Important Notes for Charter Schools Using Third-Party Lottery Vendors
As charter schools prepare for the upcoming school year and utilize third-party vendors for their lottery and registration processes, please keep the following in mind:
- If your vendor collects student registration data, do not import household or census data directly into Infinite Campus. This can lead to data integrity issues. Importing data into Infinite Campus should only be done with direct assistance from Infinite Campus support or an Infinite Campus channel partner.
- Due to North Carolina’s Student UID system, students cannot be imported into Infinite Campus using external files.
- Instead, each student who has accepted a seat must be enrolled using the Student Locator Wizard within Infinite Campus to ensure proper identity matching and compliance.

Survey for NC ML/Title III Framework
In addition to the discussion in Focus Groups, the ML/Title III Team is also looking for broader data collection in the ML/Title III Field Survey. This survey will be open until December 1, and we encourage PSUs to share the link with schools, parents, and community members.
This statewide survey will gather input from educators, administrators, and partners across all regions to better understand current practices, challenges, and priorities in supporting multilingual learners. The insights collected will directly inform the design of a comprehensive framework that strengthens program quality, compliance, and equitable access for MLs across North Carolina.

Allotments Update
FY2025-26 Allotments - All PSUs
The following items are scheduled for allotment this week:
- PRC 0083 – CTE Credential Program Support Final Installment Allotment
- Consolidated & 21st Century Community Learning Centers Federal Approvals as of 11/7/25
Period 4 MFR in SBS DART - All PSUs
The Period 4 MFR has been loaded to DART (Data Analytics and Reporting Tool). Please review the following reports:
- Report “107. MFR Full Details” – please review against your General Ledger and make sure the totals match.
- Report “102. Invalid Codes” – please move the expenditures to an allowable budget account code and submit the corrections with the next monthly data file submissions. PSUs will not receive cash for any expenditures posted to invalid codes.
- Report “105. PSU Allotment v. MFR Budget” – please review and ensure the budget is less than or equal to the allotment. Any budgets which exceeds the allotment, please correct and submit with next monthly submissions.
- Report “104. PSU Over-Obligated PRCs” – please review and ensure expenditures combined with funds encumbered or obligated do not exceed the allotment. For any amounts over the allotment, please correct and resubmit with the next monthly data file submissions.
Please contact SchoolFinancialReporting@dpi.nc.gov immediately if the differences or corrections needed are material or significant.
Corrections are to be submitted with the next monthly data file submissions. Please do not submit a corrected data file for the current or prior reporting periods, 1 to 4, without prior discussions with School Financial Reporting.
GY 2024 Grant Liquidation and Cash - All PSUs
Cash will be provided on a reimbursement basis for GY24 or prior funds that ended September 30th through the monthly zero-out process. If you encumbered funds, please ensure that encumbrances are converted to expenditures as you liquidate those funds. Cash will be provided for valid expenditures within the encumbered amount in each month's zero out.
Cash Calendar Deadlines in the Cash App - All PSUs
All State, Federal and Local cash requests are processed through the PSU Cash Application (PCA). Friendly reminder that the deadline to request State, Federal and Local cash is on Mondays at 11:45 PM. The cash request calendar on the homepage of the PCA has been adjusted to reflect the holidays below. Please review to ensure your PSU does not miss any deadlines.
Thanksgiving Week: The cutoff is Monday, November 24, 2025, at 5:00 PM. NO emergency cash requests will be processed. The Funds Requirement Date (FRD) will be Wednesday, November 26, 2025.
There should be more than one person subscribed to the PCA who can request cash. For cash inquiries, please contact CashMgt@dpi.nc.gov.
School Nurse Salary Reminder
As we posted in our August newsletter, the State Board of Education approved changes to the NC Public School Personnel State Salary Manual to comply with SL 2025-60. Please read the summary below if you have any questions regarding these updates. To assist PSUs, we have also posted a brief FAQ to our What's New page.
The legislation eliminated the differentiation between a school nurse required to be paid from the instructional support salary schedule, and a school nurse required to be paid based on a classified range. The updated manual and salary schedules have been posted to our website.
Effective immediately:
- All school nurses shall be compensated on the M schedule of the instructional support schedule.
- School nurses are no longer required to be certified by the American Nurses Credentialing Center or the National Board for Certification of School Nurses in order to be paid on the instructional support salary schedule.
- The SBE cannot require a school nurse to have a four year degree. A school nurse who is employed or contracted shall at a minimum:
- Be a registered nurse with at least 2 years of experience as a nurse in a hospital or health clinic or
- Be certified by the American Nurses Credentialing Center or the National Board for Certification of School Nurses.
The new rule will be published in the NC Administrative Code in the coming weeks. We will notify PSUs via our newsletter should it include any additional requirements.

Seed Grant Opportunity: CSGF Seed
- Who: Charter School Growth Fund (CSGF)
- What: The CSGF Seed Grant is designated to strengthen the foundations of early-stage charter organizations and to provide them with resources for growth as they expand their impact in the communities they serve. The Seed Grant is for founding leaders who want to launch a new school or leaders seeking to expand or replicate high-performing public charter schools. It provides funding, resources, and support as they open more schools.

Help to share the proposed Draft 1 of K-12 Math Standards
The NCDPI K-12 Math team is excited to announce the release of the first draft of proposed revisions to the K-12 Math Standard Course of Study. North Carolina State Board of Education policy specifies that the NC Department of Public Instruction will formally collect feedback on the proposed draft standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies.
The purpose of this survey is to obtain input from all stakeholders regarding the proposed K-12 Math Standards and to inform any additional revisions, which may include changes, clarifications, additions, deletions, or replacements to the draft standards.
This process began with a review phase, which was conducted throughout the 2024-2025 school year. The review phase included gathering relevant research and analyzing data obtained through surveys, interviews, and focus groups. The data obtained was analyzed by the K-12 Math Standards Data Review Committee (DRC). The DRC completed a formal report summarizing the data, trends within the feedback, and any resulting recommendations. The report was provided to the Standards Writing Team (SWT) as the basis for starting the revision process.
This first draft of the proposed 2023 K-12 Math Standards is based on the analysis in the DRC Report. The K-12 Math team requests your thoughtful input and comments on Draft 1 of the proposed K-12 Math academic standards. To help in reviewing the draft standards, the K-12 Math team is sharing several resources to provide additional background information. These include:
