Summary of Committee Meetings

Public Safety

Chief Shields discussed progress on the recommendations made in the Hillard Heintze report of early 2021. The report contained 102 recommendations for LMPD to improve its policing practices and policies. Chief Shields said LMPD has completed 20% of the recommendations, with 58% in progress.

Budget Committee

An ordinance amending the FY 2022 Capital Budget by reallocating $400,000 of facilities and Fleet Management Land Acquisition funding to a new project entitled SW Veteran’s Transitional Housing Project passed committee.

Margaret Handmaker, American Rescue Plan (ARP) Director, gave a presentation to provide a progress report on the American Rescue Plan funds expenditures and remaining balance. The priority areas and task forces established by Council were Homelessness and Affordable Housing (on which I served), Premium Pay, Public Safety, Workforce Development, and Healthy Louisville/Healthy Neighborhoods.

Labor & Economic Development Committee

A resolution approving a collective bargaining agreement between Louisville Metro and Teamsters Local Union 783 passed committee. The contract covers LMPD civilian employees, such as crime scene technicians, photographers, fingerprint technicians, video forensic specialists, property room clerks, transcribers, and a helicopter mechanic.

A resolution granting local incentives to Grief Packaging, LLC DBA MultiCorr passed committee. Although owned by multiple entities, MultiCorr has operated in Louisville since 1995 as a worldwide packaging company.

A resolution approving a noncompetitively negotiated professional service contract with Tydings and Rosenberg LLC for $250,000 passed committee. This contract is for economic development efforts and increasing utilization of minority, female, and disabled-owned businesses.

House Bill 314 Update

House Bill 314 is a proposed bill that would alter the Louisville / Jefferson County merger that was approved by Jefferson County voters in 2000. The merger created a new local government called "Louisville Metro" and kept intact the more than 80 existing suburban cities in Jefferson County. The merger law prevented new suburban cities from being formed, but allows for service districts to be created, if enough residents request and petition for them. Since the merger, no such petition has been filed.

HB 314 would allow additional cities to be formed in Jefferson County with no input from Metro Council. This is significant because if new cities are formed within Jefferson County, as the bill is currently written, Louisville Metro Government could lose out on a significant amount of tax revenue from citizens from sources such as insurance premium taxes. It could also make the population of Louisville Metro smaller as citizens in these cities would not be counted as part of the population of Louisville, potentially leaving us with less federal funding. This could lead to a shortfall of money for services like LMPD, the library system, or the Health Department, to name a few.

I co-signed an article opposing HB 314 with fellow Councilmembers.

Self-Service Recycling Change

Anchorage Middletown Fire & EMS at 108 Urton Lane is no longer available to host the self-service recycling drop-off dumpsters. The Fire Department now needs the space for training activities and parking.

The site will officially close on Monday, March 28th. Residents who use the Urton Lane location are advised to use the Map of Recycling Drop-Off Locations to find another convenient place to recycle.

The recycling drop-off location closest to Urton Lane is at A.B. Sawyer Park, 9200 Whipps Mill Road, which is right outside of District 7! The Department of Public Works has been searching, and will continue to search, for a new location to host the recycling dumpsters.

911 Deflection Pilot Program

A pilot program to deflect a number of 911 calls to a non-police response has officially begun in Louisville Metro Police Department’s Fourth Division. The Mayor announced plans for the pilot effort in October following the recommendations from the University of Louisville Commonwealth Institute of Kentucky (CIK). The city then reached out to experts and other cities on best practices before entering into a contract with Seven Counties Services. Metro Council approved the contract in January. Since then, Seven Counties has hired and trained staffers to operate the pilot, focused on problem-solving, de-escalation and referral to appropriate community services.

Cool Roof Incentive Funds Available

In order to combat urban heat island, Louisville Metro Government is offering an incentive of $1 per square foot to any residential or non-residential property that has installed a certified Cool Roof within the last 3 years. Presently, there is over $80,000 in funding remaining in these targeted districts for this fiscal year. Learn more and

Honoring Those We Lost to COVID

City leaders are encouraging Kentuckians to also remember those who died of COVID-19 by reading and writing stories on the WhoWeLost website.

Martha Greenwald, a writer, created the platform knowing how therapeutic writing can be.

“While some feel it’s ‘back to normal’ and wonder why a project like this is even needed, I can tell you from all the people I speak to that, for many, normal no longer exists,” Greenwald said.

Greenwald said WhoWeLost offers posts that ensures dignity and respect. Mourners can share their stories without fear of comments from social media trolls, judgement, questions and politics.

The cold weather has greatly increased auto thefts. Please make note of the below tips to help make sure it doesn't happen to you.

  1. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
  2. Do not leave your vehicle running while unattended.
  3. Always lock your vehicle doors.
  4. Remove garage door openers from vehicles when parked outside.
  5. Do not leave your keys in your vehicle, this includes key-fobs.
  6. Do not leave the windows of your vehicle open, or partially open.
  7. Try to park your vehicle in a well-lit area.
  8. Never leave a firearm unprotected in your vehicle.
  9. Immediately report any suspicious person, or vehicle to (502) 574-7111.
