The Center for Safer Schools 2024-2025 School Resource Officer Grants application in CCIP will close Tuesday, 3 September 2024 at 11:59 p.m. To submit a grant for review and consideration, the application must be submitted with the required documentation uploaded and must have the Chief Administrator Approved status on or before Tuesday, 3 September 2024 at 11:59 p.m.
Although the full application is available, the only section you are applying for is School Resource Officers. Please input N/A into all other sections to move forward and submit the application.

North Carolina Homeless Education Program
Updating Homeless Liaison Contact Information
The McKinney-Vento Act requires all LEA[NC PSU]s to appoint a local homeless liaison to support the educational needs of their students experiencing homelessness. To ensure that your charter’s homeless liaison is receiving communications from our office please review the Homeless Liaison Contact List. If the contact information is incorrect, the Liaison Contact Information Form should be completed as soon as possible.

School Attendance and Student Accounting (SASA) Manual UPDATE - Must have resource for attendance and enrollment/withdraw questions!
The SASA Manual was amended to implement pertinent legislation, funding in arrears, and the new Student Information System (SIS). Revisions include the admission of out-of-state and foreign exchange students to charter schools, withdrawing students from school, coding attendance on individual student make-up days, the class size waiver request process, guidance about eligibility for use of a modified school calendar, retention of digitized student records, and assignment of Student User Identification numbers. Information about the addition of Pre-K ADM to the K–13 ADM for purposes of school principal salary calculation was added as well; changes to the Principal Salary Schedule are effective January 2025 and will be brought before the Board in the fall for final approval.

CCIP eGrants Management: "No Carryover" & "Budget Only Remaining Funds" - All PSUs
Starting this year, there will be “no carryover” due to the implementation of the Grant Year Accounting fresh start. You will no longer see funds listed under the "Carryover" column. Any remaining carryover funds have been reallocated to the Grant Year (GY)-budget system or Fiscal Year (FY)-CCIP system, in which the funds were originally allotted. These funds must now be budgeted and expended from the corresponding grant/fiscal year.
Planning allotments for the current year have been assigned to the FY-25 PRC application shells and GY-X5 within the budget building platforms. For any years prior to GY-X5 / FY-25, the term “Budget Only Remaining Funds” will appear in the grant title. This reflects any funds left over from that year as a new allotment, which would have previously been categorized as carryover.
To clarify, carryover funds remain within the GY/FY in which they are allocated, creating up to three budgets per PRC. For example, "Carryover" from GY-X4 / FY-24 will no longer appear in GY-X5 / FY-25. Instead, these funds will be found under GY-X4 / FY-24 “Budget Only Remaining Funds,” where they were initially allotted.

Additional Notes:
- SunPac/Serenic/Sylogist is testing their LBAAS to CCIP update this afternoon with Onslow County Schools. It will be pushed out to all their customers as soon as that testing is complete.
- The Grant Year (GY) and Fiscal Year (FY) will be displayed differently. GY is used for budgeting purposes. For instance, in GY-X5, the "X" represents a different funding source (e.g., federal funds are denoted by the number 3, making it GY-35). The "5" represents the year (e.g., 5 corresponds to 2025). Therefore, GY-35 is equivalent to FY25. The number "25" in FY25 also represents the year 2025.

For questions about EC budgets, please reach out to your IDEA fiscal monitor. Contact your program administrator for Federal Programs budget inquiries. For questions about CTE budgets, please contact your CTE Regional Coordinator.
FY2024-25 State & Federal Allotments - All PSUs
Continued processing of the “kitchen sink” (special provision allocations and State grant allotments) PRCs is underway.
The following PRCs were allotted this week:
- PRC 007/ Instructional Support – Military Counselor Support
- PRC 095/ Special Dollar Allotments - Regional Computer Consultants
- PRC 256/ CTE Home Building Grants - Initial Allocations
- PRC 101/ Sexual Risk Avoidance Education Program - Initial Allocations
The following items of interest are scheduled for allotment by the end of next week:
- PRC 001/ Classroom Teachers – Burrough’s Welcome, Geographically Isolated Schools, Teacher of the Year, and Past Teacher of the Year Allotments
- PRC 040/ School Safety Grant – Remaining 15% Allotment of FY2024 Awards
- PRC 055/ Cooperative Innovative High Schools – Initial Allocations
- PRC 096/ Special Position Allotments – Teachers on Loan
Online resources such as the State Initial formula sheet, average salary information, IPS dollars per ADM, and the IFE Conversion request form are still being finalized and expected to be published on the FBS website in the coming week.
Additional Allotment Updates: LEAs
Some of the features of the Allotment System are still undergoing technical changes as we continue our system modernization efforts.
The ABC and Restart transfer modules are still in resolution and should be ready to open next week. At this time, the exact day that these modules will open for submission is uncertain, but notification of open status will be provided via GovDelivery as soon as available.

Honors regional PD opportunities open to all PSUs
In this session, participants will delve into the components of the new honors policy and learn how to evaluate current honors-level courses to ensure they meet the required depth and complexity. They will explore the Honors Level Course Development and Evaluation Tool and other resources while receiving guidance on policy implementation. Additionally, participants will deepen their knowledge of advanced learning indicators and engage with best-practice instructional strategies that support honors-level coursework.
Bring a team of 4-5 people who are involved with overseeing honors implementation in the district. Consider the roles of CAOs, Instructional coaches, high school principals and APs, lead teachers, etc. This PD is a “train-the-trainer” model.

The Center for Safer Schools serves to promote safe learning environments for North Carolina K-12 schools. The CFSS serves as a hub of information and technical assistance on school safety to school faculty and staff, law enforcement, youth-serving community agencies, juvenile justice officials, policymakers, parents/guardians and students. CFSS staff focuses on school climate, school discipline and emergency preparedness concerns for North Carolina’s public K-12 schools. The NC K-12 Arts Education Resource Hub is a repository for all Dance, Music, Theatre Arts, and Visual Arts supporters. 2024 School-Based Mental Health Policy Report
Dear Charter School Contact,
In accordance with North Carolina SL 2019-245 and SL 2020-7 and with State Board of Education Policy SHLT-003, each K-12 school unit is required to upload a copy of their School Mental Health Improvement Plan and answer questions in the School Mental Health Policy Report.
In the online reporting portal, you will indicate that you are a charter school, and you will be directed to the SMH policy questions. To make it easier for you to assemble your report information prior to going online, a Word version and PDF of the online survey is attached to this email. Please complete the online survey to submit your report.
The survey platform is setup to allow respondents to leave the survey and resume their progress later, so long as they return on the same browser where they started the survey and do not wait longer than a month to return to the survey. This feature works by placing a cookie on the respondent’s browser that keeps track of the survey progress.
The information needed to complete the SMH progress report will come from your School Mental Health Improvement Plan, which is required to upload and must include the mental health training program and suicide risk referral protocol.
Please note the deadline to complete the HAC Progress Report / School Mental Health Policy Report is September 15, 2024.

Regional Standards PD/Direct Admissions Dates and Registration
A new school year is on the horizon and wishing each of you a successful 2024-25 school year as you lead school counselors in their work! Below you will find the registration links for the regional professional development sessions for the new NC Student Success Standards. Again, we will train district leadership and/or designated appointees by the districts, utilizing a "train the trainer" model. We ask that all districts send one designated designee for each grade level (elementary, middle, and high school) who will be responsible for training their district school counselors for that level. District leaders are also able to join this session if you are not already the designee. Please sign up for dates that are for your region due to limited facility capacities.
In addition, we will provide afternoon sessions for the new admission initiative for NC that will begin its roll out phase in the fall on the same day. Be prepared for a full day, from 9-3pm of training.

Healthful Living Standards Update
The Office of Academic Standards’ Healthful Living team is excited to announce that the 2024 K-12 Healthful Living Standards were approved by the State Board of Education at their June 6th, 2024, meeting.
The 2024 K-12 Healthful Living Standards is now in the “installation” stage. Over the 2024-2025 school year, NCDPI will be working alongside leaders from PSUs to ensure all stakeholders are aware of the new standards, have opportunities to review changes from the 2012 standards, and prepare for the new standards to be implemented beginning with the 2025-2026 school year. Please note, the current 2012 Healthful Living Standards will remain in place for classroom instruction and assessment for the 2024-2025 school year.
To support the installation stage, the NC Healthful Living Hub has been created. It is designed to provide a variety of resources housing the standards and recommended resources related to the implementation of the North Carolina Healthful Living K-12 Standard Course of Study. Educators are encouraged to browse, reference, download, share, discuss, and adapt these resources.

2023 Youth Risk Behavior Survey Results (YRBS) Are Here!
The NC Middle School Youth Risk Behavior Survey and the NC High School Youth Risk Behavior Survey are administered to representative samples of randomly selected students on odd numbered years. The agency chooses questions for the surveys from a list created by the Centers for Disease Control & Prevention that is used by education agencies and schools across the nation.
After nearly a decade of declining physical activity and mental health metrics, the new data shows positive trends in both categories.
"We've got data that shows a relationship between the kinds of grades that kids normally make vs. the kind of risk factors that that they're exposed to. We see that the kids who are more physically active tend to make better grades. The kids who have better mental health tend to make better grades," said Les Spell, the Data and Policy Consultant for NC Healthy Schools for the North Carolina Department of Public Instruction.

- North Carolina students’ mental health is improving as they become more physically active.
- Percentage of high school students who reported feeling sad or hopeless dropped to 39 percent for 2023 after reaching 43 percent in 2021.
- Percentage of middle school students feeling sad or hopeless dropped from 35 to 32 percent during the same time period.
- Percentage of high school students who seriously considered suicide in the past year dropped from 22 percent in 2021 to 18 percent in 2023.
- 42 percent of high school students said they were physically active for at least 60 minutes on five or more days a week, an increase from 34 percent in 2021.
- Among middle school students, 52 percent said they were physically active for at least 60 minutes on five or more days a week, up from 44 percent in 2021.
More than 80 percent of high schoolers report using social media at least several times a day, and about half of those students say they use it at least once an hour. Middle schoolers access social media a little less, with 63 percent using it at least several times a day.
The use of vape products, marijuana and alcohol are also on the decline for high school students. Cigarette smoking is stagnant at an all-time low of 4 percent. There has been no significant change in prescription painkiller use or bullying.
