  • The Consolidated District Performance Report (CDPR) - Opened August 11th, closes September 23rd.
  • CIP Budget Narrative AssurancesDue October 1st. These documents are linked within the district’s CIP Budget Narrative dashboard or can be downloaded from the CIP Budget Narrative web page. Districts are unable to draw any federal funds until these assurances are submitted.
  • CIP Budget Narratives – Opened August 11th, due November 1stth.

Tydings Waiver Approved by USED!

FST is excited to share that the U.S. Department of Education approved Oregon’s request for a Tydings waiver extending the timeline to expend school year 2020-2021 funds until September 30, 2023 for the following programs: 

  • Title I, Part C of the ESEA (Education of Migratory Children)
  • Title II, Part A of the ESEA (Supporting Effective Instruction)
  • Title III, Part A of the ESEA (English Language Acquisition, Language Enhancement, and Academic Achievement)
  • Title IV, Part A of the ESEA (Student Support and Academic Enrichment Grants)
  • Title IV, Part B of the ESEA (21st Century Community Learning Centers)
  • Title V, Part B, Subpart 2 of the ESEA (Rural and Low-Income School Program)

In addition, the U.S. Department of Education approved Oregon’s request to waive the 15% carryover limitation. This means that Oregon’s districts have the ability to carryover more than 15% of 2021-2022 Title I, Part A funds even if they carried over more than 15% in the previous three years. 

Please be aware that the Title I-A grants for the school year 2020-2021 will still need to be spent before September 30, 2022. 

The Federal Systems Team stands ready to assist districts as they continue to plan for the use of these funds. Please reach out to our program specialists with any questions.


Final Allocations are Available!

Final allocations are available for Titles I-A, I-D, II-A, III, IV-A and V-B and can be accessed on the ESEA Allocations web page. Final allocations reflect slight changes to census poverty data on a national level and incorporates data gathered from the consolidated district performance report. These allocations are considered final, though minimal revisions may be issued in the fall.  Title I-C allocations will be posted when they become available.

CIP Budget Narrative Key Dates and Resources

The CIP Budget Narrative is where districts describe how ESSA grant funds will be used in service of school and district plans for continuous improvement.

  • CIP Budget Narrative opened on August 11th. Districts access the CIP Budget Narrative through the ODE District Secure site.
  • Budget narratives are due November 1, 2022.
  • Funds will be frozen for any district that has not submitted the CIP Budget Narrative by February 1, 2023.
  • Funds will be liquidated for any district that has declined or has not applied for federal grants through the CIP Budget Narrative on June 1, 2023.
  • The CIP Budget Narrative User Guide is designed to assist districts in understanding how the CIP Budget Narrative application works and provides guidance on the submission process.
  • Checklists are available that districts can use in reviewing their Title I-A, II-A, IV-A and REAP narratives prior to submission. These checklists are aligned with the guides that ODE program specialists use when reviewing budget narratives.
  • The Oregon Federal Funds Guide provides an overview of formula grants under ESEA as amended by ESSA and provides information on the purpose, allowable uses and resources related to each program.

Help ODE tell the story of summer through student voices!

ODE is piloting an optional Student Voice, Summer SEED Survey designed to capture students’ sense of belonging and experiences during summer programs in 2022. 

 The Summer SEED Survey: 

  • Provides opportunity to hear directly from students
  • Takes 6-8 minutes to complete 
  • Includes flexible administration options: Administration Guide
  • Informs districts with results returned upon request

    The Survey should be administered during the last week of the program and paper copies are available in Spanish and English.

The survey opened August 1, 2022 as is available through September 15, 2022. ODE staff will be available on August 11, 2022 from 11:00 AM to 12:00 PM for questions: Zoom Meeting Link.


Reminders from the Private School Ombudsman

Remember to submit Affirmations of Consultations

By now, districts should have started consulting with private schools regarding equitable services in all eligible Title Programs. Once the district and private school have discussed service programs and signed the 2022-2023 Affirmation of Consultation, it should be emailed to Janette Newton, the Private School Ombudsman, as required under ESEA sections 1117(b)(5) and 8501(c)(5).

Equitable Services for CARES Act ESSER & GEER Funds

The proportionate share for ESSER & GEER equitable services must be obligated by September 30, 2022. However, private schools may still continue to use any equipment and supplies purchased with the proportionate share beyond Sept 30th as long as the equipment and supplies have an allowable use in a CARES Act program. Equipment and supplies purchased by an equitable services CARES Act program are the property of the district, and must be returned to the district upon completion of the CARES Act program.

Districts launch unique family-focused kindergarten transition program

 ESSER III Jump Start Kindergarten funding

This is an exciting moment for Oregon educators who have seen the need for a kindergarten transition program for years. The ODE’s Federal Systems Team recently awarded a 3-year grant to 23 school districts to design and implement Jump Start Kindergarten, an evidence-based summer transition program for families in Title I schools. 

The timing of this funding is critical. Since the start of COVID, families across the state have experienced significant disruptions to their child’s early learning education. Preschools, Head Start and child care centers provide an important bridge to school. Without those experiences, the start to school can feel isolating and disorienting to families. 

Cultivating a sense of belonging

Now, many districts have funding to support a strong start to school by developing a family-centered summer program for historically underserved students. Jump Start Kindergarten programs include student and parent/caregiver programming at the student’s school during a two week period or more.  Students receive a minimum of 30 hours of in-person activities with peers and staff. Parents/caregivers are offered at least 10 hours of school-based family engagement activities. On the first day of school, kindergarten students and their families are already part of their new school community.

Clean School Bus Program

The Clean School Bus Program established under the Bipartisan Infrastructure Law is designed to replace existing diesel school buses with cleaner and healthier electric and low-emission school buses. Eligible districts may apply to participate by Aug. 19. To ensure that this funding reaches the highest need communities, EPA will prioritize low-income, rural, and Tribal school districts in the selection process.  School districts can apply for 25 buses in one application.

  • Meera Kreitzer – is a strategic advisor with the team providing input and guidance on delivering high-quality technical assistance and support.
  • Maddie Lawrence is an Office Specialist supporting the Formula Grants Team, Private School Programs, and the Expanded Learning Programs.
  • Marlie Magill is the Foster Care Liaison, supporting the educational rights and opportunities of students in Foster Care.
  • Sarah Martin is one of four program specialists on the Formula Grants Team that supports districts across Titles I-A, II-A, IV-A and V-B.
  • Janette Newton, Private School Ombudsman, supports the relationship between districts and private schools who access ESSA equitable services under Title programs I-A, I-C, II-A, III, IV-A, IV-B and IV-F.
