1. Missing any child records? (FE Providers only)

We are aware there was a recent issue where not all Free Entitlement children of eligible age were successfully carried forward from the Spring to the Summer term. Fortunately, we have identified all missing children and have now added them back on to the relevant Summer term.

The settings that were affected have been individually notified, however this is a general reminder to all that:

  • Children are added with zero hours even if you claimed for them in the previous term.
  • It is important to take action for each individual child by reviewing the number of weeks and adding the number of hours you are claiming.
  • Ensure children are removed from your headcount if they are not accessing Free Entitlement hours nor present during Headcount Week (unless due to illness or planned short-term holiday).

Please log into the Online Provider Portal and double-check the children listed on both the 2 year old and 3 and 4 year old Summer terms.

2. Are you ready to submit your summer term FE, EYPP and DAF claims? (FE Providers only)

This is a reminder that the Online Provider Portal (OPP) is open for Summer Term Free Entitlement (FE) actuals claims. Early Years Pupil Premium (EYPP) and Disability Access Fund (DAF) claims must be submitted at the same time as your FE actuals data. 

It is important to read the “Free Entitlement – additional information for providers” on www.westsussex.gov.uk/ecsfreeentitlement and follow the updated guidance entitled “How to claim child-level funding” available here before submitting any information.

The updated guidance now includes how to claim DAF for eligible 3 and 4 year olds. (For further information about the DAF please refer to the Broadcast sent on 26 April 2017.)

Headcount day: Thursday 11 May 2017.

The deadline for return of your FE actuals data is Friday 19 May 2017.

3. DfE Operational Guidance: Tips for settings and parents.

Following the release of the DfE’s Operational Guidance for the Early Years Entitlements, here are some key points for you to consider when talking to parents:

  • For the extended (15 hours) element of the 30 hours, children are only eligible the term after they become 3 and also the term after they receive their eligibility code.
  • Parents should be encouraged to apply the term before their child meets the age criterion to ensure they can access a place at the start of the term after their child turns three.
  • If parents are receiving financial support through tax credits they can still take up 30 hours childcare without tax free childcare.
  • Parents can direct queries to the Customer Interaction Centre at the HMRC on 0300 123 4097.

What you should do:

  • Make sure you have obtained written consent from parents so that you can verify their code with the local authority (we are hoping this process will be in place by the end of June 2017).
  • Keep an eye on the broadcast for updated parent declarations, new processes and procedures in the coming months.
  • Remind parents they need to bring their eligibility code, their national insurance number and child’s date of birth along with them to your setting otherwise you won’t be able to verify their code and offer them a place.
  • Remind parents they need to reconfirm their eligibility with HMRC when prompted.
  • Ask parents not to leave it too late to apply and that also that they can apply one term in advance. The term their child turns three is the key term for parents.

4. Consultation for the Early Years Educator Level 3 Apprenticeship standards – Have your say

Early Years Educator Apprenticeship Standards are being reviewed and developed, with an aim to eventually replace the current framework.  For more information on the proposed standards and to have your say by participating in the consultation please visit here.

5. Training Courses for Childminders

Attached is a list of Summer Term Courses running during the evening and on Saturdays at times convenient for Childminders to attend.

To access this training you will need to join the Training Subscription Scheme. The cost for Childminders to join is £52. This will enable you to access unlimited training courses until the 31 March 2018.

6. Person Centred Planning Pack available online

The Person Centred Planning pack is now available online for settings to use to support planning for individual children who have an identified Special Educational Need or Disability (SEND), or where there is a concern about the child’s learning and development.

The training course 'EY170S What makes an effective Individual Plan?' focuses on the Person Centred Planning approach. Dates and venues are currently being finalised for Summer 2017 – please check the training schedule for updates. Dates and venues for Autumn 2017 and Spring 2018 will also follow and will be published in the Autumn training schedule. You can read a course overview now in our course guide.

If attending 'What makes an effective Individual Plan?' training is a condition of inclusion funding, please check your emails as you will be invited to priority book for this training when available.
