Mark Wood named interim OMES director
OMES is excited to announce Gov. Kevin Stitt named Mark Wood, who recently served as chairman of the Oklahoma Tax Commission, to the position of interim OMES director effective Dec. 17.
Wood comes to this role with more than 37 years of experience in public accounting at Arthur Andersen LLP and Ernst & Young LLP, where he guided large public and private enterprises through complex tax matters, mergers and acquisitions, and organizational restructuring.
Wood will serve as interim director until formally confirmed by the state Senate during the upcoming legislative session. We are thrilled to welcome him to OMES and look forward to his leadership in guiding our team and supporting agencies across the state!
Oklahoma Purchasing Manual now available
OMES Central Purchasing recently published the Oklahoma Purchasing Manual, a comprehensive guide to the state’s procurement framework. This new manual consolidates key requirements and best practices in accordance with the Oklahoma Central Purchasing Act, the Information Technology Consolidation and Coordination Act, the Public Competitive Bidding Act of 1974, and other relevant statutes into a single, easy-to-use resource.
The manual is designed as a one-stop reference for state procurement, covering topics such as purchasing hierarchy, statutory authority, thresholds, methods of acquisition, and roles and responsibilities across state operations.
As part of this rollout, all previously issued Procurement Information Memorandums (PIMs) have been individually revoked and their guidance has been incorporated into the manual. Going forward, the manual will be updated annually. When urgent changes are needed between editions, Central Purchasing will issue a PIM as an interim measure and then integrate that guidance into the next update.

Requirements for AI and enterprise technology procurement
As a reminder, all agency procurement involving artificial intelligence, digital technologies or AI-related capabilities must include early notice to, coordination with and participation from State Chief AI and Technology Officer Tai Phan.
Additionally, all purchases related to enterprise technology require approval from the state chief information officer. Uber now available on statewide contract
State agencies can now purchase Uber transportation services through the SW0771M contract.
Statewide contracts are available for use by Oklahoma state agencies, municipalities, institutes of higher education, public and charter school districts, and other local governmental units. All active statewide contracts can be found on the new statewide contract search website.
Improved IT phone services
Your time matters, and the OMES Service Desk has added two new phone features to make getting help faster and easier:

Direct connect by employee ID – if you know an employee’s ID from a prior interaction or directory, you can enter it using your phone's keypad during your call to skip the main menu and be routed straight to that person or their department.

Instant outage reporting – when you call, the system will announce any known widespread issue and let you quickly confirm if you’re affected, helping technical teams gauge the impact and speed up resolution.
Due to statutory changes, OMES Surplus now charges agencies a $5 disposal fee for items that cannot be reutilized or repurposed due to the property's condition. This process took effect Dec. 1, 2025.
Instructions for agencies:
- Complete and submit a Surplus Property Transfer request (Form SS001A) and a property list that contains all items for disposal.
- The Surplus operations manager will review each item to determine if it can be reused or repurposed or if it requires disposal.
- Unusable items will be assessed at a $5 fee per piece.
- Fees are billed directly to the agency at the time of disposal.
Exceptions:
- Items sent for recycling under approved state programs may be exempt.
- Any exceptions must be approved in writing by the Surplus operations manager.

FY 2024 lapsing funds
FY 2024 revolving fund budgets lapse on Dec. 30. Agencies will no longer be able to process any transactions to bud ref 24, even zero-dollar transactions such as journal vouchers and payroll funding corrections.
Executive Order 2024-29 Q4 reporting due
In accordance with Executive Order 2024-29 issued by Gov. Stitt on Dec. 18, 2024, agencies utilizing hybrid or remote work exceptions must report details on these exceptions, including employee job descriptions and anticipated return dates, to OMES on a quarterly basis.
To facilitate consistent and efficient reporting, OMES has developed a standardized report template.
Please remember to submit your agency's Q4 report by Dec. 31.

HealthChoice Tobacco-Free Attestation due
Now that Open Enrollment has ended, all staff currently enrolled in the HealthChoice High or Basic health plans must complete the HealthChoice Tobacco-Free Attestation by Dec. 31.
Employees who do not submit the attestation by the deadline will be automatically enrolled in a HealthChoice Alternative health plan for the 2026 plan year.
Mandatory supervisory training
Reporting requirement: Your agency's comprehensive training credit report for all supervisors must be submitted to OMES each spring. Only one consolidated report per agency is required.
All supervisory personnel must complete their mandatory supervisory training credits by Dec. 31 to ensure compliance with 74 O.S. § 840-3.1.
