The Virtual School Annual Conference on 6th June focused on supporting young people. Key speakers and workshops covered various topics. The Annual Celebration Event for Children in Care and Care Leavers showcased their achievements with performances and awards.

Essential repairs at Borough school
 Essential work to replace the roof of a Borough primary school is taking place after a grant was secured.
Telford & Wrekin Council has been awarded £1.9million from the Department for Education to carry out repairs at Donnington Wood Infant and Nursery School.
A survey of the school identified that approximately 79 percent of the school’s roof included RAAC (Reinforced Aerated Autoclave Concrete).
Temporary safety measures had been swiftly put in place by the Council, which allowed the school to open as usual.
Now with funding secured, work has started to remove the RAAC and replace it with modern materials.
To facilitate the work, temporary classrooms are being assembled in the school grounds and will be removed once the work is complete. This will allow the school to remain open as usual and the education of pupils to continue.
Access to the school from Church Walk will also be temporarily closed to staff and pupils while the work is carried out. The Church Walk entrance will be used by construction staff.
During the renovation, the Council will also take the opportunity to recover and insulate the remaining roof panels to reduce the energy needs of the school in line with the Council’s commitment to reduce the Borough’s carbon footprint.
Councillor Shirley Reynolds, Cabinet Member for Children, Young People, Education, Employment and Skills, said:
“We want our schools to provide a safe and nurturing environment to support the learning and development of pupils.
“We’ve taken the issue of RAAC at Donnington Wood Infant and Nursery School very seriously and I’m pleased we were able to put temporary measures in place to safeguard staff and pupils.
“With the Government funding secured, we’re now able to move the project forward and make sure all RAAC is removed and replaced with modern materials, which will secure the longevity of the building for generations to come.
“I’m really pleased that we’re able to keep the school open while the work is carried out and children’s learning is unaffected.
“Due to the scale and nature of the work, we do expect there to be some low-level disruption to nearby residents as construction traffic attends the site. I’d ask residents to bear with us while we carry out this essential safety work.”
Caroline Boddy, Headteacher at Donnington Wood Infant and Nursery School, said:
“We’ve worked with the Council and contractors to ensure the appropriate measures are in place to keep the school open and safe while the essential repairs are carried out.
“Our priority over the next few months will be to ensure children’s learning and development are unaffected and we can go about our normal school life."
Donnington Wood Infant and Nursery School is the only school in the Borough where RAAC has been found.

Therefore, we are continuing with these ‘Teams’ sessions briefings each term to share information.

Children Missing Education Guide to Referrals Reminder June 2025
All Referrals must be made via AM portal (Synergy).
Referrals will no longer be accepted via email.
To enable checks to be completed please provide as much information as you can on the referral;
- Home visit completed, date and outcome
- Outcome of ‘reasonable enquires’ (see below for examples)
- Parents names, first and last name
- Parents contact details phone and email
- Names and school of any siblings
- Current address in Telford
- New address if they have shared this
- New school if this has been shared
If you are given notice that a child is going abroad it is helpful to get the information above, also flight details, including date/flight number/airport. If they are able to share the plane ticket, this is even better.
What will CME do?
Complete local checks to ensure the child has left the area
Complete wider checks to see if the child is living at another address in UK
Complete Boarder Force checks to see if child has left UK
Contact new Local Authority/School to ensure they are in education
When can school remove from roll?
If you have reported a child as CME please check with me before removing from roll. We want to ensure that the child has left the area.
Working Together to Improve Attendance states that “reasonable enquiries” should be completed by the school to ascertain the whereabouts of a child. It is helpful for a home visit to be completed at the time of referral as this speeds up the process. Some checks cannot be completed without a home visit being done first. If a parent informs you they are moving, you still need to complete a home visit to verify this.
Other enquiries schools could complete may include;
- Calling ALL known contacts the school holds
- Emailing ALL known contacts the school holds
- Speak to neighbours
- Speak to friends of the child who may know where they are
Checks cannot be completed without parents details
If confirmation is obtained that the child is living elsewhere you can remove from roll.
If no new address is found but during the home visit you have been able to establish the family have moved, and all enquiries above have been completed the child can be removed from roll. They will then remain open to CME for tracking.
Please chase up referrals if you have not had a response.
Synergy has functionality to receive forms from schools electronically so we will be asking all schools to use the School Access Module (SAM) Portal (link below) to complete CME Referrals.

Arthog Survey
Arthog Outdoor Education Centre, we want your views
Arthog Outdoor Education Centre located in West Wales has been delivering a range of residential outdoor activity experiences for over 60 years. The Centre is managed by Telford and Wrekin Council who are now carrying out a study to look at opportunities to continue to improve the overall offer for school and other groups. We would be grateful if you could complete this short survey. As an existing school group organiser your input is very important. The study is at an early stage and any future improvements will depend on funding and planning approval. If you have any questions, please email andy.cooke@telford.gov.uk. Arthog Outdoor Education Centre Survey
Prevent Duty Risk Assessment
In partnership with the DFE, Telford and Wrekin and Shropshire are hosting a FREE online training session delivered by Sheri Alamgir (DFE Regional Prevent Education Co-ordinator for the West Midlands, Staffordshire, Warwickshire and West Mercia)
The training session provides delegates with knowledge that will support them in fulfilling their role within the Prevent Duty and links with our counter terrorism local profile.
The session will be held on Monday 16th June 3.30-5pm focusing on Prevent risk assessments. A Prevent risk assessment for schools helps schools understand and address the risk of their students being drawn into terrorism or extremism. This includes assessing the potential for radicalisation and developing strategies to mitigate these risks, as required by the Prevent duty.

West Midlands CYPSARS offers 24/7 access to specialist advice, holistic assessment, medical care & forensic examination for children and young people in the West Midlands, aged up to 18 years, who have experienced recent or non-recent sexual abuse.
We will see any CYP in the West Midlands region who has been exposed to sexual harm,
This includes:-
- Suspicion of sexual Assault
- A CYP or their sibling has made a disclosure of sexual assault such as digital, vaginal, oral or anal penetration, sexual kissing or touching
- A CYP has a Sexually Transmitted Infection (STI)
- Symptoms with a relevant history of concern regarding sexual assault
- An anogenital injury which appears suspicious
- Child Sexual Exploitation
- Sexualised behaviour/ other behaviour changes with a relevant history of concern
- Adults aged 18-25 who present with complex/ additional needs.

Tackling infant deaths in temporary accommodation | The Lullaby Trust
Increasing deprivation in the UK has led to more families than ever needing to turn to temporary accommodation, and there is a worry that this is not always suitable for families with a young baby. The APPG report states that child deaths are more likely to occur when homelessness is combined with environmental influences, such as overcrowding, mould and lack of safer sleep space options (like a cot or Moses basket).
Jenny Ward, our CEO says. “Families living in temporary accommodation may be forced into unsafe sleeping practices with their baby, such as unsafely co-sleeping with multiple family members, or parents overwrapping their baby to keep them warm”. The Lullaby Trust will be providing 400 vulnerable families, living in temporary accommodation or crisis situations, with essential safer sleep items for their baby.

Virtual School Annual Conference and Annual Celebration Event Hotshots for Children in Care and Care Leavers Reflections
Virtual School Annual Conference for Designated Teachers and School Leaders:
A huge thank you to all who were able to join us at our Annual Conference last Friday 6th June. It was an inspirational day where we were able to bring so many practitioners together to share those all important messages for how we can support our young people to dream, believe and achieve. Our theme for the day was Nourishment, Stability and Care and during the conference we heard from Sarah Naish from the Centre of Excellence in Child Trauma, who spoke amongst other topics about strategies we can use to help our young people with the presenting behaviour we see using her own lived experience, Jeremy Indika who shared his lived experience story to support an inspire young people to come forward about abuse and Daniel Wilsher who shared his own journey of early loss and explored how we can support young people’s mental health in schools.
Our workshops included our young person’s panel and we would like to thank them once again for answering your questions so well and sharing their own experiences; how we can work alongside our families to support them and bring Nourishment, Stability and Care with Louise Spragg and Daniel Machin; ‘Doing With and Not To’ with Chloe Bissell and our Education Psychology team; an exploration of Contextual Safeguarding with Education Safeguarding Coordinator Scott Thomas-White and Supporting Nominated Governors in their roles led by Luke Baker and Nick Cunliffe. We would like to extend our thanks to all those who ran and supported our workshops. We will be announcing details of our 2026 conference shortly, so please hold the date of Friday 5th June 2026.

I hope this message finds you well! I wanted to take a moment to share a summary of our recent Annual Celebration Event Hotshots for Children in Care and Care Leavers. It was indeed a fantastic occasion filled with joy, accomplishments, and heartfelt moments. This year, we gathered to honour the remarkable achievements and resilience of our children in care and care leavers. The celebration was a vibrant mix of fun activities, including live performances from the Virtual School Band and the newly established Virtual School Dance Troupe, inspiring speeches, and emotional moments that truly highlighted the strength and potential of these incredible young individuals.
Our event featured a variety of engaging activities designed to empower and uplift our attendees. From art and music sessions to sports, every aspect of the event was tailored to provide both enjoyment and valuable insights to continue to dream, believe, and achieve.
We were also privileged to have several distinguished guests who shared words of encouragement. Their presence and messages resonated deeply with everyone, reinforcing the importance of perseverance and believing in oneself. One of the most memorable parts of the event was the awards ceremony, where we recognized the outstanding achievements. It was truly heartwarming to see the pride and happiness on their faces as they received their well-deserved accolades.
The success of this event would not have been possible without our amazing Virtual School team, volunteers, and sponsors. Your contributions and efforts made a significant difference, and we are incredibly grateful for everything you do. Measles and MMR
As you may be aware, there has also been a global increase in measles cases over the past year, including in Europe over the last year. There is concern that with travelling for holidays or to visit family this summer there is a risk that this could lead to another surge of measles cases in England. There have been 8 outbreaks of measles in the West Midlands over the past 4 weeks and it’s possible that we will have cases in Telford settings in the not-too-distant future.
UKHSA advised last year that a significant percentage of unvaccinated children who contracted measles have been hospitalized, which highlights the severity of the issue. Other learnings are how protective two doses of the MMR vaccine are, and how disruptive the long exclusion period can be for unvaccinated contacts.
Anyone without immunity from vaccination or previous infection, identified via contact tracing as a contact of a measles case, would be required to stay away from the setting for up to 21 days. This would have significant implications for your business continuity and for affected staff members personally. Given the risk to staff working with children, we would advise that they check their vaccination status and catch up with any missed vaccines. We are doing what we can to promote vaccine uptake in the community, and would encourage you to do what you can within schools to increase uptake. Aside from the reduction in illness, this will have benefits to business continuity and continuity of education in the event that you have a case or cases in the setting.
Please also encourage all children and young people over the age of one year old to have the combined MMR vaccination - it would be appreciated if you could share the message in italics below with parents/carers through newsletters/website/social media etc.
Cases of measles are increasing in the UK, including in the West Midlands, and it’s possible that there will be cases in Telford in the near future.
Measles is a viral illness that can be serious and sometimes fatal. Spending 15 minutes with someone with measles is enough to get the virus. Symptoms of measles include high fever, runny nose, cough, red and watery eyes, small red spots with a bluish-white centre inside the mouth. A rash can appear later, usually on the face, upper neck, hands and feet, fading after 5 to 6 days. If you’ve not been vaccinated against measles you can be at risk, but it’s most common in young children. Someone with measles can spread the virus up to 4 days before a rash appears, and up to 4 days after.
Measles can have serious and sometimes fatal consequences, so make sure you and your children are up to date with MMR vaccinations, and ask your GP about catch-up jabs if needed. The MMR vaccine is highly effective at protecting against measles.
If you are unsure if your child is up to date with all their routine vaccinations you can check their Red Book (personal child health record) in the first instance. If you are still not sure, or if you need to bring your child up to date with their vaccines, you should contact their GP practice to check and book an appointment.
If you are concerned that your child has measles, please call your GP in the first instance, to reduce the risk of passing the disease to others in the waiting room. More information on measles can be found here and information on the MMR vaccine can be found here .

- Name of child
- Date of birth
- Class/room
- Name and contact details of parent/carer
- Date of onset of rash (if known)
- MMR status of child (zero, one or both vaccinations) (if known)
- Any known vulnerable pupils or staff in the class/year group (including pregnant staff)

Level 5 Certificate in Primary School Physical Education Specialism 2025-26

Chris has asked me to point out that:
- course fees are frozen for the second consecutive year
- this could be the final confirmed year of Primary PE and Sport Premium funding
What is the Level 5 qualification?
A bespoke primary school physical education qualification for primary school staff (PE Coordinators, teachers and/ or teaching assistants with a sporting bias) developed by the Association for Physical Education (AfPE) and Sports Leaders UK.
Please note: Due to the pitch of the course (Level 5; equivalent to foundation degree) and the nature of the content, this course is predominantly targeting current practitioners, preferably with QTS status.
Why?
Much has been stated about the importance of the current physical education and school sport premium funding and the ability of schools to not only evidence actions but also show sustainable impact. This qualification is an ideal vehicle for demonstrating an investment in the improvement of teaching in physical education as well as upskilling current staff.
Content
The qualification enables delegates to understand the requirements of the primary school physical education curriculum. They will acquire the knowledge and skills that underpin 'good or better' teaching and learning within primary school physical education. Candidates will also review and evaluate the PE, physical activity and sport programme at their host school, identifying potential ways to improve policy and practice.

The tutor, Chris Jew, is an experienced physical education specialist, known and regarded across the county. His background is in the leading of Physical Education, being the leader of a School Sport Partnership and a current School Games Organiser for East Shropshire. This will be his 12th year of delivery of this course. To date over 60 delegates have successfully completed the course
Delivery
The average learning time for this qualification is 141 hours. This is broken down as follows:
- 6 days attendance at a Shropshire based delivery centre. (42 Guided Learning Hours). This is provisionally equally mapped across the three terms during the academic year 2023/24. The initial session is planned for October.
- In-school development work (99 nominal hours). This will involve a series of assessment tasks to be completed by the delegate via a portfolio of evidence. There will be at least one external assessment of teaching a ‘good or better’ physical education lesson.
Commitment

School: The release of staff for 6 days throughout the academic year. The ability for SLT to support and mentor, where appropriate, allowing opportunities/ time for the delegate to apply skills and knowledge within the school day.

Delegate: An understanding of the need to meet the nominal required guided learning hours, to complete all assessment tasks and to be proactive in further developing knowledge and skills at their home school.
Costs
The total delegate cost, including course fees to Sports Leaders UK (£200), is £1300 per delegate. This covers the delivery days, internal verification and the external assessment and remote support via the course tutors/ leaders.
Certification
All delegates will be internally verified by Trusted Sports’ Alliance staff and externally verified via the awarding body and on successful completion of this qualification delegates will be able to assist and develop the raising of standards within primary school physical education teaching.
Awareness Raising
At this initial stage my aim is to continue raising awareness and to gauge potential interest from local primary schools in Telford & Wrekin as we look to recruit for the seventh year of delivery. Feedback from current delegates is that the course is both demanding and challenging, yet on completion allows for a step change in the delivery of high quality PE.
Application Timeline
By end of June 2025: An expression of interest is currently being sought. To register or confirm interest please email Chris Jew, stating the candidate’s name and home school.
September 2025: Candidates will then be asked to enrol on the course before the end of the first half-term in autumn so all is ready for the initial October delivery date.
