PRC 141 - State Fiscal Recovery Fund Bonus Template - REQUIRED Charter Schools ONLY
Thank you for your patience regarding the development and finalization of the Charter School Template for the PRC 141 – State Fiscal Recovery Fund final allotments. School Business has posted an excel file template to our webpage (posted under “What’s New”) to allow charter schools and regional schools to provide the required information for DPI to calculate final allotments for the State Fiscal Recovery Bonus paid through State PRC 141. Please follow the instructions in this file, especially those related to the naming and submission of the file. Please return the completed file no later than Friday, January 14, 2022, to ensure School Business can process your final allotments for PRC 141 in January. When submitting your files, please ensure that the subject line for your email submission is the saved file name per the instructions included in the template – “PRC 141 FY2022 CS000 Template.xlsx” where “000 Template” is your Charter School number in three-digit format.

NCDHHS has updated the StrongSchoolsNC Toolkit isolation and quarantine guidance to align with updated guidance from Centers of Disease Control and Prevention, which outlines what individuals should do if they contract or are exposed to COVID-19 to help slow the spread to others.

New Guidance: Maintenance of Public and Student Records
School leaders, the new retention and disposition schedule for Local Public School Units has been released, and this schedule also applies to charter schools. You can find it here. LPSUs will also need to use the General Records Schedule: Local Government Agencies to find the appropriate retentions for common records like HR and Legal, and this schedule is available here.
These schedules are ready to be approved and implemented. Please contact Courtney Bailey (919-814-6918) if you have any questions.
Attendance Codes
NCDPI previously implemented the syncing of Attendance Codes from the enterprise controller. The 24 approved Attendance Codes and the following attendance code fields are syncing regularly from the enterprise controller:
- Code
- Description
- Presence Status
- Code Category
- Excused
- Unexcused
- Tardy
- Attendance Tracking
- This attendance code is considered in ADA calculations
- This attendance code counts towards membership
PSUs are not allowed to create or use attendance codes that are not approved NCDPI attendance codes. Such codes are invalid and are not mapped correctly for accurate state reporting. The only attendance codes that should be used are listed in Appendix C of the SASA manual. NCDPI has also created the following attendance code table for approved attendance code setup in PowerSchool.
Currently, there are several invalid attendance codes in use and are identified in the list attached. Please contact Student Accounting at studentaccounting@dpi.nc.gov for questions.

Office of Charter Schools (OCS) Updates
Demographics Mirroring Plan
Dear charter school leaders,
Per NC General Assembly Statute 115C-218.45, within one year after the charter school begins operation, the charter school shall make efforts for the population of the school to reasonably reflect the racial and ethnic composition of the general population residing within the local school administrative unit in which the school is located or the racial and ethnic composition of the special population that the school seeks to serve residing within the local school administrative unit in which the school is located. The school shall be subject to any court-ordered desegregation plan in effect for the local school administrative unit.
Beginning in January 2022, the Office of Charter Schools will be collecting these plans annually to keep on file through Epicenter.
In the document you upload, due January 28th, please list or describe in applicable detail, using your discretion as school leader, the ways your school is attempting to reflect the community your school resides in. If you have any questions about this, reach out to dave.machado@dpi.nc.gov

COMING SOON: 2022 NC Charter Applications
The 2022 NC Charter School Application process will open on Friday, January 28th at 5 pm (EST). The 2022 charter application window will close on April 29, 2022 at 5pm (EDT). Applicants who are interested in opening a charter school in 2023 under the accelerated timeline, or in 2024 under the standard timeline must submit their charter applications on or before the April 29, 2022 application close date.
Both the online application and $1,000 application fee must be submitted on or before April 29, 2022 at 5pm EDT.
The link to the 2022 NC Charter School application will go live on Friday, January 28th at 5pm and will be posted on the NCDPI Charter Schools Application page found here.
2022 NC OCS SECU PHP Scholarship Information
The 2022 North Carolina SECU People Helping People Scholarship Application is now Open! Final submissions should be returned to Dr. Darian C. Jones, darian.jones@dpi.nc.gov no later than March 18th, 2022 by 5:00 p.m. with all of the requested information. The Carolina Panthers Regional Spelling Bee
The Carolina Panthers invite you to register your school for the Scripps National Spelling Bee and your chance to qualify students for the Carolina Panthers Regional Spelling Bee presented by Bank of America!
The Carolina Panthers are excited to announce registration is open for the Scripps National Spelling Bee program and your opportunity to qualify students for the Carolina Panthers Regional Spelling Bee presented by Bank America. The Carolina Panthers Regional Spelling Bee will be held on a TBD date on either March 12, 13, 19 or 20, 2022 at Bank of America Stadium in Charlotte. Final date confirmation will be provided by January 1, 2022. The top four North Carolina spellers and top two South Carolina spellers from the Carolina Panthers Bee will advance to the Scripps National Spelling Bee in Washington, D.C. in June 2022. January 31: Deadline for schools to register with Scripps for this year's Bee program. February 18, 2021: Deadline for school districts to submit winning students who have earned the opportunity to advance to the Carolina Panthers Regional Spelling Bee. March 12-13 OR 19-20, 2021: Carolina Panthers Regional Spelling Bee for designated NC/SC school district winners. Bee will be held at Bank of America Stadium in Charlotte.

The NC ACCESS Program is looking to potentially offer two cohorts of the Aspiring Minority School Leaders Program with only 20 slots available! One track for applicants WITH a master’s degree to complete a MSA Add-on Licensure program AND one track for applicants WITHOUT a master’s degree to complete a Masters in School Administration program.
