On July 1, 2021, the U.S. Department of Education released more than $3 billion in American Rescue Plan (ARP) funds to states to support infants, toddlers, children, and youth with disabilities served under the Individuals with Disabilities Education Act (IDEA). In Washington $61,695,668 was made available, adding to IDEA’s three major formula grants programs:
- $52,703,791 for IDEA Part B Grants to States (Section 611) program for children and youth with disabilities ages 3 through 21. These funds were allocated by the Office of Superintendent of Public Instruction (OSPI) to school districts eligible for IDEA funds, using the IDEA formula.
- $4,410,281 for IDEA Part B Preschool Grants (Section 619) for children with disabilities ages 3 through 5. These funds were allocated by the OSPI to school districts eligible for IDEA funds, using the IDEA formula.
- $4,581,596 for IDEA Part C Grants for infants and toddlers with disabilities and their families. These funds and services are coordinated through the Division of Children, Youth, and Families (DCYF).[1]
In addition to releasing the funds, the U.S. Department of Education released a fact sheet describing how IDEA funds within ARP can be used to support infants, toddlers, children, and youth with disabilities. In general, these awards are subject to the same requirements under IDEA, EDGAR, and the Uniform Grant Guidance as all IDEA funds, and may be used for any expense allowable under Part B of the IDEA.
