Special Education Monitoring Update
As described in Bulletin 048-21, a number of fiscal and program risk factors are utilized when determining which LEAs will participate in a Systems Analysis review. LEAs identified with high risk on these factors may be selected to participate in either a fiscal-only, program-only, or combination fiscal/program Systems Analysis review during the 2021–22 school year.
Fiscal Reviews
Fiscal reviews in 2021–22 will focus on the LEA's ability to implement fiscal procedures that ensure grant funds are used for authorized purposes in compliance with laws and regulations; have internal controls that ensure reliable financial reporting and accountability; and evaluate best practices.
Program Reviews
Program reviews will continue to focus on the provision of special education services, including recovery services; educational benefit and student outcomes; collection and reporting of IEP progress data; and the use of data for continuous improvement. Systems Analysis reviews will continue to be aligned and coordinated with Consolidated Program Review (CPR) reviews whenever feasible and in collaboration with LEA leadership.
OSPI plans to notify districts who have been selected for a 2021–22 WISM Systems Analysis review by the end of August. The September 2021 Special Education Monthly Update will include the roster of selected districts.

COVID-19 Single Audit Submission
In order to more precisely identify grant program expenditures, the Department of Education requests that grantees include on the Schedule of Expenditures of the Federal Awards (SEFA) page of Form SF-SAC, if applicable: (1) whether the program is novel coronavirus 2019 (COVID-19) relief assistance (see list below of COVID-19 programs); and (2) the subprogram ALN alpha. Please refer to the attached document for further instructions.
American Rescue Plan (ARP) IDEA Part B Funds
ARP funding can be accessed via form package (FP) 149 for LEAs and FP 156 for ESA 112. The FPs have been launched and notice was sent out via iGrants.
The following apply to ARP/IDEA funds:
- ARP/IDEA funds are under a separate Grant Award Notice (GAN) and will be under a different CFDA
- The period of availability will have the same period as the IDEA FFY2021 funds.
- Funds must be obligated by September 30, 2023
- Allowable use of funds will remain the same as those for the Part B IDEA funds.

Revisions to the 2021–22 School District Accounting Manual for Part B IDEA ARP Funding
BULLETIN NO. 056-21: Revisions to the 2021–22 School District Accounting Manual
The effective date of the revisions is September 1, 2021, and the changes are applicable to the school district fiscal year beginning September 1, 2021.
The Accounting Manual revisions are segregated into three sections:
- Accounting and Reporting for Leases
- Accounting and Reporting for ARP—IDEA (Program 23)
- Accounting and Reporting for Fiduciary Funds
2020–21 Safety Net FP 123
The Safety Net FP 123 will be located in fiscal year 2020–21. Upon notification of your federal Safety Net award by the Safety Net team and launch of FP 123, LEAs must complete and submit the form package to OSPI by August 31, 2021. Claims must be submitted between September 2021 and November 2021.
2021–22 Form Package 267 New Requirement
New Requirement for the 2021–22 FP 267/497: LEAs must upload expenditure detail reports when submitting monthly claims. These reports, preferably a transaction recap, should include the amount spent for allowable activities at the program/activity/object level for the claims period. This expenditure detail must be uploaded to page 5, by the LEA/ESA, prior to monthly claims deadlines.

Clarification on Calculating LRE for Students in Community Settings, including Off-campus 18–21 Programs
Per a 2012 OSEP regulatory guidance letter, time spent in community settings that include individuals with and without disabilities should be counted as time inside the regular classroom. This could have an impact on the calculation of LRE codes for students who spend time in the community.
