A Note From the Director
Happy 2025! I'd like to take a few moments to go over some of the specific DHRM projects for 2025. We are excited to continue the innovation dialogue at the Spring HR Innovation Summit. Your thoughts and suggestions are welcomed for the Summit. If you have feedback regarding speakers, topics/presentations, or panel discussion, etc., please complete this form.
In addition to the Summit, we are excited to begin planning for the 2025 DHRM HR Conference. If you are interested in joining the planning work group for the conference, please let me know.
The PageUp Performance Management Module implementation is underway. There are two scheduled information sessions on February 5 and 12. Please plan to attend if you have questions or concerns, or want to ensure you understand the new system.
Currently we are reviewing the need for changes to the state's salary structure and job architecture. More information will be share later in the year.
We are continuing to monitor any changes that happen on the federal level that may impact the Commonwealth and will share information as necessary with agencies.
DHRM will be relocating to another office building in 2025. More details will be forthcoming once we kick off the planning process.

We are excited to announce the modernization of the Commonwealth’s Performance Management Process to include PageUp’s performance module, the introduction of competencies and a 5-point performance evaluation rating scale.
The HR Statewide Dashboard is now in production and available for agencies. The Dashboard is a visual analytics tool designed to provide a holistic view of the workforce with comparisons between Statewide, Secretariat and Agency data.
Earlier this year, DHRM initiated a targeted data cleanup effort to ensure that Cardinal records are accurate and up to date, which is vital for maintaining the integrity of the system and being able to provide accurate and reliable data for reporting and decision-making.
Many state agencies are experiencing an increase in ADA requests for reasonable accommodations. The EEOC offers a host of workshops designed to prepare HR Professionals to maintain compliance with the ADA. Some workshops are offered virtually.

The Virginia Museum of Natural History is offering FREE admission to all State Employees to our new exhibit opening February 8, 2025- July 28, 2026.
Department of Treasury's Unclaimed Property Search is FREE
State employees can checked to see if they're missing out on money through the Department of Treasure. TRS offers a user friendly website and the secure document upload feature, making claiming funds quicker than ever before! Unclaimed property can include dormant bank accounts, uncashed checks, stocks and dividends, insurance proceeds, refunds, and more. Encourage employees to visit the free search site here to check their name and start the claims process.

We are excited to announce several changes to the COVApp for Telework Agreements that went into effective on December 11th. Please find the changes here.
We are happy to announce that effective January 1, 2025, DHRM Policy 1.60 Standards of Conduct (SOC) was revised. It is available on the DHRM website for your review. Please find the Summary of Changes here, which outlines the significant revisions or additions to the policy.
EDR Updates on Grievance Procedures
The Employment Dispute Resolution team published updates to the Grievance Procedure Manual and Rules for Conducting Grievance Hearings, effective January 1, 2025. The updated documents are available on the EDR webpage. A summary of changes is also available to understand the topics being addressed, though most of the updates are minor. If there are any questions, they should be directed to Chris Grab at chris.grab@dhrm.virginia.gov.
Comings & Goings....
We are excited to welcome Robert "Brad" Bradley who joined our Workforce Development team as a Learning Technology Manager. He comes to us from the Virginia Department of Health where he served as the Public Health Preparedness Systems Manager, coordinating business and technical aspects of emergency management systems including cloud, network, radio and satellite communications systems and hardware, and IT security. We are happy to have Brad join our team. |

We are excited to welcome Rosemary Sapp-Reid who has joined our Finance and Administration team as a Financial Analyst. Rosemary comes to us with over 20 years of state government experience. She has worked at both Virginia Retirement System and the Department of Accounts. She brings a wealth of knowledge to our team. |
