There are four weeks left to submit your response to the Census 2021 outputs consultation.
Tell us what you need from Census 2021 data so that we do not miss something important to you.
What is in the consultation
On 13 July, we published a consultation document outlining our proposals for the content design and release of Census 2021 outputs and analysis:
Census 2021 outputs: content design and release phase proposals
In it we ask questions such as:
- Do the build-your-own tables from flexible datasets specifications meet your needs?
- What are your views on our plans for producing statistics and analysis using responses to the sexual orientation, gender identity, and armed forces veteran questions?
- Do you have analytical needs for any of the proposed new variables or indicators, for example COVID-19 health risk or a skills mismatch indicator?
- What are your views on the proposed classifications for the ethnic group variable, including how they’re presented?
To help you find topics of interest, we have grouped our proposals into sections:
- The shape of the outputs and analysis release schedule
- Main changes to variables compared to the 2011 Census
- Proposals for potential new derived variables
- Population-base specifications
- Taking a census during a period of change
- Paradata, information about how we collected the data
We have provided a video recording from our consultation launch webinar in July. In this recording we discuss each section in more detail: Scope of the consultation (hosted on Vimeo)
What we are asking
We want to know if our proposals meet your needs, and if not, what would.
It is important that you tell us what you need from our outputs and, more importantly, why you need it. If you require alternative information to what we are proposing, please provide detail about the impact of receiving or not receiving this data or analysis.
The strength of need will be considered when we evaluate your feedback. This will balance how the requested information will serve the public good against other considerations such as data quality, cost and disclosure control.
How to respond
You can respond to the consultation by:
- Filling in the online questionnaire, under ‘Give us your views’ at the bottom of the homepage.
- Submitting a downloaded version of questionnaire through email or post. This is available from the ‘related links’ section at the bottom of the online questionnaire homepage.
The only mandatory section of the consultation is section 1, asking about you or your organisation. The remaining questions are optional. Please respond to those questions that are of interest to you.
If you are not sure where to share information about your data needs, please provide them in section 8 at the end of the consultation questionnaire.
Deadline for feedback
The consultation closes at midnight on 5 October 2021.
If you have any questions about this consultation, please get in touch with our team at 2021Census.LA.Liaison@ons.gov.uk.

On 13 July 2021, the Office for National Statistics launched a public consultation outlining our proposals for the content design and shape of the release plans for Census 2021 outputs. The consultation will remain open until midnight on 5 October 2021.
Whilst the consultation is live, we would like to discuss with you our plans for Census outputs on international migration.
This event will cover:
-
Analytical outputs: We will share our proposals for analytical outputs on international migration using Census 2021 data, including analytical considerations (e.g. definitions).
-
Detailed migration and origin-destination outputs: Or in other words, the movement of people from one place to another and the characteristics of the people who make these journeys. We will present our draft proposals for detailed migration and origin-destination Census 2021 outputs. There will be an opportunity to discuss the variables and geographies we have proposed, to ensure we meet user requirements as much as possible.
-
Addressing challenges: The coronavirus (COVID-19) pandemic has greatly impacted the number of people entering and leaving England and Wales in the year prior to Census Day. In addition, Scotland have moved their census to March 2022. We will discuss how we will adapt our plans to address these challenges.
-
Your feedback: There will be time to ask your questions on the plans and provide your feedback, so that we can evaluate this alongside the feedback from the consultation, to ensure our outputs meet user needs.
