ESSA Quick Reference Brief Spotlight:  Transferability

 

In a continued effort to support districts in planning for and implementing funds provided through the Every Student Succeeds Act (ESSA), a new series of resources, ESSA Quick Reference Briefs, can now be found on the Federal Programs web page. Each brief highlights a specific topic under ESSA, providing a summary of the relevant section of the law, recommendations for practice, questions for district reflection and in some cases, FAQs.

This month’s spotlight is on transferability. Transferability is a flexibility authority under ESSA which allows districts to transfer up to 100% of the funds they receive under specific title programs to other programs. In ESSA Quick Reference Guide: Transferability learn more about which programs are eligible under this flexibility and the requirements that must be met prior to transferring funds.

Update:  ESSER I, II and III Funds

With a third round of federal stimulus funds passed by Congress, districts have additional funding available to address the impact that COVID-19 has had, and continues to have, within their educational community. The Elementary and Secondary Emergency Relief Funds (commonly referred to as ESSER I, II and III) provide districts with a wide variety of options as they work to safely bring students and staff back into buildings.

While there is a great deal of overlap in the allowable use of these funds, there are some differences for ESSER I, II and III and ODE has posted this side by side chart which may be helpful in planning. In addition, ESSER eligible uses enable school districts to use these allocations to address summer learning, with ESSER III requiring at least 20% of funds be spent on unfinished learning activities. Districts have until September 2024 to obligate ARP Act funds, which means that districts may plan to use these funds to support summer programming in the 2020-21, 2021-22, 2022-23, and 2023-24 school years. Districts encouraged to reach out to the ESSER team with any questions.

The Oregon Open Learning Hub is a digital resource repository and collaboration space for educators, administrators, and other educational partners to curate, create, and remix open educational resources (OER). The Hub is a portal to over 50,000 openly licensed resources available on OER Commons, searchable by grade level, subject, and standard.

Summer 2021:  Supporting Unfinished Learning

HB 5042, enacted during Oregon’s 2021 Legislative Session and signed into law by Governor Kate Brown, created the Summer Learning Program Account providing state funding to districts to support unfinished learning for grades K-12. Along with federal funds, made available through ESSER III as well as traditional title programs, districts have the opportunity to build toward a comprehensive summer programming model that extends beyond summer 2021.

It is optional, and districts are encouraged to participate as they need to.
