FPC ESC Program Contacts List Updates Transition to WorkApp
The Federal Program Compliance Division has ESC program-specific contact lists that are used by the Division to send emails to ESC program staff. Additionally, there is a master list of contacts for all programs that is utilized to share information that spans across programs. In an effort to streamline the updating of ESC program contacts, we will be transitioning such updates from email requests to the submission of a form. Furthermore, contact lists will be made available to ESC contacts with access to the Smartsheet WorkApp system, so that each ESC is aware of which ESC staff members are on the most current FPC ESC program contact lists. ESC program contacts will be asked to review the most current program contact information and submit any updates or changes using a streamlined Smartsheet form.
This change is designed to improve accuracy, efficiency, and ease of access for all stakeholders.

Feedback Solicited: ESC Training and Technical Assistance Evaluation Questions
As mentioned at the FPC ESC Program Contacts Spring Meeting held on May 22, please provide any feedback related to the ESC Training and Technical Assistance Evaluation Questions via email to ESSAsupport@TEA.Texas.gov. Title I, Part A
Training Opportunities
2025-2026 Title I, Part A Within-LEA Allocations & SC5000 Statewide Virtual Training
This training will provide attendees with the processes associated with Title I, Part A within-LEA allocations. Participants will learn about the statutory requirements related to determining poverty counts, identifying Title I, Part A eligible schools and allocating funds to eligible schools. Participants will also learn about the SC5000 – Title I, Part A Campus Selection schedule in the 2025-2026 ESSA Consolidated Federal Grant Application and how to complete the schedule. Time will be set aside at the end of the presentation for responses to questions submitted during the presentation.
Title I, Part C - Migrant
Continuous Improvement Cycle
The Service Delivery Plan (SDP) Report is in the process of being finalized. ESCs will be notified once it has been posted on the TMEP Portal.
MEP Program Evaluation Surveys
The 24-25 Evaluation Data Checklist is available on the ESC MEP Staff only Section on the TMEP Portal.
2024-2025 ESC ESSA Compliance Report
The 2024-2025 Title I, Part C ESC ESSA Compliance Report Spring Submission is due by September 30, 2025. Data are to be entered via the FPC ESC Compliance Reports ESCs WorkApp. ESCs must also attach the completed Title I, Part C ESC ESSA Compliance Report reflecting both fall and spring data.
Migrant Student Information Exchange (MSIX)
The Migrant Student Information Exchange (MSIX) Cybersecurity and Account Management Webinar was held on Thursday, May 15, 2025. In this webinar, the MSIX Team at OME highlighted cybersecurity and privacy awareness topics in addition to reviewing MSIX account management. The webinar slide deck will be available on TMEP once OME notifies states of its availability. The TEA MEP team will notify ESCs once it has been posted.
MSIX Login.gov
Beginning April 26, 2025, MSIX users can no longer access MSIX using their existing MSIX usernames and passwords. MSIX users will access MSIX through Login.gov. Login.gov securely verifies, stores, and manages an individual’s digital identity using security measures that ensure greater protection of data. When MSIX users first log into MSIX after April 26th, they will be prompted to sign into their Login.gov account and complete an identity verification process. MSIX users who do not have a Login.gov account or who do not complete the identity verification process will be locked out of MSIX.
A step-by-step guide for users to help during the Login.gov account creation and identity verification process along with the PowerPoint that was used during a recent Login.gov webinar hosted by OME and the MSIX Team will be posted in the very near future on the MSIX.ed.gov website.

Title I Part D, Subpart 2
Released and Revamped Resources
Through the work of the Title I, Part A Capacity Building Initiative we have released a few new resources.
- Title I, Part D Compliance and Monitoring Document – This document is meant to assist LEAs with selected compliance items.
- Title I, Part D Use of Funds Document – This document is meant to assist LEAs in navigating their decision-making process as they determine use of funds.
- Title I, Part D Best Practices – This document is meant to assist LEAs with best practices to consider for their Title I, Part D, Subpart 2 program.

Title II, Part A
New Non-Regulatory Guidance
The U.S. Department of Education has released new non-regulatory guidance documents. They are now linked on the TEA Title II, Part A Page under resources for easy access.
System of Professional Growth and Improvement
Title II, Part A states that LEAs are required to have a system of professional growth and improvement, such as induction for teachers, principals, or other school leaders and opportunities for building the capacity of teachers and opportunities to develop meaningful teacher leadership.
To aid with this requirement, TEA has worked with ESCs to develop some resources. The resources that reference the System of Professional Growth and Improvement are housed in the TEA Title II, Part A webpage.

A reminder these are resources that the LEA has access to and is welcome to use; they are not required to use them. However, the requirement of System of Professional Growth and Improvement Still applies.

Title IV, Part A
Program Updates
1) TEA has scheduled an ESC-required training session on the T4PA LEA Special Data Collection (SDC) for Public Reporting on September 23, 2025. Changes will impact LEA data reporting to TEA for the 2025-2026 school year, making it crucial for ESCs to attend this training session. For inquiring ESC minds, the LEA submission of Program Objectives and Measurable Outcomes (OMOs) and expenditures will still be required.
2) This year, TEA will post a voice-over presentation before the 2025-2026 T4PA LEA WorkApp opens on October 1, 2025, instead of holding a live training session. It will be important for LEAs to review the video and other resources before the Statewide LEA T4PA SDC Office Hours. The Statewide Office Hours will address questions on the LEA T4PA SDC submission process and requirements, not training. LEAs will have access to TEA voice-over training, TEA resources, ESC 14 T4PA CBI training/presentations, tools and resources, and local ESC training sessions and support to help them understand requirements and the submission process for 2025-2026 data.
3) The 2025-2026 ESC Meetings calendar includes training and meeting dates for ESCs, as well as dates for TEA Statewide T4PA LEA sessions. It is recommended that ESC staff attend the optional Statewide T4PA LEA sessions, as well as the ESC sessions. These sessions provide valuable insights into LEA questions and may help to prepare ESCs for training on T4PA requirements and the 2025-2026 LEA Special Data Collection process.
ESC 14 Title IV, Part A, Capacity Building Initiative (CBI) Resources
Several new resources are available on ESC 14’s Title IV, Part A, CBI webpage. These include conference presentations, self-guided training, and resources. Some resources are specifically designed for new ESC staff working with Title IV, Part A programs; however, they are valuable for all ESC staff. If you need access to the CBI’s ESC-only website, contact ESC 14 CBI staff.

ESSA Private Nonprofit (PNP) Equitable Services
1) LEAs and SSAs must ensure that any 2024-2025 reallocation or revised district funding amounts, as well as changes in PNP school participation, are accurately reflected in the PS3099 schedule for equitable services amounts before the June 3, 2025, deadline for amending the ESSA Consolidated Federal Grant Applications.
2) LEA and SSA staff should review all 2024-2025 PNP Affirmations submitted in the FPC PNP WorkApp to ensure data matches equitable services provided per school. If discrepancies are found, submit revised Affirmations to accurately reflect the number of PNP schools served and participating programs. Final Affirmations that are submitted per school must align with data submitted on the 2024-2025 ESSA Consolidated Compliance Report, PR3099, Private School Schedule that opens in July 2025.
3) The FPC PNP Affirmations Smartsheet WorkApp will open no later than July 1, 2025, for submission of 2025-2026 participating PNP Affirmations and data.
4) ESCs may share the 2025-2026 PNP Affirmation of Consultation Form and resources with LEAs. All PNP forms and resources are on the TEA ESSA PNP Equitable Services webpage. Additional Affirmation documents and resources will be added by September 1, 2025.
5) It is recommended that ESCs attend the optional TEA Statewide PNP sessions, such as the TEA Statewide PNP training and Office Hours. These sessions provide valuable insights into LEA questions and may help to better prepare ESCs for training LEAs on PNP requirements and the Affirmation process.
Gun-Free Schools
2024-2025 Gun-Free Schools Report
The 2024-2025 Gun-Free Schools - District Report (PR6000) is now available on eGrants. The due date is June 30, 2025. Submission of the Gun-Free Schools Report is required of all school systems (including members of a shared services arrangement) that request any federal funds in 2025-2026 for any of the programs authorized by the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA). This includes any program in the ESSA Consolidated, School Improvement, and Rural and Low-Income Schools grant applications. If a school system does not submit its Gun-Free Schools Report, TEA cannot issue NOGAs for the school system’s federal grants.
If a school system certifies on the PR6000 that there were students found to have brought a firearm, the school system is required to submit a Gun-Free Schools – Campus Report (PR6100) for the reporting campus(es) only.
If report(s) are not submitted by the due date, the school system will be contacted to come into compliance before a NOGA can be released.

Small Rural Schools Achievement (SRSA) Program
2025-2026 SRSA Application
The USDE Rural Education Achievement Program (REAP) team announced that SRSA application invitation emails were sent out on May 14, 2025, to SRSA-eligible LEAs, which contained a unique link to the FY 2025 SRSA application. Applications must be completed by June 13, 2025.
Reminders:

SRSA-eligible LEAs with a positive estimated allocation (i.e., an estimated allocation above $0) are eligible to apply for SRSA funds and must complete the SRSA application by Friday, June 13, 2025, to receive an award.

Dual-eligible LEAs (i.e., an LEA eligible for both SRSA and RLIS) must choose to participate in either SRSA or To choose SRSA, an LEA should complete the SRSA application. If a dual-eligible LEA does not complete the SRSA application, it will automatically be placed in the RLIS cohort.

The link to the application is emailed directly to the Authorized Representative listed in the MES (referred to as the Primary Contact in the MES), which can be found on the REAP website and ed.gov. The email comes from no-reply.survey@connect.gov.

Having a validated and active UEI registration is a requirement for accessing SRSA grant funds in G5, the Department’s grants management system. Review this UEI Support Guide to ensure your LEA has an active UEI registered in the System for Award Management’s online platform, Sam.gov.

Locate your LEA on the FY25 Master Eligibility Spreadsheet (MES) to confirm it is SRSA-eligible and has an estimated award amount of more than $0.
