Coming Soon - Back to School Tool Kit
The back to school tool kit is designed to help sponsors put their outreach plans into motion. The kit will contain template letters to families regarding the importance of applying for school meals as well as posters, talking points, and additional social media sample posts. More to come in the near future!

CNPweb Overview: Training for School Year 22-23
The Oregon Department of Education Child Nutrition Programs (ODE CNP) is pleased to announce the release of a new training focused on the basics of CNPweb. The training, CNPweb Overview is designed to help new sponsor staff become familiar with how to use CNPweb, or for existing staff as a refresher.
The training is recommended for CNP program managers and should be completed by October 15, 2022. Additional staff that use CNPweb are highly encouraged to review the training as well. The training will count towards the ongoing professional standards training requirements and a certificate is available to print at the end of the training session for your records.

Additional trainings to aid sponsors in operating a successful program will be announced in the newsletter as they become available.
USDA Waivers
On June 30, July 6, and July 8, 2022 the USDA released multiple Nationwide waiver extensions for the Summer of 2022 due to the passage of the Keep Kids Fed Act. The waivers apply to the Summer Food Service Program (SFSP) and Seamless Summer Option (SSO). Of the nationwide waivers released, there are six related to 2022 summer meal operations that the Oregon Department of Education Child Nutrition Programs (ODE CNP) would like to highlight. Five of the waivers require sponsors to opt-in. A brief description of the six Nationwide waivers, along with a link to the 2022-2023 Oregon Waivers Form, is below. For a full list of all available waivers, and for answers to questions, please review the enclosed 2022-2023 Oregon Waiver Chart and 2022-2023 Waivers for SSO and SFSP Questions and Answers. The waivers listed below may be approved for use through September 30, 2022 or until the end of the sponsor’s summer program, whichever comes first.
- #107 - Nationwide Waiver to Extend Area Eligibility Waivers for Summer 2022 Operations – EXTENSION 5
- #109 – Nationwide Waiver to Allow Summer Food Service Program Reimbursement Rates for the Seamless Summer Option in Summer 2022
- Sponsors do not need to opt-in to this waiver. Approved SSO sponsors will receive the SFSP reimbursement rates beginning with July claims.
- #111 - Nationwide Waiver to Allow Non-Congregate Feeding for Summer 2022 Operations – EXTENSION 7
- To opt-in to and be approved to use this waiver, complete the 2022-2023 Oregon Waivers Form
- Sponsors must complete a Meal Distribution Plan, which is included in the 2022-2023 Oregon Waivers Form
- Additionally, SFSP Sites must complete and submit the following edits to the Site Information Sheet in CNPweb:
- Line 55- Select “Yes”
- Line 56- Mark “No”
- Line 57- Mark “Yes”
- Line 59- Mark “Other”
- Line 60- Enter “Non-congregate waiver due to COVID- 19”
- #112 - Nationwide Waiver to Allow Parents and Guardians to Pick Up Meals for Children for Summer 2022 Operations – EXTENSION 7
- To utilize this waiver, Sponsors must also request and be approved for the Non-Congregate Feeding Waiver
- To opt-in to and be approved to use this waiver, complete the 2022-2023 Oregon Waivers Form
- Sponsors must complete a Meal Distribution Plan, which is included in the 2022-2023 Oregon Waivers Form
- #113 - Nationwide Waiver of Meal Service Time Restrictions for Summer 2022 Operations – EXTENSION 4
- #114 - Nationwide Waiver of the Summer Sponsor Application Deadline and to Allow Reimbursement for Meals Served Prior to Notification of Approval for Summer 2022 Operations
- ODE CNP will not be accepting new SFSP sponsor applications for Summer 2022.
- Sites may be added by existing sponsors currently approved to operate SFSP/SSO
If your organization would like to utilize any of the waivers listed above, your organization must opt-in using the 2022-2023 Oregon Waivers Form. Organizations that have been approved to use any of the State Waivers related to COVID data are required to apply for the related Nationwide Waivers if they would like to use them.
If a request to utilize the Nationwide waiver is not submitted, sponsors currently approved for the State Waivers related to COVID Data for Non-Congregate Meal Service, Parent and Guardian Pick Up, and Meal Service Times in the SFSP/SSO must still adhere to tracking the CDC COVID Data.

Charging Policy Reminder
Since March 2019 when schools closed due to the Pandemic, students in most cases have not been charged for their meals.
This article serves as a reminder that organizations should review their charge policy in preparation for the next school year.
If you are one of the few sponsors participating in National School Lunch and School Breakfast Programs and counting your students in free, reduced-price and paid categories, it would be a good time to review your current charging policy.
As a reminder, USDA requires all School Food Authorities (SFA) to develop a meal charge policy. SFA’s have the discretion in developing the specifics of their policies.
USDA unpaid meal charges policy requirement
When writing your charge policy keep in mind the Oregon law ORS 327.537 known as the “lunching shaming ban” also needs to included. More detailed information can be found at Oregon HB 3454 "Lunch Shaming Ban" Q&A
Make plans to communicate your specific policy to your students, parents and community. This should include checking on what is written in student handbooks and posted on your website.
SNAP and TANF Case Numbers
A child is categorically eligible for free meal benefits if a member of the household receives benefits from some Oregon Assistance Programs. This article addresses documentation for Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance to Needy Families (TANF). One way a student from a household receiving SNAP or TANF is eligible for free meal benefits is when the household submits a completed application with a valid case number.
In previous years, ODE CNP has conveyed information about the format of valid SNAP or TANF case numbers to process applications for free and reduced price meals. The Oregon Department of Human Services has made some changes to case numbers that Eligibility Officials need to be aware of. Sponsors that utilize online application software are encouraged to communicate this change to software vendors to ensure compatibility with the new format.
A complete SNAP or TANF application must include:
- Student(s) name(s)
- A valid case number
- Social security numbers can still be accepted as valid case numbers; 9 numeric characters
- SNAP
- 8 character format: 2 letters, 3 numbers, 1 letter, 1 number, 1 letter
- 9 character format: The letter F followed by 8 numeric characters.
- 9 character format: Starts with the number 4 followed by 8 numeric characters.
- TANF
- A mix of 6 alpha numeric characters; Example: AB1234 OR ABC123
- Signature of an adult household member

Tip Sheet on Crediting Meat/Meat Alternates in Child Nutrition Programs
This tip sheet is a part of a series of seven tips sheets that includes Crediting Fruits and Crediting Vegetables in Child Nutrition Programs previously released. This handy reference for Program operators across all Child Nutrition Programs (CNPs) is a simple and easy-to-use resource that highlights the basics of crediting for the meats/meat alternates component. While Program operators and staff at the local school food authority comprise of the target audience, State agencies and FNS Regional Offices may want to use the tip sheet to provide guidance and training.

Meal Talk: Local School Wellness Policies Webinar
On Wednesday, August 17, USDA’s Team Nutrition initiative will present a Meal Talk webinar on Local School Wellness Policies. This webinar will be held from 3 to 4 pm Eastern Time. Team Nutrition staff and guest speakers from South Carolina’s Local Wellness Policy State Technical Assistance Team and Massachusetts Department of Elementary and Secondary Education will share how to energize, strengthen, and assess local school wellness policies. Attendees will leave with new ideas for increasing engagement and excitement about school wellness in their communities, including among administrators, teachers, parents, students, and more.
FNS Regional Offices, State agencies, School Food Authorities (SFAs), and others who may be interested are invited to participate.
This webinar will be recorded and made available later on the Team Nutrition website. All who register will receive an email when the recording is available.
Certificates of participation will be provided for those who attend the entire webinar. This webinar may count toward USDA Professional Standards for School Nutrition Programs, Key Area 4000: Communications and Marketing and Key Topics 4100: Communications and Marketing. The Academy of Nutrition and Dietetics and the Commission on Dietetic Registration has also approved this webinar for 1.0 hours of Continuing Professional Education Units (CPEUs).

Breakfast After the Bell (BAtB) Update
Breakfast After the Bell Equipment Grant: The BAtB equipment grant is available to sponsors who have sites that are required to implement and are operating BAtB for school year 2023. The grant allocated for each site will be $3,574.47. BAtB equipment grant notifications and agreements will be sent to sponsors soon. The BAtB equipment grant covers equipment purchased, renovated, or repaired as well as installation and improvement costs (OAR 581-051-0605).

Fresh Fruit and Vegetable Program (FFVP) Update
Farm to CNP Education Grant is Open! We are pleased to announce that the Farm to CNP Education Grant is now open! There will again be two Oregon School Garden count for tracks: A mini grant with a simplified application for the range of $2,000-$10,000 for smaller or starter projects, and a full grant for the range of $10,001-$100,000 with the standard, in-depth application. We have $3 million dollars allocated for this education grant. Applications are due Friday, August 12, 2022 by 5PM.
Fresh Fruit and Vegetable (FFVP) Update Please continue to submit claims to FarmtoCNP@ode.oregon.gov according to the SY 2021-2022 FFVP timeline. June 2022 claims are due Monday, August 29, 2022. If you use up your initial FFVP award funds please contact us at FarmtoCNP@ode.oregon.gov to inquire about additional funds. Applications for SY2022-2023 are now open on the FFVP webpage. Applications are due by September 1, 2022.
