Adult Social Care redesign update from Cath Whalley, Assistant Director Adults

Mid point meetings took place during the week of 13th May 2019.  These were very well attended, and I would like to take this opportunity to personally thank everyone who has taken time to attend and contribute their feedback. I would also like to thank People Management colleagues for their support and Trade Unions for their engagement throughout.

The response to consultation has been phenomenal and I am delighted by the level of engagement that there has been which indicates how important this reshaping is and that you have really embraced the opportunity to have your say. The consultation window closed on 31st May 2019.

Over the coming weeks, I will be working through all your feedback with People Management colleagues and the Adult Social Care Leadership Team in order to achieve the final structure to support transformation, and I look forward to sharing this with you at the end of June/beginning of July (dates to be confirmed).

Cumbria’s libraries recognised for promoting healthy living across the county

Last week, Cumbria County Council’s six main libraries were recognised with ‘Healthy Library’ status for their commitment to promoting health and wellbeing with residents and communities across the county.

The Healthy Library initiative began in 2017 and is a partnership between the county council’s Public Health, Library and Community Development teams which set out to create healthy library ‘hubs’ in the county’s six districts. Their aim is to promote healthy living and support some of the most pressing health priorities for the people of Cumbria.

Visitors to the county’s main libraries in Carlisle, Penrith, Whitehaven, Workington, Kendal and Barrow are benefiting from health campaigns, events, activities and outreach projects covering breastfeeding, mental health, cancer, autism, dementia, social isolation, falls prevention and more.

Celebrating our foster carers

Tea parties celebrating the commitment of our foster carers and their long service have been held across the county.

At the Kendal party, there was a special presentation for a much loved Kendal-based carer Audrey, who is retiring this year after many years of dedicated service.

Audrey said: “I hope I have made a difference to young people because it has been a way of life.”

Cumbria Outdoors play host to the Children in Care Council

On Saturday 11 May 2019, Cumbria Outdoors were delighted to host another annual Children in Care Council (CiCC) event at Hawse End Centre. Everyone arrived excitedly on the Keswick Launch in the morning, walking up from the jetty to the Centre. Following a quick refreshment and introduction from some of the young people on the Council, groups enjoyed a bushcraft session, crafty voice activities (where young people could share their views and opinions in a crafty way), voting for future Cumbria CiCC priorities and not forgetting all the fun they had in the photobooth. After a delicious lunch, the young people enjoyed some outdoor activities of their choice - including ghyll scrambling, canoe rafting and archery - returning on the Launch at the end of the day. The lovely weather and the enthusiasm of the young people all contributed to a really great day for all.

Horticare site back in business

Horticare 1

Horticare is a therapeutic horticultural day service for adults with learning disabilities.

The Horticare Team had to relocate to Kendal Day Centre for 18 months due to damage caused by heavy rain at their Wattsfield Road site in Kendal. While the Wattsfield Road site was out of action the team carried on with activities such as grass cutting, sowing seeds and making hanging baskets for the local community.

Horticare 2

With refurbishment of the site now complete, it was officially reopened by Cllr Peter Thornton and Cllr Patricia Bell on Friday 24th May. They were impressed with the new site and activities that the team are involved with.

It was a great finale of a very busy week, as Horticare had been hosting its annual bedding plant sale with hundreds of visitors and record sales. The response from all visitors and the community have been enormously positive and supportive, with many compliments about the range and quality of plants along with the observations of how amazing the site looks. Well done to everyone involved in this successful project to bring the day service site back to life.

NHS 111 Phone and Online

A new campaign launches this week designed to raise awareness around when to use NHS 111, either on the phone or online. People can use NHS 111 to find out what to do and where to go when they have an urgent but non-life threatening medical concern. The campaign encourages people to dial 111 or visit 111.nhs.uk, instead of worrying, self-diagnosing or second-guessing what they should do when they have an urgent health problem.

This campaign also highlights the new option for people to access NHS 111 online, which is now available across most of England. NHS 111 online is a fast and convenient alternative to dialing 111 and provides an option for people who want to access NHS 111 digitally, through their smartphone, laptop or computer.

Assistant Director Workshadowing

Fiona Musgrave and DOLS

Fiona Musgrave, Assistant Director Integration and Partnerships visits Larisa Wood, Acting DoLS Manager and John Chambers, Best Interest Assessor, Depravation of Liberties Safeguards (DoLS) Team

Fiona Musgarave

DoLS are part of the Mental Capacity Act 2005. The safeguards aim to make sure that people in care homes and hospitals are looked after in a way that does not inappropriately restrict their freedom.

Larissa and John were very patient with me; describing the work they do, the challenges they face on a daily basis and some excellent professional feedback from people who have used the DoLS team either for assessments or for advice and guidance. They also shared with me some inspirational case studies to bring it all to life.

We discussed current performance, national pressures and how we could start to develop some quality measures of their work. It was really helpful for me to understand the issues and we came up with some ideas to evidence the impact of the DoLS team and the outcomes they are able to achieve through their work with individuals, their families, professionals and providers.

We are awaiting the Internal Audit Report into the DoLS work – so we will use the recommendations from this for a Team Plan in the next few months. Many thanks to John and Larisa – and I look forward to shadowing John on a visit in the future.

Larisa Wood

It was a very positive experience to have the chance to spend the morning with Fiona. It was nice to see Fiona so genuinely interested in the work we do. She asked us questions wanting to understand how the process comes together in practice. We always welcome the chance to talk about DoLS and what we do, and we had an interesting and in-depth discussion about what DoLS can mean for an individual on the ground, looking at some real life cases where DoLS involvement has made a real difference for the individual. Our team is passionate about the work we do and we take it very seriously (yet still remembering to cultivate good natured humour as well) and we always welcome the opportunity to share the work we do and to demystify the world of DoLS.

John Chambers

It is always a good thing to be heard. The opportunity to explain what we do is helpful in terms of clarifying and categorising and sometimes revisiting our work and our experiences. It is an opportunity to share values, abilities and to open up our work to a fresh eye and a new perspective. It is also important that our organisation hears what happens in frontline work, the challenges we face, the creativity and humour that we bring and the passion we have for our communities. It is a way of representing the quality of our work as well as the quantity and to contribute to the development of our service.  I think we were heard well and listened to and the conversation we had was positive, open and useful to everyone. The more engaged we are the better we all perform.

Compliments of the Week

Parent's praise for Early Help support

“At first the mention of early help was really daunting but having gained the experience of what early help is and it’s made such a fantastic family life and if I ever need the extra help I know where to go. It’s made the communication between myself, my son and his school much more stronger. Myself and my son are very grateful for the support, advice and the skills given by Stacey, she was a godsend.”
