You are receiving this notice because you are listed as the designated contact for a private security entity that is listed as actively providing private security services, has not applied for licensure as a private security entity, and has not submitted a response to the notice issued on January 31, 2024:

Notice of Non-Compliance
During a recent review of entities in the State of Oregon that engage in the business of providing private security, the Department of Public Safety Standards and Training (DPSST) discovered that your business, or the business you are the designated executive manager for, is not licensed as a Private Security Entity, and is engaging in the business of providing private security as a Private Security Entity.
Operating as a Private Security Entity without a valid license or Temporary Authorization Form violates the Oregon Revised Statute (ORS) 181A.840-181A.995 and Oregon Administrative Rule (OAR) 259-059.
If you find this notice to be sent in error for one of the following reasons below, please notify DPSST in writing of the error within 30 days:
- Your business is not employing, contracting, or subcontracting individuals to provide private security services, as defined by ORS 181A.840.
- Your business is exempt from licensure per OAR 259-059-0020(4). Notification must cite the specific rule or statute providing exemption. Additional proof may be required.
- Your business has contracted with a licensed private security entity to provide all private security services. Notification must include the licensed private security entity’s name as registered with the Oregon Secretary of State, and Entity Identification Number.
Notification must be provided by email at PSE@DPSST.Oregon.gov, by fax at 503-378-4600, or by mail at 4190 Aumsville Hwy SE, Salem, OR 97317.
It is the goal of the Department to assist businesses and individuals to comply with statutes and administrative rules which affect private security providers and entities. For information on the private security entity program visit our website at https://www.oregon.gov/dpsst/PSEntity, you will find all our forms, fees, as well as other information regarding the program. Please contact the DPSST at 503-378-8531 if you have any questions regarding this letter or need additional information.
Please note, if your business continues to engage in the business of providing private security, compliance is required. Below are two options for you to come into compliance by May 19, 2024.
- Apply for licensure as a Private Security Entity; or
- Contract all private security services with a licensed private security entity.

Businesses that employ private security providers are now required to be licensed as a private security entity (PSE).
