 Violent crime reductions must continue. The progress since the dark year of 2022 is the result of many factors, including support for the law enforcement community and the involvement of residents.
There are pressures on New Orleans that are in excess of what exists on municipalities and in rural areas in the remainder of Louisiana. TRAFFIC ADVISORY: Temporary Lane Shift Eastbound on Leon C. Simon Drive beginning March 2
NEW ORLEANS, LA - Beginning Monday, March 2, 2026, the City of New Orleans Department of Public Works (DPW), in coordination with its contractor, Barriere Construction Company, LLC, will implement a temporary eastbound lane shift on Leon C. Simon Drive at Waldo Drive for approximately one month to accommodate paving work at the intersection. Read More
Orleans Parish Registrar Urges Votes to Update Registration Information Before May 16, 2026, Closed Party Primary
NEW ORLEANS, LA — Orleans Parish Registrar of Voters Lisa Manning Bridges is encouraging all voters to review and update their voter registration information in advance of Louisiana’s Closed Party Primary Election scheduled for May 16, 2026.
Louisiana’s new Closed Party Primary applies to the following offices:
- United States Senate
- United States Representative
- Board of Elementary and Secondary Education (BESE)
- Public Service Commissioner
- Louisiana Supreme Court Justice
Under the Closed Party Primary system, voters must be registered with a political party to participate in that party’s primary election for the offices listed above. Voters with no party affiliation will not be eligible to vote in those party primaries, without declaring a party. Read More
Delta Utilities to Offer Financial Assistance for Louisiana Customers
Delta Utilities, the company that recently acquired Entergy’s natural gas business in New Orleans and Baton Rouge, will offer financial assistance to customers struggling with their gas bills after “unexpected” financial hardship, the company announced Wednesday.
The program, named DU Cares, will directly pay up to $250 to a qualifying customer’s natural gas account per year, according to a news release.
Delta Utilities partnered with the United Way of Southeast Louisiana to begin the program, and applications for assistance will be reviewed by United Way. Read More

City of New Orleans Department of Parks & Parkways Offers Free Wood Chips to Residents

City of New Orleans Launches Municipal and Traffic Court Diversion Program
NEW ORLEANS, LA —The New Orleans City Attorney’s Office has launched a new Diversion Program at Municipal and Traffic Court, offering an alternative to convictions and jail time. This initiative is for eligible individuals with the goal of addressing the causes of low-level, non- violent offenses by offering the participants services in substance abuse, mental health support and other necessary programs that strive to eliminate recidivism. NEW ORLEANS, LA - The City of New Orleans Bureau of Treasury 2026 property tax bills are available. Congressman Troy A. Carter,Sr's LA-02 Congressional Art Competition
Calling all high school artists in LA-02!
I am excited to once again kick off the 2026 Congressional Art Competition. This annual tradition is a timely and powerful reminder of how art can challenge injustice and spark meaningful dialogue, and I am eager to showcase the incredible artistic talent of high school students across Louisiana’s 2nd District.
This prestigious competition offers students a unique opportunity to express their creativity on a national stage. The winning piece from our district will be displayed in the Cannon Tunnel in the U.S. Capitol Building, allowing our students to share their work with a broad audience and gain national recognition for their skills.
Eligibility:
Open to all high school students who reside in Louisiana’s 2nd Congressional District (LA-02). Artwork must be the creation of a single student.
Size Restrictions:
Artwork must be two-dimensional. Each framed artwork cannot be larger than 26 inches high, 26 inches wide, 4 inches deep, and 15 pounds. If your artwork is selected as the winning piece, it must arrive in Washington, D.C., framed. Even when framed, it must still measure no larger than the maximum dimensions.
Acceptable Media:
Work entered must be in the original medium (i.e., not a scanned reproduction of a painting, drawing, etc.). Artwork can include:
- Paintings: oil, acrylics, watercolor, etc.
- Drawings: colored pencil, pencil, ink, marker, pastels, charcoal (charcoal and pastel must be fixed)
- Collages: must be two-dimensional
- Prints: lithographs, silkscreen, block prints
- Mixed Media: use of more than two mediums such as pencil, ink, watercolor, etc.
- Computer-generated art
- Photographs
Each entry must be original in concept, design, and execution.
Deadline:
All entries must be submitted to either 650 Poydras St, Suite 2525, New Orleans, LA, 70130 or River Parishes Community College Gonzales Technical Training Center, 925 W. Edenborne Pkwy, Rm T117, Gonzales, LA 70737 by April 20, 2026.
Exhibition and Prizes:
The winning artwork will be displayed in the Cannon Tunnel in the U.S. Capitol Building from June 2026 through May 2027. Do not submit artwork that you need for other purposes during that period. My office and Southwest Airlines will sponsor two flights for the winner to attend the national awards reception in Washington, D.C.
Student Information and Release Form:
Each entrant must submit a Student Information and Release Form, which is available on our website.
Students should include contact information that will be valid for several years. For instance, students, especially seniors, should include a personal email address rather than a school email address.
The second page of the Student Information and Release Form contains legal releases and a certification that the artwork is original in design and execution. The student, an art teacher, and a parent or guardian must sign where appropriate. Entries without signed originality certifications and artwork releases may not be accepted.
A TYPED copy of the Student Information and Release Form, signed by the teacher, a parent or guardian, and the student, must be securely attached to the back of the artwork. Please retain a copy for your records.

Five Facts to Dispel Myths About Coyotes in Neighborhoods

Coyotes are not targeting people.
- There are no known reports of coyotes attacking people in our area. They are naturally cautious and typically run away when confronted with loud noises, yelling, or other assertive hazing.

Coyotes are drawn by food sources—not neighborhoods themselves.
- Leaving pet food out, maintaining outdoor cat feeding stations, uncovered trash, and accessible compost attract coyotes. This is especially true near wetlands and areas with high rodent activity.

Coyotes help control pests but will take easy prey if available.
- Coyotes commonly eat rats, possums, and other small animals. However, unattended outdoor cats or small pets can be at risk, which is why pets should not be left outside.

Leashing pets and supervising animals reduces conflicts.
- Always walk dogs on a leash and keep pets indoors when unsupervised. These simple steps significantly lower the likelihood of negative encounters.

Coyotes typically travel in small family groups, not large packs.
- They usually move in groups of two to three and expand into areas only as long as food is readily available. When resources decline, they naturally relocate.

LDEQ invites eligible projects to apply for Clean Water State Revolving Fund support
BATON ROUGE, LA — The Louisiana Department of Environmental Quality (LDEQ) is seeking qualified projects to be considered for funding through the Clean Water State Revolving Fund (CWSRF) for State Fiscal Year 2026.
CWSRF provides low interest financing to support water quality improvement projects across Louisiana — including wastewater treatment, sewer overflow mitigation, stormwater management, and other eligible clean water initiatives. For the 2026 funding cycle, eleven project types are eligible to receive CWSRF assistance. Read more

Owners of property and residents of certain areas District D are encouraged to assist in the crackdown on illegal dumping. Share your surveillance videos at nola311.org. Warrants have been issued, and arrests have been made.
Illegal dumpers have been paid to properly haul their loads to landfills but choose to dump in neighborhoods under the cover of darkness.
Graffiti Notice
 The art work on Franklin Avenue near the Edgewood Heights subdivision has been damaged by destructive persons who target certain communities. The fine for writing on property that one does not own starts at $500.00. This is vandalism, and not art. Report what is seen at nola311.org. Perpetrators: please stop.
Reminder: the fine for tagging buildings with graffiti has increased from $100 to $500 due to City Council passage and Mayor Cantrell’s signing of an amendment to an Ordinance introduced by CouncIlman Green.
Areas such as along historic Claiborne have been negatively impacted by the destructive work of some selfish people. Anyone writing or drawing on property owned by someone else without that owner’s permission has committed the crime of vandalism.
