This is the second of our campaign toolkits and is your complete guide to the Census 2021 campaign. It includes everything you need to know about the national campaign, PR, social and community outreach campaigns and includes the assets required to drive completion and raise awareness of available support services.

- We’re consulting with the Government and the Welsh Government on plans to be able to open safely during March. We will announce details as soon as we have them.
- In the meantime CSCs will remain closed to the public.
- Some CSCs will be able to offer phone support from 1 March.
- Where staff can access their centre, they will be able to provide help to complete including telephone capture.
- Where staff can’t access their centres, they will be able to answer generic questions about the census, and book appointments for telephone support at a later date.
- Public enquiries can start at the contact centre; advisers there will determine whether the caller would prefer to deal with a CSC in their own community. Alternatively, if the respondent does not have web access, they can call the contact centre specifically to ask for details of their nearby CSCs.

We are now only 16 days away from the next critical Council Tax supply date!
Council Tax will play an important role in Quality Assuring the 2021 Census, and it is vital that every local authority are supplying it to ONS.
To date, we have had agreement to supply from 90% of local authorities in England and Wales. If your council is not among them, please encourage the relevant people to get in touch and make arrangements with us, or contact council.tax@ons.gov.uk
Council Tax data will improve the quality of the census returns, will verify their accuracy and will help address non-response. Make sure your council is represented in the Council Tax data to ensure the accuracy and quality of the returns for your local authority.
The contact centre is a vital source of public support. It offers help over the phone, via webchat and SMS text message, and through the ‘Contact Us’ form on our website.
The contact centre goes live on 1 March 2021.
There will be separate lines for England and Wales, plus a language helpline, text relay and short text numbers.

The contact centre is UK-based and free to call.
Our updated FAQs document for LA front line staff contains further details about the contact centre such as how it can help individuals, opening hours and when lines close. This will be available on the downloadable resources page of the website week beginning 1 March.
Thank you to all LAs who have been busy promoting Census 2021 through their social media channels. Latest figures show that 291 local authorities have mentioned census on social media, reaching an audience of approximately 15 million users.

We have written to Trading Standards and police forces in England and Wales to tell them about Census 2021. Our letter provides details about the census field officers, including ID badges and working hours. If you missed this letter, please get in touch with us at 2021Census.LA.Liaison@ons.gov.uk.
