1. Early Years Inclusion Funding – revised model

Due to the introduction of Extended Free Entitlement, for some children from September 2017, we have reviewed the current Inclusion Funding model and made some changes.

The Inclusion Funding model we are adopting was chosen by providers who are currently supporting children with Early Years Inclusion Funding and is in accordance with the Special Educational Needs Code of Practice and within our Early Years Inclusion budget.

Please read the attachment for more information on the model. The Inclusion Funding information will be updated in due course on the West Sussex website http://www.westsussex.gov.uk/ecsgoodpractice via the ‘Including All Children’ page.

2. Important information from the Department of Education: 30 hour codes for Autumn 2017

As we approach September there are some parents who are concerned they will not receive their code in time to take up a 30 hours place in September. The childcare service helpline is now able to provide a temporary code to eligible parents experiencing ongoing technical issues.

Parents should contact the helpline on 0300 123 4097, who will check eligibility and provide them with a code, if they qualify for 30 hours, in the event that they cannot resolve their issue with their on-line application. These codes need to be submitted via the Online Provider Portal in the same way as standard codes, although please note they begin with ‘11’ as opposed to the ‘500’.

In addition, the DfE anticipate that a small number of parents who have applied before 31 August may receive their 30 hours code in September, because HMRC required additional information before determining their eligibility (‘amber’ cases). To support this critical first term of delivery, and for this term only, local authorities will fund a 30 hours place for these parents for the autumn term where they have received a code from HMRC after 31 August.

In these circumstances, providers should be satisfied that a parent applied for 30 hours by 31 August before offering a 30 hours place. A parent can prove that they applied before 31 August by sharing the information from their childcare account mailbox and secure message that will state when they were identified as an amber case, and the date they received the message. The DfE anticipate that amber cases from before 31 August will have been processed by the end of the second week of September.

Please remember that the ‘validity start date’ of a 30 hours code is the date it was successfully generated through the childcare service and not the date a child can start a place from. A 30 hours place starts for a child from the term following their third birthday or the term following the date they received their code, whichever is later. Therefore, providers need to check the child’s date of birth to ensure that they are 3 years old by 31 August before offering the autumn place.


3. FREE 'Delivering the 30 hours through a partnership approach' events

Action for Children is pleased to announce two FREE national partnership working events in the autumn. Duplicate events will run in the north and the south of England and with a focus on effective and innovative ways of working in partnership to deliver quality across the EYFS and the 30 hours offer.

Who should attend?

The audience for this event is schools, maintained nursery schools, PVI settings, Childminder Agencies, childminders and Local Authorities who are looking at delivering the 30 hours through a partnership approach.

Aim of the session:

  • Support to schools and settings including childminders wishing to work in partnership with each other
  • Explore examples of developing and existing good practice
  • Share experiences and what works within partnership working Support to Local Authorities interested in working with their providers through a partnership approach to deliver the 30 hours
  • Support to Local Authorities interested in working with their providers through a partnership approach to deliver the 30 hours
  • Share resources
  • Opportunities for networking
