Greetings,

The Department of Public Safety Standards and Training (DPSST) administers the licensure of private security entities in Oregon. The security industry is regulated to ensure the interests of the public are adequately served and protected and to uphold the professionalism and integrity of the industry.

You are receiving this notification because DPSST shows your entity as active or has received information that you may be engaged in the business of providing private security and are not currently licensed as a Private Security Entity. All entities engaged in the business of providing private security must have a valid license or Temporary Authorization Form to operate as a private security entity as of January 1, 2024.

“Engaged in the business of providing private security” means recruiting, soliciting, supplying, or employing private security professionals, supervisory managers, or executive managers for an agreed remuneration or rate of pay to perform private security services, per Oregon Administrative Rule (OAR) 259-059-0010(5). This includes employing, contracting, or subcontracting private security professionals to provide private security services.

If this notification was sent in error because your business does not employ, contract, or subcontract individuals to provide private security services, or your business is exempt from licensure per OAR 259-059-0020(4), please provide notification by email, fax, or mail, so we may update our information and avoid any potential misunderstandings. Please provide an explanation with specific information such as the entity name and entity ID number that is providing all private security services, or a statement citing the specific rule or statute providing exemption. 

If you are employing, contracting, or sub-contracting individuals to provide private security services in the state of Oregon, please review the website listed below for information on how to apply for the private security entity license or if you have additional questions.
