Each week, DCYF ESIT Tribal Program Specialist, Brian Frisina, provides a key topic to help us get to know our Tribal Nation Partners better.

This week’s term is:  

Tribal Sovereignty and Jurisdiction

Long before the United States became a country, Indigenous Peoples were independent and self-governing sovereigns. Because they are sovereigns, tribes still govern their own members and remaining territory. It is the core of NARF’s work to represent tribes in their exercises of tribal sovereignty and jurisdiction. We help tribes maintain their longstanding government-to-government relationships with the United States and establish government-to-government relationships with states and municipalities.

Understanding Tribal-State Jurisdiction

Native American Rights Fund has pulled together resources to better understand the landscape of state jurisdiction in Indian Country. Below highlights the 35 states where there are federally recognized tribes and information on their enabling acts, constitutions, and PL-280 provisions. We hope this survey proves useful to advocates in Indian Country:

What is the Tribal Supreme Court Project?

During its 2000 Term, the United States Supreme Court issued two devastating Indian law opinions: Atkinson Trading Co. v. Shirley (Tribes lack authority to tax non-Indian businesses within their reservations) and Nevada v. Hicks (Tribal Courts lack jurisdiction to hear cases brought by tribal members against non-Indians for harm done on trust lands within their reservations). These opinions were devastating in that they struck crippling blows to tribal sovereignty and tribal jurisdiction -- the most fundamental elements of continued tribal existence. These losses were indicative of the Court's steady departure from the longstanding, established principles of Indian law and were among a string of losses suffered by Indian tribes over the past two decades.

In response, in September 2001, Tribal Leaders met in Washington, D.C., and established the Tribal Supreme Court Project as part of the Tribal Sovereignty Protection Initiative. The purpose of the Project is to strengthen tribal advocacy before the U.S. Supreme Court by developing new litigation strategies and coordinating tribal legal resources, and to ultimately improve the win-loss record of Indian tribes.

ESIT Training Opportunities: Parent-Child Interaction (PCI), Promoting First Relationships (PFR), WA-AIMH and Reflective Consultation Groups

Parent-Child Interaction (PCI) Feeding and Teaching Scale Virtual Workshops!

This training opportunity is being offered as part of our State Systemic Improvement Plan (SSIP) and ESIT provider course fees are covered by DCYF/ESIT. These groups are for ESIT providers only.

ESIT has limited spots available to attend the PCI Feeding and/or Teaching Workshops through the University of Washington! At the very foundation of infant mental health is the ability to skillfully observe a caregiver and their infant during an interaction. We know that attuned caregiver-child interactions lead to better health and mental health outcomes for children. We also know that interactions can range from attuned to mis-attuned, or somewhere in the middle. Learning the PCI Feeding and Teaching scales provides the training and practice needed to conduct a reliable and valid observation of a caregiver-infant interaction. This training gives you concrete areas to guide services and encourage positive parent-child interactions. Register below for one or both of the available training opportunities!

Save the Date: May 16 PFR Drop-In Session

Join ESIT providers from across Washington State and PFR Trainer Carol Good to discuss embedding the PFR consultation strategies into your everyday coaching practices. There will be a panelist of providers (PT, SLP and Educator) attending various sessions to discuss ways to embed PFR practices into their work with children and families. These drop-in sessions are for ESIT providers only. Providers must have received PFR Level 1, 2, or 3 training to attend.

What topics can you bring to the session?

Explore:

  • Writing IFSP outcomes that have a social/emotional component
  • Discuss which PFR handouts can be paired easily with IFSP outcomes
  • Using video to support social and emotional development while also supporting other areas of development

  • Struggles with utilizing the PFR consultation strategies with families

Register for Promoting First Relationships (PFR) Level 1 Training!

This training opportunity is being offered as part of our State Systemic Improvement Plan (SSIP) and ESIT provider course fees are covered by DCYF/ESIT. These groups are for ESIT providers only.

Providers participate in 14 hours of workshop training and come away with foundational knowledge in attachment theory and promoting secure caregiver-child relationships, development of self for infants through preschoolers, understanding and intervening with challenging behaviors, building caregiver reflective capacity, and use of PFR consultation strategies. Providers receive reproducible, illustrated parent/caregiver handouts that contain easy to understand information about trusting relationships and healthy social-emotional development that can be shared immediately with the families that they work with. Providers are able to bring the knowledge that they have learned directly to families. Please see the attached flyer for more information on PFR Level 1 and how to register. Choose one option below:

Open Spots Available for Promoting First Relationships (PFR) Training Levels 2 and 3!

This training opportunity is being offered as part of our State Systemic Improvement Plan (SSIP) and ESIT provider course fees are covered by DCYF/ESIT. These groups are for ESIT providers only.

Level 2 Certified Provider Training

For ESIT agencies who do not currently have a PFR Level 3 Agency Trainer, DCYF has limited spots available for providers to participate in PFR Level 2 Training. If your agency already has a PFR Level 3 trainer, they are able to provide PFR Level 2 training to your current PFR Level 1 providers. Level 3 Agency Trainer Training

For ESIT agencies who have a certified PFR Level 2 provider interested in becoming a PFR Level 3 Agency Trainer, DCYF has limited spots available for providers to participate in PFR Level 3 training. PFR Level 3 trainers are able to train current PFR Level 1 providers at your agency to become PFR Level 2 trained. Reflective Practice Training 

Reflective practice is the regular consideration of how one’s beliefs, values, and responses impact behavior, interactions, and relationships with others. This workshop introduces the concept of reflective practice and how this supports work with infants, young children, and families. Participants will gain understanding of how their relationships with families in turn impact caregiver-child relationships through a parallel process. They will consider how their own background and emotional responses to infants, children, and families impact their work and will learn strategies for incorporating reflection into their everyday practice. We are excited to announce that the May 1 training will be provided in Spanish. Please register for one of the training options below:

Infant and Early Childhood Mental Health Series 

This five-part introductory series provided by the Washington Association for Infant Mental Health explores core concepts including centering caregiver child relationships, cultivating reflective practice, supporting early attachment, and understanding when young children need advanced support. We are excited to announce that one of these training opportunities (May 22 option) will be provided in Spanish. Please register for one of the training options below.

Open Spots Available in Reflective Consultation Groups!

These Reflective Consultation groups are facilitated by Carol Good, MSW, LICSW, IMH-E. Participants may count these hours towards Reflective Supervision hours for the Washington Association of Infant Mental Health endorsement. Please email admin@wa-aimh.org for more information regarding endorsement requirements.

Exciting news! ESIT has openings in our Reflective Consultation groups offered through the University of Washington. Reflective Consultation is monthly, protected time that gives providers the opportunity to explore their work with families and young children in a safe, supportive space. It offers a time to think about their own needs, and to think about the emotional needs of both parents and children. It also provides an opportunity to hear and learn other perspectives. Participants report feeling increased joy and competence in their work, and increased empathy for the families they work with. Reserve your spot as soon as possible:

Family Survey: Domestic Violence and Child Protective Services

Washington State Coalition Against Domestic Violence (WSCADV) is running a survey for survivors who've had contact with Child Protective Services (CPS.)  Results from this survey will inform WSCADV advocacy for DV survivors and their children impacted by child welfare systems. They are offering home visitors the opportunity to share this survey with parents or caregivers who have had experience with CPS and domestic violence.

Are you a parent or caregiver who has had contact with Child Protective Services (CPS) while you were ALSO coping with domestic violence (DV)? WSCADV is doing a survey to hear from DV survivors who have had contact with CPS. 

  •  It’s anonymous and confidential
  • Use a cellphone or a computer to complete
  • Responses can be recorded or typed
  • It takes 15 to 30 minutes
  • WSCADV may use short quotes to educate about important changes in laws, policy and community funding!

WithinReach is excited to host a spring learning series, Early Support is Community Care, May 8 – 12. This broad theme is intentional and has allowed us to connect and collaborate with some amazing people across Washington State! Over the course of the week, you will hear from community leaders who will cover important topics such as parent mentoring; promoting positive mental health in infants, toddlers, and their caregivers; the health disparities Black, Indigenous and families of color face and supportive community programs; developmental milestones and questions to ask your provider; and school readiness. This is a virtual event that is FREE to attend and open to all community members!

Request for Qualifications for King County ESIT Workforce Needs - Apply by May 12!

WestEd is requesting applications from professionals, trainers, consultants, community educators, technical assistance providers, and Early Support for Infants and Toddlers (ESIT) providers!

Do you have a passion for sharing knowledge regarding developmental delays or disabilities impacting infants and toddlers while holding racial equity, disability justice, and family centered practices as the foundation for learning opportunities? We want you to join us in providing learning opportunities for providers in ways that can transform systems and practices for our youngest children. We are looking to create a diverse pool of trainers/consultants for upcoming learning opportunities for the Best Starts for Kids ESIT Strategy. Best Starts for Kids is a community-driven initiative to support every baby born or child raised in King County, so they reach adulthood happy, healthy, safe, and thriving.

Hospital-to-Home Replication Site 3-Day Training

The Hospital-to-Home Replication Site Training is an interdisciplinary 3-day training that instructs Early Support for Infants and Toddlers (ESIT) providers on supporting the specific mental health, feeding, and nutrition care needs of infants and caregivers transitioning from the Neonatal Intensive Care Unit (NICU) to home.

This training helps build the capacity of the ESIT workforce to holistically support the hospital-to-home transition. Following completion of the 3-day training, providers will have access to join a recurring ECHO group for case presentations, knowledge sharing, and networking. Workshops offered by the Infant Early Childhood Mental Health (IECMH) Workforce Collaborative are free for professionals who serve or support children prenatal to five and their families enrolled in Apple Health (Medicaid). 

  •  IECMH Clinical Workshops are designed for clinical professionals involved in mental health assessment and diagnosis for children birth to five.
  • IECMH Community Workshops are intended for all professionals who support the social-emotional well-being of babies, toddlers, preschoolers, and their families, as well as expecting families.
