CPO Announcement: Oklahoma Purchasing Manual now available

OMES Central Purchasing is excited to announce the publication of a new resource: the Oklahoma Purchasing Manual. This manual serves as a comprehensive guide to all aspects of state procurement, including detailed information on the Central Purchasing Act, purchasing hierarchy, statutory authority and more.

We designed the manual as a one-stop shop for navigating the state's procurement framework in accordance with the Oklahoma Central Purchasing Act, the Information Technology Consolidation and Coordination Act, the Public Competitive Bidding Act of 1974, and other relevant statutes.

NOTE: OMES Central Purchasing has historically issued relevant guidance through Procurement Information Memorandums (PIMs). All previous PIMs are now individually revoked and integrated into this manual, which will be updated annually. Urgent changes outside this schedule will be reflected in a PIM as a temporary solution, and all new PIMs will be integrated into this manual each year.
