Mayor Helena Moreno Announces City Legislative Agenda Focused on Fiscal Stability and More Effective Basic Services 

Mayor Moreno Provides Key Stakeholders a Preview of her Legislative Agenda for New Orleans 


NEW ORLEANS-Today, Mayor Helena Moreno announced the city’s state legislative agenda, a group of proposed bills focused on delivering on her priorities for the people of New Orleans.  

 

“I ran for Mayor promising to bring people together to press our city in a new direction and deliver on change through collaboration and urgency of action,” said Mayor Moreno. “This agenda, which was shaped and guided through deep engagement with our legislative leaders, our delegation, and with stakeholders in and across the region; centers on stabilizing our city budget and building new pathways to deliver on better services for all New Orleanians.”  

 

For the first time in many years, the city's team, at the direction of Mayor Moreno, coordinated meetings with the entire Orleans delegation and legislators from across the state to propose key state law changes deemed critical to the people of New Orleans. In advance of the announcement of the agenda, the mayor convened key stakeholders together in a legislative roundtable to review the city's agenda. This is a practice that was once a regular feature of city legislative operations but, had been abandoned in recent years. She’s also pledged to continue to engage with legislators to refine and advance these priorities. 

 

“It’s been far too long since we’ve all come together to collaborate and coordinate on state legislation on behalf New Orleanians,” said Senator Jimmy Harris, III. “As a lifelong resident of New Orleans, it’s my goal, along with Mayor Moreno’s to see my district and the surrounding area thrive and to deliver a level of service that the people who live in and love this area deserve.” 

 

“As a former House member, Mayor Moreno understands the importance of New Orleans having strong relationships across the state and with Republicans.” said House Representative Aimee Adatto Freeman.  

 

Since taking office, Mayor Moreno has emphasized open collaboration to solve our complex problems while increasing accountability, professionalism, and responsibility to our residents. This agenda reflects a strategic shift toward long-term sustainability and sets a standard for more effective services. Mayor Moreno’s agenda moves away from temporary fixes toward structural reforms that empower local decision-making. 

The city’s legislative primary goals span four key areas: public safety, infrastructure reform, fiscal integrity, and economic innovation. The top priority is the stabilization of city finances, including proposals intended to generate recurring revenue and improve long-term fiscal health. Central to this effort is legislation focused on alleviating costs that come from both the Municipal Police Employees’ Retirement System (MPERS) and the Orleans Parish Communications District (OPCD). 

 

Improving essential services is also a key priority, with an emphasis on accelerating reforms at the Sewerage and Water Board of New Orleans (SWBNO) and strengthening the performance of special districts to better address day-to-day quality of life concerns. 

The City of New Orleans is pushing for legislation that ensures stronger oversight of public funds. Mayor Moreno’s administration’s goal is to make every tax dollar fully accounted for and see to it that intergovernmental relationships are led by transparency rather than loopholes.
