Budget Adjustment - IPSs ONLY:
Due to the modification to our budget process for 2025, we are transacting a budget adjustment today (7/29/24) for the IPSs that will impact the preliminary initial allotments this past week. This adjustment will update your funded dollars per pupil in the Allotment System for this budget adjustment. Future budget adjustments will be shown as a revision to PRC 036/PRC038 and will not impact the dollars per ADM.
The FBS website continues to be updated with information related to School Business and our ongoing operations. Please check the FBS homepage regularly for updates. Please review the upcoming deadlines for due dates.

SBS Conference 2024
Thank you for attending the SBS Conference 2024 last Thursday. It is always a joy to be able to see and speak with everyone face-to-face. We had over 350 people in attendance including our presenters. We hope the sessions provided everyone with meaningful information. Please take some time this week to provide feedback in the Sched App so that we can continue to improve and offer you meaningful sessions in the future. Please also let us know about any other topics or information you are interested in as we create development opportunities throughout the year.
We are collecting the presentations for the sessions and will be posting them to our website.
In addition, we will be awarding 5.25 hours of continuing professional education (CPE) credit for all the LEA CFOs in attendance. They will qualify to meet the professional certification requirements for NC School Finance Officers per NC SBE State Board Policy FIN-000. Please note that NC DPI is not a registered CPE sponsor. CPAs must ensure that the Continuing Professional Education (CPE) credits they are claiming for their annual CPA license requirement align with the requirements set by their state board of accountancy. More information about all other attendees' CPE credits will be sent out later this week.
Allotment Update
Initial Allotments have been posted. We will be allocating the carry forward funding this week. First up will be At-Risk (PRC 069 LEAs only) and Summer School (PRC 016). Please see the table below:

From the Office of Systems Modernization
CCIP eGrants Management Application Ready For Federal Grant Year 20-25 - All PSUs
- CCIP was updated for new PSU expanded (19 to 34 digits) Chart of Accounts (CoA) in early July 2024 and to support Grant Year Accounting per the NCFS mandate from the Office of State Controller.
- CCIP was updated to accept budget only applications for Federal Grant Year 25 as of July 21, 2024.
- CCIP was updated to accept budget only applications for Federal Grant Years 20 - 24 as of July 23, 2024.
- Files submitted to DPI via PSU Financial Software Application vendors are processed to CCIP at 4:45PM ET daily.
- Please work with your Financial Software vendor to determine what day you can begin submitting your budget only applications for GY20 (i.e. ESSER) through GY24 as well as budgets for GY25.
- It is important to note that budgets will not include “carryover”, but rather each grant year will have an individual budget.
- Also, it is worth noting that if a budget only application doesn't appear for a specific year, it is 1 of 2 things:
- There are not allotment records coming over for that PRC and grant year in the allotment carryover file and so a budget only application has not been created for that PRC and grant year.
- We are receiving allotment records for that PRC and grant year in the allotment carryover file but both planning and actual allotments are 0.

2024 School-Based Mental Health Policy Report
Dear Charter School Contact,
In accordance with North Carolina SL 2019-245 and SL 2020-7 and with State Board of Education Policy SHLT-003, each K-12 school unit is required to upload a copy of their School Mental Health Improvement Plan and answer questions in the School Mental Health Policy Report.
In the online reporting portal, you will indicate that you are a charter school, and you will be directed to the SMH policy questions. To make it easier for you to assemble your report information prior to going online, a Word version and PDF of the online survey is attached to this email. Please complete the online survey to submit your report.
The survey platform is setup to allow respondents to leave the survey and resume their progress later, so long as they return on the same browser where they started the survey and do not wait longer than a month to return to the survey. This feature works by placing a cookie on the respondent’s browser that keeps track of the survey progress.
The information needed to complete the SMH progress report will come from your School Mental Health Improvement Plan, which is required to upload and must include the mental health training program and suicide risk referral protocol.
Please note the deadline to complete the HAC Progress Report / School Mental Health Policy Report is September 15, 2024.
You can access the reporting portal through the link below.
2024 Healthy Active Children Policy Progress Report / School-Based Mental Health Policy Report
If you have questions or challenges in completing this online survey, please contact Les Spell at Les.Spell@dpi.nc.gov.
We appreciate the time and energy spent in completing this report and look forward to reading each submission.

|
|
|
The Office of Academic Standards is proud to announce the approval of the 2024 North Carolina Standard Course of Study for K-12 Arts Education and K-12 World Languages. The newly approved K-12 Arts standards aim to provide a Comprehensive Arts Education while developing students as artists in the fields of Dance, Music, Theatre, and Visual Arts, and the K-12 World Languages standards are intended to cultivate proficiency and intercultural competence in a classical, heritage, or modern language and help develop globally collaborative students.
Key features of the 2024 North Carolina Standard Course of Study for K-12 Arts:
- ALL four arts disciplines are now aligned to the National Arts Standards strands of Connect, Create, Present, and Respond
- Continuous Throughlines ensuring vertical alignment of K-12 objectives
- To remove confusion about the “Proficient” level of the proficiency based standards and align with the National Standards this level has been renamed “Accomplished”
- In Theatre Arts, Technical Theatre courses have been added in both non-honors and honors levels
- K-8 General Music standards are extended into high school in both non-honors and honors levels
- Five proficiency levels of Vocal and Instrumental Music have been created for students exploring band, choir, orchestra, piano, ukulele, guitar, or other instruments and ensembles
Key features of the 2024 North Carolina Standard Course of Study for World Languages include:
- Objectives organized by proficiency level using the ACTFL proficiency scale
- Streamlined strand structure and objectives, including a new Intercultural and Communities Connections (ICC) strand
- Reordered standards emphasizing target language input and output
- Inclusion of the Advanced High proficiency level increasing the rigor of student outcomes
Note: The current 2010 Arts Standard Course of Study and 2010 World Languages Standard Course of Study will remain in place for classroom instruction and assessment for the 2024-2025 school year.
Please see the Arts Crosswalks for Dance, Music, Theatre, and Visual Arts located on the Arts Education resource hub, and the World Languages Crosswalk for a general comparison of the current and newly adopted Standard Course of Study. They provide initial insight into similarities and differences between these sets of standards.
Public School Units (PSUs) are expected to implement the 2024 North Carolina Standard Course of Study for Arts and World Languages starting in the 2025-2026 school year. Professional learning and resources to support PSU implementation will begin to be shared in fall 2024.
The NCDPI Arts and World Languages Teams express their gratitude to the educators, language experts, and community members who contributed to the development of these standards. Their collaboration and expertise have been crucial to ensure the standards set expectations that will allow students to be innovative thinkers and competitive in post-secondary pursuits-- college, career, or military-- and throughout their lives.
For resources and more information about K-12 Arts, please visit the NCDPI Arts Education webpage and resource hub or contact Brandon Roeder or Dr. Laura Stauderman, Arts Education Consultants.
