Earlier this summer, we ran a public consultation on our proposals for the content design and release of Census 2021 data and analysis, for England and Wales.
In total there were 312 individuals and organisations who took part. 126 were completed on behalf of local government organisations, including 116 from local authorities. Thank you to everyone who took part.
Respondents shared their views on our proposals to release census data in a phased approach and the analysis we plan to conduct to draw insights from that data. The consultation covered all phases of the release schedule, including:
- Phase one: Population estimates cross tabulated by age and sex, household estimates, and other univariate data published as part of Topic Summaries or Area Profiles
- Phase two: Multivariate data for the usual resident, household, and communal establishment population bases
- Phase three: Alternative population bases, small populations, origin-destination and microdata
- Beyond 2023: UK data, and more complex analysis
Yesterday, we published one part one of our response to the consultation feedback. In it, we share information about the feedback respondents gave us about our phase one proposals. In response to this feedback, we also discuss which proposals we are changing or considering further.

We are currently assessing the feedback you provided on our phase two, phase three, and beyond 2023 proposals. We will publish part two of our consultation response addressing this feedback in early 2022 (before the publication of the first results in late Spring 2022).

Webinar: Census 2021 outputs: phase one plans
We are hosting a webinar on two dates in January. This webinar will preview what users can expect from census products that will be released in phase one of the Census 2021 outputs release schedule.

The pandemic has highlighted the need for more frequent data about our population to understand the biggest challenges facing society. The ONS has been making great strides bringing together new sources of information to build the richest picture possible. As Pete Benton, Director of Transformation – Health, Population and Methods Group explains, we are publishing the improvements we have made, the limitations in the estimates, and our ambitions to refine the work in 2022.
The Office for Statistics Regulation (OSR) has recently published the Assessment of compliance with the Code of Practice for Statistics – 2021 Census in England and Wales. This report is focussed on the planning, development and operational delivery of Census 2021 including strengths and areas for improvement. It recognises ONS's achievement in running a live census collection during the COVID-19 pandemic as well as the high return rates across England and Wales.
The report also sets the requirements for ONS as we finalise our census outputs, in particular on the relevance of census estimates in the context of the disruption caused by the pandemic, and on the quality of the key census estimates.
In June 2021 we invited local authorities to complete our Local Authority Partnership survey as part of our Census 2021 evaluations. We were interested in how different stakeholders felt about the census operation.
We were delighted to receive over 180 responses covering 177 councils. More than 50 local authorities also offered to join one of 14 focus groups where more detailed feedback was given. Thank you to everyone who took part.

Following the success of the Let’s Count! primary schools education programme which was set up in support of Census 2021, we are pleased to announce a new schools programme focusing on the Census results. Registration will be open in January 2022.
Let’s Count! is an exciting free education resource programme which has achieved accreditation from Mathematics in Education and Industry (MEI), National Association for the Teaching of English (NATE) and the Geographical Association. The programme teaches children about what happens to census data after it’s been collected. In the lead up to the announcement of the first census results in late Spring 2022, primary schools in your community will have access to new and updated free, digital resources, including lesson plans and certificates. The fun lessons and activities will cover how census results and statistics can help vital services in your community such as the NHS, schools and housing.
We are asking local authorities to support and promote the programme again to raise awareness in schools in their areas. Keep an eye out in January 2022 to find out when the programme will be open for registration and please share this information with your Education teams.
