Thank you for being a part of our work in 2025!
King County works to protect people’s health and the environment. The Mouth of Duwamish Wet Weather Facilities Program will help keep more than 400 million gallons of pollution out of the Duwamish River and Elliott Bay. It will reduce untreated stormwater and sewage overflows on rainy days. Last year, we announced our proposed plan for new facilities. We also began design and environmental review.
Our proposed plan includes the following facilities:

A wet weather treatment station in SODO. This facility will treat stormwater and sewage during storms.

An underground storage tank in North Delridge, along West Marginal Way Southwest. The tank will hold extra water during storms. After the storm, pipes will send the water to West Point Treatment Plant for treatment.

A new outfall. This underwater pipe will release cleaned water from the wet weather treatment station into the Duwamish River between SODO and Harbor Island.

New pipes and support facilities. These will connect the treatment station and storage tank to the sewer system. They will move water where it needs to go.

We met with community members in a variety of ways last year:
- Attending fair and festival events
- Interviewing community leaders
- Presenting to community groups
- Visiting nearby businesses
- Discussions with a Community Sounding Board
We shared information about the program and answered your questions. We also asked for your input on design.
In summer 2025, community members took part in our SODO design survey. The survey asked for input on the look and feel of new facilities in SODO.
From October through December, we held four meetings with a community Sounding Board to build on this input. The Sounding Board included ten members from SODO and nearby communities.
Connecting community members to clean water jobs
King County shares information about clean water careers at job fairs in 2025.
The project team talks to community members at a career fair.
We partnered with South Seattle College (Georgetown Campus) to host two job fairs last year. These events connected community members to employers in clean water and sustainable building. It is our goal to support access to living wage jobs through this project. We look forward to seeing these connections grow.
What’s happening in 2026
We will continue designing new facilities this year. Upcoming work includes:
- Applying for permits
- Completing an environmental review
- Creating detailed plans for building each facility
- Writing contracts that will explain the work and who will do it
- Studying soil and groundwater samples to learn more about the program area
- Sharing updates with you before any field work begins
You can expect regular updates about the design and construction plans. We will continue to ask for your ideas and input.
We will report back on recommendations from the Sounding Board this year. We will also share what we heard in recent interviews with community leaders.
In spring, we will submit a final engineering report to the Washington State Department of Ecology. We will also share more information about each project that will be a part of this program.
