reminder that all funds must be expensed by the grant deadline, or they will be pulled back in the reversion process once September data files are available. This applies to all federal grants that could be set to expire including ESSER I and GEER Grants (PRCS 163 – 170). School Business Data Stored Off-Site Sign-Off – OVERDUE – All PSUs

NCDPI School Business Modernization (SBSM) asks ALL district and charter school CFOs to please complete this Sign-Off form (originally due August 31, 2022) as soon as possible if not already submitted.

Per updated Session Law 2021-180 Section 7.79.(b) all public schools units "...shall store their school business data at an off-site premises by June 30, 2023".  It is anticipated that fewer than 17 public school units are potentially impacted by the above language in Section 7.79(b) and fewer than 35 public school units by 7.79(b) as a whole.

Indirect Cost Recapture Process for Federal Grants

 

To recapture the full value of Prior Years indirect costs on the ESSER grant funds you will need to manually calculate that adjustment. You must apply the appropriate rate for that fiscal year for that calculation and those applicable expenditures.

You will need to write a manual check to the “394” object code to record the recapture of the applicable indirect costs. Below are the suggested steps for this process:

  1. Make a journal entry to move the expenditures from the PRC that you will recapture the applicable indirect costs. This entry may create a negative expense in the PRC if you spent all your allotment in the prior fiscal year.

            DR PRC YYY

Where YYY represents the funding source where you have funds available. Use an expense code that mirrors an expense code that had been used in the recapture PRC in the previous fiscal year(s).

           

           CR PRC XXX

Where XXX represents the recapture funding source. Use an expense code that had been used in the current or previous fiscal year(s).

  1. Charge the appropriate uncollected indirect cost to the recoup PRC.
  2. Do a manual check to the "394" object code to record the recapture of the applicable indirect costs.
  3. Update your budget documents to reflect the final expenditures that would also reflect this recapture of the indirect costs. These should be submitted as a separate amendment with the caveat that this is to Update Our Budget to Reflect Final Indirect Costs. That should enable the Federal Programs staff to expedite that approval, but please do not let that hold up your recapture of these costs.

A5 Performance Framework & Services to Multilingual Learners

There are updates to the task requirements for the A5 Component regarding multilingual learners (MLs) for the current school year. Join the BOY Training on September 30, 9:00-11:30 am *Register* to learn more about these changes and services to multilingual learners. As of March 21, 2022, NCDPI shifted to using "English Learner" for policy and legislation purposes and "Multilingual Learner" for all other purposes. See this letter or view this video for more details.

 


DLMI due September 30th. This is a hard deadline.

The Digital Learning and Media Inventory (DLMI) is required to be submitted yearly by all PSUs in North Carolina, including charter schools and lab schools. Normally the DLMI is due June 30 each year, but this year has been delayed until September 30, 2022 due to revisions last spring as we updated the DLMI to be associated with users' NCEdCloud accounts.  

This report helps inform local and state leaders about the state of digital learning in North Carolina.  Information from the DLMI is also used for the NC School Report Card, the US Dept of Education Office of Civil Rights Report, and the newly legislated Digital Learning Dashboard that is now required by NC Senate Bill 105.  

Therefore, it is extremely important that the data provided by PSUs is submitted by the September 30 deadline and all data is as accurate as possible. The Office of Digital Teaching and Learning has prepared several resources to assist PSUs with completing the DLMI.  The 2022 DLMI Training presentation can be found here.  It provides various screenshots and additional information to support users in requesting accounts and in completing the DMLI as well as links to additional resources (also below)  You can also access a video of a training webinar.

We recommend and encourage individuals completing the DLMI to review the user manuals and complete the associated worksheets prior to entering data in the system.  Upon completing the worksheets, users can quickly transfer the data to the DMLI.

Register for Fall Literacy Instruction Standards (LIS) PD!

To assist districts and schools in implementing the Literacy Instruction Standards (LIS), the NCDPI ELA Team will provide regional train-the-trainer sessions for instructional leaders that include:

  1. Building a deeper understanding of the LIS and practices

  2. Utilizing the "Literacy Look-Fors" tool to observe and coach

  3. Planning next steps for improving literacy in their PSU

We are inviting up to 3-5 leaders per charter to attend. Suggested participants:

  • K-12 representation; Vertical representation

  • Content area representation 

  • Instructional leaders who will support/provide PD locally

  • Literacy and/or Instructional Coaches

The charter session will take place October 5th from 11:00 AM - 2:00 PM.

 

The NCDPI ELA Team encourages charter teams to work with their school leadership to ensure registration accurately reflects needed charter representation. While each team member should register separately, charter leaders should follow up with their team members to ensure individual registrations are completed.

DROPOUT DATA REPORTING

Dropout Data Reporting Course is now available

There is now a Dropout Data Reporting Course available through NCDPI Canvas.  This Canvas site contains a recorded Dropout Data Reporting and Procedures Webinar for reporting 2021-2022 dropout data and links to Additional Resources and Documentation to support schools and PSUs in North Carolina in the accurate reporting of dropout data.

2021-2022 Dropout Data Reporting Reminders

Public School Units (PSUs) are required to report dropout data on all dropouts in grades one and higher. The day of record for determining a student's 2021-2022 dropout status is the 20th day of the 2022-2023 school year.  After the 20th day, schools should begin designating dropouts by checking the “Verified Dropout” check box and selecting the appropriate dropout reason code from the “Dropout Reason” drop-down list on the students' appropriate enrollment records in PowerSchool. 

 

The window for approving dropout data opens on October 1st.  On that date an “Approve” button will appear next to the “Review” button for the Dropout Data Collection report in PowerSchool found under State Reports.  The final approval of dropout data is Friday, November 4th.

NCStar Training Announcement

The Office of District & Regional Support within the Division of District & School Support Services is excited to announce the Fall 2022 NCStar & School Improvement Planning Professional Development! 

 

This two-day training will be offered in six different locations across the state during the months of September through November. These sessions will cover the same material and resources shared during the Spring 2022 sessions. 

 

Day 1: Participants will learn about school improvement using NCStar and how to navigate the platform to assess, create and monitor school-based practices.  Participants will also learn about the components of Set Direction in NCStar, including the use of Performance Measures to monitor progress of school improvement goals. 

 

Day 2: Participants will continue to learn about school improvement using NCStar with a focus on the Continuous Improvement Cycle (Assess, Create, Monitor) to create robust school improvement plans. Participants will also learn about best practices for school improvement teams, including how to run an effective SIT meeting, effective forms of distributive leadership and the critical role that SIT leaders and committees play in moving the school achievement needle forward, and evaluation of a school’s School Improvement Plan.

All breakout sessions are aligned to Operation Polaris and details will be posted on the AIM Conference site by early September. Regional Lunch and Learn events will provide you and your teams a chance to dig into district and regional problems of practice. District team work time is also provided in the agenda. CRDC Contacts in EDDIE Due October 1

 

The Office of Civil Rights Data Collection (CRDC) will be conducted in the 2022-2023 school year.  Data for the collection is from the previous year (School Year 2021-2022).   

 

To date, the Federal government has not published an official start date.  The NCDPI will notify PSUs once an announcement has been made. 

NCDPI would like to make sure that we have the most accurate contact information for your PSU’s Civil Rights data coordinator.  Please update EDDIE with two CRDC Coordinator contacts by October 1, 2022.  PSUs are also strongly advised to verify or update the Student Information Coordinator contact as well. 

Instructions for creating Staff Entries (Roles) in EDDIE are in the Help Using EDDIE section of the NCDPI website. 

 

Note:  PSUs which were not open in the school year 2021-2022 are not required to participate in this collection.
