Message from the Executive Director

Looking Back & Looking Forward

It certainly is with mixed emotions and much gratitude as I retire as Executive Director, and from my 31-year career with the BOSW. It has been an honor and privilege to serve with such amazing staff, board members, partners, and stakeholders over the years always with an eye toward collaborating and shaping relevant regulation. I am very grateful to be involved in important public service with so many quality leaders and will treasure my career with the BOSW.

BOSW Announces & Welcomes Youa Yang, LICSW New Executive Director

The BOSW Hiring Committee has selected Youa Yang, LICSW, as the next BOSW Executive Director effective September 21, 2022.  Congratulations and welcome, Youa!

Youa has experience in many roles within the Behavioral Health Division of the Minnesota Department of Human Services including mental health crisis project lead, supervisor, and policy lead. She has served as a supervisor and program manager of the Children, Youth, and Family Program with Cornerstone Advocacy Services, adjunct instructor with Augsburg University, clinical supervisor with the Wilder Foundation, and school social worker with St. Paul Public Schools early in her career. She is a Licensed Independent Clinical Social Worker (LICSW) with the BOSW since 2003. She obtained her MSW degree from the University of Minnesota, Twin Cities, and BSW degree from the University of St. Thomas. Youa brings a wide range of social work experience that will be valuable in her role with the BOSW.


Compliance Toolkit

I am a Licensed Independent Clinical Social Worker with a private practice providing therapy to clients in person and via telehealth.  I have a client who is moving out of Minnesota for college in the fall, and the client wants to continue telehealth sessions with me after they move.  The client plans to keep Minnesota as their primary residence until they finish their degree, but they also may spend a semester abroad and travel during vacations and summers. Can I continue telehealth sessions to this client when they are out of state and possibly in another country?

Board Feature

2022 BOSW Board Member Appointments

Governor Walz and Lieutenant Governor Peggy Flanagan announced appointments to the BOSW on June 17, 2022, for terms effective June 22, 2022, to January 5, 2026. New appointments include Martera Nelson, LSW, and Yolonda Rogers, LICSW. Stephanie Jacobson, LSW, was reappointed for her second term.

The Board and Staff extend our sincere appreciation to members whose terms ended including Kathy Lombardi, LICSW and Mary Walsh, LSW. They served with passion and integrity and demonstrated commitment to the BOSW mission of protecting the public. Their years of volunteer service and important contributions are truly appreciated!

Governor Signs into Law Changes to BOSW Supervision Requirement

What is Changed?
Board of Social Work (BOSW) supervision requirements, found in MS 148E.100 to 148E.110, are amended to remove the limitation on "supervision via eye-to-eye electronic media”.
