1. Cross border Inclusion funding arrangements
In
response to the document ‘Early
Years Entitlements: local authority funding of providers: Operational guide for
2018 to 2019’ we are working with bordering local
authorities to update our Early Years support arrangements.
Point
54 states, ‘As with other elements of early years funding, SEN inclusion funds
should apply to children attending settings in the relevant local authority
area, regardless of where they live.’ Therefore, from September 2018 we have
agreement with Hampshire local authority that West Sussex settings will apply
to the West Sussex IPEH inclusion funding panel for any child who meets the
inclusion funding criteria, regardless of their home address. Hampshire
settings will now apply to their own local authority to support West Sussex
resident children with inclusion.
Setting
support continues to be provided to the setting from the local authority in
which the setting is based.
Please
make sure that you share the West Sussex ‘Integrated
Prevention and Earliest Help Privacy Notice for Early Years and Childcare Settings’
with parent/carers to ensure that all families, regardless of their home
address, understand what information is shared and why.
Further
updates will be delivered in the Early Years and Childcare Broadcast as IPEH
are continuing to work with Surrey, East Sussex and Brighton and Hove to update
our cross-border Early Years support arrangements.
If you have any questions regarding cross-border Early
Years support, please email inclusionteam@westsussex.gov.uk.
Don’t
forget, you can claim the DAF for three and four year
old children who are in receipt of Disability Living Allowance (DLA), if they
are receiving Free Entitlement funding. For each eligible child you will
receive a DAF payment of £615 once per financial year.
Please
refer to this briefing note
for further information and guidance on who is eligible, what the funding can
be used for and how to claim.
You
must e-mail a copy of the DLA award
letter and signed Parent Declaration form to free.entitlement@westsussex.gov.uk and follow the FE actuals guidance
which covers how to submit a DAF claim www.westsussex.gov.uk/ecsportal
The
deadline for Autumn term Actuals and DAF claims is Thursday 27 September 2018.
If
you have any queries please contact the Family Information Service on 01243
777807 or email free.entitlement@westsussex.gov.uk.
3. NEW PROCESS: Early Years Pupil Premium (EYPP) Autumn
term claims
A
reminder that the Online Provider Portal (OPP) is open for you to submit your EYPP claims. They must be submitted at the same time as your Free Entitlement Actuals
data.
*NEW*: In order to carry out EYPP
eligibility checks, the OPP now requires you to confirm you have been given
consent to use the parent/carer(s) details for the purpose of eligibility
checking. Please follow the updated Actuals
help and guidance document available here (page 9) before submitting any
information.
Deadline
for return: Thursday
27 September 2018

information regarding EYPP and identifying eligible children visit our webpage and refer to
the document entitled ‘Early Years Pupil Premium (EYPP)’.
If you have any
queries please email free.entitlement@westsussex.gov.uk.
4. Childcare Places for SEND: Online questionnaire for
parents
As
highlighted in our 2017
Childcare Sufficiency Assessment, there is an identified need to
undertake further analysis of the supply and demand of childcare places for
children aged 0-18 with special educational needs or a disability (SEND) across
the county.
The aim
of this is to continue to improve access to childcare for children with SEND, and
to ensure that childcare providers are supported to build on their knowledge
and skills to support these families.
To help
achieve this, we are asking parents and carers of children with SEND to
complete a short 10 minute survey about their experiences of accessing
childcare.
We
would really appreciate that you share this link with your families: https://haveyoursay.westsussex.gov.uk/early-childhood-services/childcare-for-children-with-send
The
survey will close at midnight on 30 September 2018. Thank
you in advance for your support.
