Federal Cash Requests - All PSUs
Grants Ending on or Before Sept 30, 2025
Please be reminded that there were several federal grants whose period of performance ended on or before September 30, 2025. SBS closed cash requests for Grant Year 2024 Federal funds, effective immediately following FRD 09/26/2025. However, PSUs will still receive their federal cash during the monthly zero out process based upon their encumbrances as of September 30, 2025. Encumbrances for these grants must be liquidated by December 31st. Please ensure you record all expenditures to the appropriate grant year in your system, and that the proper object codes are used; otherwise, funds will revert.
Funds not reflected as valid encumbrances in your September MFR file will be reverted. The funds that will be reverted can be identified using the DART PSU Report 103: PSU Remaining Allotment Balance or the 4. Funds Available to Request Report in the Cash App. The list of ending grants was also posted on August 15th to our What's New page.
Reminder: Grant year reporting means that expenditures and cash draws are all accounted by grant year for the federal grant funds. These must align. Please work with your software vendors if you are still unclear how to appropriately account for these funds using the new grant year code segment in the Chart of Accounts (COA).

Immediate Reversion Report - All PSUs
Report 300. PSU Immediate Reversions has been updated with the September MFR data. The report will be used to calculate allotment reversions.
21st Century Community Learning Centers - Non-LEAs/ERaCA Users
If you use ERaCA to access funds for the 21st Century Community Learning Center Program, please note that all GY 23 and GY 24 funds must have been expended on or before September 30, 2025. ERaCA will be open through October 31, 2025 for you to request reimbursement for these expenditures, but all expenditures must have been dated on or before September 30, 2025.

Competitive Grant Technical Assistance Package
Last week, the NC SBE approved the EC Competitive Grant Program. Please note the following timeline and linked resources. Applications may be submitted using the google form linked in the grant application package beginning on Monday, October 13, 2025, at 8:00am. The grant will close Friday, November 14, 2025 at 5 pm.

IDEA Children with Disabilities High-Cost Funds - Risk Pool
The applications for IDEA Children with Disabilities High-Cost Funds - Risk Pool have exhausted the maximum funding available. This application is now closed. EC Administrators are encouraged to look at other special grant funding options that may be available based on unique circumstances using this resource as a guide OEC Funding for Exceptional Children. Please see your IDEA Fiscal Consultant with any further questions.
Behavior Support Competitive Grant
The Behavior Support Competitive Grant is now live within CCIP under “Funding Applications”. It is very important to note the following details and share with appropriate others. Reporting requirements and elements of the CCIP application have been streamlined. The OEC Behavior Support Competitive Grant document contains all of the particulars regarding the components of the grant application including the required Behavior Support Workbook and content that may be helpful with submitting a successful application. The resource incorporates all requirements - if it isn’t listed or linked, it is no longer required. To be considered, all applications must be submitted in NC CCIP by 5:00pm on October 31, 2025.

NCHEP Charter School Compliance Forums
The North Carolina Homeless Education Program (NCHEP) will be hosting in-person Compliance Forums for charter and lab school homeless liaisons to expand their knowledge on the McKinney-Vento Act, as well as develop practices to best support the needs of their students who are experiencing homelessness. All homeless liaisons are required to attend one of the four Charter School Compliance Forums offered.

CFSS Anti-Bullying Campaign
The Center for Safer Schools is launching a statewide anti-bullying campaign in partnership with the North Carolina-based Children and Parent Resource Group (CPR).
This free initiative – available to all middle schools across the state throughout the school year – is designed to help students better understand both the physical harm and the emotional impact that bullying can cause, as well as how to recognize peers who may be experiencing it.
Using 3-D video technology, interactive games and pre- and post-program student surveys, the campaign offers an engaging, research-based approach that highlights the serious effects bullying can have on the health and well-being of North Carolina students.
For more information on the CFSS anti-bullying campaign, send an email to CFSS School Safety Strategic Coordinator John Van Arnam. Space is limited and will be done on a first come, first served basis until all appointment slots are filled.
 CFSS Bullying Prevention Webinar
The Center for Safer Schools Student Engagement Team on Wednesday, Oct. 15 from 11 a.m. to noon will hold a virtual training session on effective bullying prevention and intervention strategies in schools.
Kindness Changes Everything: Bullying Prevention and Intervention will cover essential best practices, emphasizing the importance of developing effective bullying intervention plans that empower schools to respond effectively to incidents. A strong bullying prevention and intervention program is vital for fostering a safe and supportive school environment.
Attendees will receive practical resources and valuable information to help both students and staff navigate bullying situations with confidence. This session is intended for administrators, specialized instructional support personnel (SISP) staff (school counselors, school social workers, school psychologists, behavioral health/mental health specialists) and other staff members who might support students for bullying prevention.
Kindness Changes Everything will be led by CFSS Assistant Director-Behavioral Health Michelle Guarino, Student Engagement Manager Chelsea King and Program Coordinator Mya Batts.

Other Resources from DPI and beyond
In addition to opportunities included in the bulletin linked above, NC Healthy Schools hosts monthly opportunities for a School Health Advisory Council (SHAC) Learning Collaborative.
These monthly meetings are the last Monday of each month at 3:00pm (unless scheduled otherwise, due to holidays, etc.) and are open to all SHAC representatives (or those considering joining a SHAC) to come learn more about what other PSUs are doing, hear about various resources, and share about your activities.
These meetings will primarily focus on SHACs and the Whole School, Whole Community, Whole Child model. There will be opportunities to discuss general questions, e.g., building the team, partnerships, use of data, action planning, and questions relevant to your WSCC efforts.
