As we approach July 1, when Oklahoma fully transitions to electronic title issuance, we will be hosting another Q&A and providing additional resources to ensure that you have a seamless experience.
The switchover to electronic titles will follow the April 7 launch of upgrades to the Electronic Liens and Titles (ELT) system, which brought new features, added flexibility and simplified processes for dealers, lienholders and customers.

To answer your questions about ELT, our team will host another virtual Q&A session for dealerships on June 18. Stay tuned for more details as we get closer to the event. In addition, we will provide a toolkit featuring informational handouts that you can give to your employees and customers.
Update on Title Print Requests
During our last Q&A, we discussed that while all Oklahoma titles will be issued electronically starting on July 1, there will be certain scenarios in which printing a title will be warranted. We have expanded the list of justifications to include:
- Moving out of state.
- Selling vehicle out of state.
- Selling vehicle at auction.
- Utilizing vehicle for floor plan lending.

Leasing a vehicle that is within six months of lease completion OR leasing a vehicle in which the lessee wants to purchase the car.
- This exception allows the lessor to obtain a printed title before the end of the lease so the vehicle can be resold quickly once the lease is completed.
- This exception also allows for the lessor to request a printed title to assign to the lessee if the lessee wishes to purchase the vehicle before or once the lease contract expires.
To make requesting a printed title more convenient, we’ve developed a new feature that allows licensed operators to process print title requests during vehicle registration—turning two transactions into one. For example, when registering a vehicle, a dealer may submit a title print request form alongside the other required registration documents. The licensed operator can then process the title print request immediately, reducing wait times.
Our team is working to finalize updates to the title print request form.
In addition to the new functionality, the title print request option will also be available:
- To dealers and lienholders through OkCARS.
- During the dealer slip-in title process.
Please note: The title print request option within OkCARS is not part of the original title transaction. Instead, it is available after an electronic title has already been issued—when the vehicle owner later meets one of the five approved scenarios for a printed title.
The title print request form should be used instead of the duplicate title form when a printed title is needed due to one of the five approved scenarios. For example, if a customer is moving to another state, this is the correct form to use. The duplicate title form should only be used when an existing paper title has been lost.

ELT Overview
As mentioned earlier, improvements to the ELT system went into effect on April 7. The new features that were implemented include the following:
- Dealer Slip-In Titles
- Dealers can electronically transfer vehicle titles to their names through OkCARS after submitting pre-registrations without canceling the pre-registrations. This process can also be done in person at licensed operators.
- Expansion of Online Vehicle Information Requests (VIR)
- Dealers and lienholders have the option to pay for expanded vehicle information requests on OkCARS. Alternatively, they can still obtain the reports in person at licensed operators. The existing limited vehicle information request continues to be available at no cost.
- Dealer Ability to Add Electronic Liens
- Dealers can add electronic liens for any lienholder via OkCARS.
- Title Confirmation in Customer Accounts
- Customers can see confirmations of their electronic or paper titles after logging in to their OkCARS accounts.
- Transfers With Electronic Title Bill of Sale

The enhancements precede the next phase of ELT that will begin on July 1, when all titles in Oklahoma will be issued electronically, with limited exceptions as previously mentioned. Please note that existing paper titles will remain valid. But when the next title transaction occurs, the title will be converted to an electronic record.
