Immunization and Health Assessment Compliance Reporting
Each year, all schools are required to report the immunization status of their kindergarten, 7th grade, and 12th grade students, according to G.S. 130A-155(c) and G.S. 130A-440. The purpose of these reports is to ensure that all children enrolled in North Carolina schools are protected against vaccine-preventable diseases and to determine the number of children who meet state immunization requirements. Additionally, all North Carolina public and public charter schools are required annually to report on the status of Health Assessments for those students who are enrolling for the first time in a North Carolina public or public charter school (G.S. 130A-441(c)).
Report submission can take place after the 30th calendar day from the school’s official first day. A combined compliance report is available this year, by school name, and must be completed on-line at this link: Annual Health Assessment and Immunization Report. You may use the link to access instructions as well as worksheets to gather your responses prior to entering the online report. Compliance reports are due no later than November 1, 2022 but may be completed at any time prior to that date.

School Business – October Updates
Legislated Survey for Federal Use of Funds – ALL PSUs
On Friday, October 7th, the Division of School Business will send an email with survey links to LEA Finance Officers, Directors of Charter Schools, Directors of Lab Schools, and the Director of the Regional School on Federal Use of Funds. This mandatory reporting, per Session Law 2021-3 Section 1.8. requires all public school units to submit quarterly reports to the Department of Public Instruction on the use of specific COVID funds. The surveys sent are in accordance with this legislation and to facilitate the compilation of more than 300 submissions. We are collecting data for PRCs 171 through 178. The survey structure and questions remain the same as in previous collection. Do not include any other PRCs except those listed.
Do you have more than 20 positions to submit?
PSUs with 20+ positions should submit the “Established Positions” survey via email using the Excel sent in the communication on October 7th. Only PSUs with more than 20 positions may use the Excel form. You must submit the survey “Expenditures and Use of Funds” online even if you are submitting the position detail via email. Follow the file’s instructions carefully (refer to the excel file tab “instructions”) – you must change the file name to indicate your PSU number and when sending the survey, your email subject line must include the file name with your PSU number. Do not change or modify the design of the Excel file by inserting or deleting columns or changing the format, otherwise your submission may be delayed or not accepted. The completed Excel file must be submitted via email to Corey.Terry@dpi.nc.gov.
The submission is due to DPI on Monday, October 17th, 2022. Please ensure that your PSU submits the required information by the deadline.
Data Stored Off-Site Sign-Off – OVERDUE – All PSUs
NCDPI School Business Modernization (SBSM) asks ALL district/LEA CFOs and Charter School Directors/CFOs to please complete this Sign-Off form (originally due August 31, 2022) as soon as possible if not already submitted.
Per updated Session Law 2021-180 Section 7.79.(b) all public schools units "...shall store their school business data at an off-site premises by June 30, 2023".

Indirect Cost Recapture Process for Federal Grants
To recapture the full value of Prior Years indirect costs on the ESSER grant funds you will need to manually calculate that adjustment. You must apply the appropriate rate for that fiscal year for that calculation and those applicable expenditures.
You will need to write a manual check to the “394” object code to record the recapture of the applicable indirect costs. Below are the suggested steps for this process:
- Make a journal entry to move the expenditures from the PRC that you will recapture the applicable indirect costs. This entry may create a negative expense in the PRC if you spent all your allotment in the prior fiscal year.
DR PRC YYY
Where YYY represents the funding source where you have funds available. Use an expense code that mirrors an expense code that had been used in the recapture PRC in the previous fiscal year(s).
CR PRC XXX
Where XXX represents the recapture funding source. Use an expense code that had been used in the current or previous fiscal year(s).
- Charge the appropriate uncollected indirect cost to the recoup PRC.
- Do a manual check to the "394" object code to record the recapture of the applicable indirect costs.
- Update your budget documents to reflect the final expenditures that would also reflect this recapture of the indirect costs. These should be submitted as a separate amendment with the caveat that this is to Update Our Budget to Reflect Final Indirect Costs. That should enable the Federal Programs staff to expedite that approval, but please do not let that hold up your recapture of these costs.

Child Count Transfer System -
The FY 23 Child Count Transfer System is now open. We ask that you please submit your transfers promptly to avoid missing the deadline. Please be advised that the deadline for submitting transfers for students who enrolled from July through October is Nov 10, 2022.
Keep in mind that only students transferred within the first 60 days from the start of the school year can be transferred.
For New Charter Schools opening in 22-23, please have your transfers for students enrolled from July through September submitted no later than October 21st. Students enrolled in October need to be submitted by November 10th. We need this information earlier to calculate Federal Planning allotments for the Budget and Application process for New Charter Schools.

2021-2022 Dropout Data Reporting Reminders
Public School Units (PSUs) are required to report dropout data on all dropouts in grades one and higher. The day of record for determining a student's 2021-2022 dropout status is the 20th day of the 2022-2023 school year. After the 20th day, schools should begin designating dropouts by checking the “Verified Dropout” check box and selecting the appropriate dropout reason code from the “Dropout Reason” drop-down list on the students' appropriate enrollment records in PowerSchool.
The window for approving dropout data opens on October 1st. On that date an “Approve” button will appear next to the “Review” button for the Dropout Data Collection report in PowerSchool found under State Reports. The final approval of dropout data is Friday, November 4th.

K-12 Guidance Standards Review
For individuals to complete by November 17th by 5:00 p.m.
In August, the North Carolina Department of Public Instruction (NCDPI) Office of Academic Standards’ team kicked off the review phase for K-12 Guidance Standards. This cohort of standards will follow the NC Standard Course of Study Manual in terms of process and timeline.
Per the Internal Procedures Manual, the review phase consists of data collection and analysis, as well as research. The NCDPI team is seeking input on the current K-12 Guidance standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies.
This survey is being shared to gather thoughtful input and comments from stakeholders familiar with the Guidance Standard Course of Study to inform revision decisions, which may include changes, clarifications, additions, deletions, or replacements to the current standards.
Any individual who wishes to provide input on the Standard Course of Study may complete this survey. This survey is estimated to take about 30 to 45 minutes to complete. Click here to begin the survey.
NCStar Training Announcement
The Office of District & Regional Support within the Division of District & School Support Services is excited to announce the Fall 2022 NCStar & School Improvement Planning Professional Development!
This two-day training will be offered in six different locations across the state during the months of September through November. These sessions will cover the same material and resources shared during the Spring 2022 sessions.
Day 1: Participants will learn about school improvement using NCStar and how to navigate the platform to assess, create and monitor school-based practices. Participants will also learn about the components of Set Direction in NCStar, including the use of Performance Measures to monitor progress of school improvement goals.
Day 2: Participants will continue to learn about school improvement using NCStar with a focus on the Continuous Improvement Cycle (Assess, Create, Monitor) to create robust school improvement plans. Participants will also learn about best practices for school improvement teams, including how to run an effective SIT meeting, effective forms of distributive leadership and the critical role that SIT leaders and committees play in moving the school achievement needle forward, and evaluation of a school’s School Improvement Plan.
