Professional Development Bonus for District Determinations

Survey

Districts may now submit 2020-2021 school year professional development documentation to receive up to two bonus points on the annual district determination (issued November 2021). 

Note: Not all PD qualifies for the bonus: please read the qualifications carefully when you open the link.

Districts who were assigned Level 2 or Level 3 supports (DMR 2 or DMR 3) during the 2020-2021 School year will automatically earn bonus points for timely completion of monitoring requirements and do not need to complete the survey.  

The survey close date is October 15, 2021

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs. 


Surrogate Parent Guidance

This guidance is intended to provide a general overview of surrogate parents, when they are needed, and how to ensure they are able to represent the student’s educational interest as well as their responsibilities as the “parent.” Surrogate parents must be assigned by the Local Education Agency (LEA) to ensure that the rights of the student are protected and services meet the educational needs of the student in the Least Restrictive Environment. For all purposes, the surrogate parent IS the student’s parent and should
be considered a full member of the student’s team

School Based Health Services

School Based Medicaid Services/Admin Claiming Participation Agreement is now available through the Grants Management System. All districts choosing to use this agreement may begin completing their online application.

Follow these steps for application completion:

  1. Go to "GMS Access/ Select" and scroll to available applications under IDEA.

  2. Click "Create" on the line for "School Based Health Part". Once you have created the application it will appear under the applications.

  3. Please agree to all assurances, upload the entire contract, and submit.

Note: The following items must be completed in the contract:

  • Page 12: District Information should be filled out

  • Signature Page: Signature, Printed Name, Title, and Date of Board Approval.

DLM Updates

♦DLM Website Update and Security Enhancements                                                                Kite Educator Portal and Student Portal will be down on July 29, 2021 for                      updates. Kite will be available on July 30, 2021.

♦DLM Manuals for 2021-2022                                                                                                        Manuals will be published to the DLM website by August 3, 2021. The manuals            will reflect system updates and are ADA compliant.

♦DLM Website Redesign Launch                                                                                                  DLM has a new website and it will be published on July 29, 2021.

Setting State and District Targets for the Next Six Years

Every six years, states must reset student outcome targets for federal monitoring on a wide range of indicators in the state Annual Performance Report (these targets are the same ones that districts should meet as described in the annual District Data Profile). Targets must be set with the input and guidance of stakeholders who represent all aspects of special education in a state: parents and students, districts, state agencies, support organizations and advocates.

So… here’s your chance to influence special education in Oklahoma for years to come! We need you to participate and help us set performance targets for Oklahoma. We have divided the meetings into four topics to facilitate engagement: please attend one or more based on your interests. The first is August 5th on high school outcomes. Your input and participation are tremendously important to us. We look forward to talking with you soon!

FY21 Final Claim Submission

All claims for Fiscal Year 2021 must be uploaded into the Grants Management System on
or before August 1, 2021.

FY21 Closeouts

The FY21 Closeout is now ready for districts to perform online in the Grants Management System. All FY21 claims must be submitted and in an “Approved Status” prior to performing the closeout.

American Rescue Plan

The American Rescue Plan (ARP) was signed into law on March 11, 2021, offering the first
COVID-19 related targeted IDEA resources to address the challenges faced in ensuring services for children with disabilities.

FY22 Project 615 Application

Project 615 application has been released and is available for districts to complete their FY22 budget. You can access the application through your Single Sign On, follow these steps.

  1. Click on the Grants Management/Expenditure Reporting.
  2. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2022.
  3. Proceed to create your Project 615 budget.

 Applications must be completed and submitted by December 1, 2021.                         Districts not submitting a budget by December 1 will forfeit their allocation.

Certification Examination Project 616

FY22 Project 616 application has been released and is available to all districts requesting assistance for personnel needing certification. You can access the application through your Single Sign On, follow these steps.

  1. Click on the Grants Management/Expenditure Reporting.  
  2. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2022.
  3. Proceed to create your Project 616 application.  

No allocation is given to districts.  To participate in this program, districts will need to ensure that their board policies allow for subject area certification reimbursements.  For assistance please contact your finance specialist.

Claim Deadlines

  • August 1st is the deadline to file a final claim for reimbursement in fiscal year 21.
  • September 1st is the deadline to close out Special Ed programs for fiscal year 21.

Oklahoma Behavior Summit Virtual Focus Groups

When: Thursday, July 29, 2021 

The Oklahoma Summit on Behavior and Climate is conducting a series of focus groups to engage with educators, family and community members, and students to discuss topics related to behavior and mental health in Oklahoma schools. We will explore current strengths and participant concerns regarding the needs of our schools in improving student mental health outcomes.

EDPlan Webinar Trainings for August

EDPlan Administrator Training – Training is for EDPlan Administrators and will cover the new EDPlan as well as Calendars, Reporting Periods, Adding and Removing staff, Caseloads and Impersonation rights.

Introduction to EDPlan – Training is for anyone new to EDPlan and is a pre-requisite to other trainings by EDPlan.  This is also suggested for experienced EDPlan users to see and understand how to navigate the New EDPlan

IEP Process – This training is for EDPlan users responsible for creating IEP paperwork in EDPlan.  This will cover organizing the student caseload, IEP at a Glance, Creating Contact Logs, Batch Printing, etc.

Eligibility Process – Training is for users responsible for Eligibility Determination.  Training will cover the navigation and paperwork requirements to finalize an Eligibility Determination in EDPlan.  We will complete a RED, Parent Consent, documenting assessments, completing the MEEGS and running reports to organize due dates.

504 Process – Training is for users responsible for 504 Eligibility and the 504 Student Plans.  Training will cover the 504 Eligibility Process and creating a 504 Student Plan as well as running reports, batch printing, etc.

Once the document is opened, you can choose which date and time works best.  To register for a particular webinar, click on the Registration Link next to the one you want to attend.

Intervener Training in Oklahoma

We are pleased to announce an opportunity for intervener training in Oklahoma. The Oklahoma Department of Education – Special Education Services and the Oklahoma Deaf Blind Technical Assistance Project are collaborating to support and train paraprofessionals to become Interveners and professional teachers to learn about intervener services.  There is an opportunity to earn a stipend.

Special Education Leadership Webinar Series

Leadership Retreat

When: August 17, 2021 - 3:00-4:30PM CST

Discussing topics such as organizational leadership, strategic analysis, and goal setting, this multi-session webinar series will provide special education directors and other district program staff the opportunity to seek out what it means to be a part of an organization. Questions such as “what currently is”, in an organization, and also, “what currently could/should be” for it to achieve its mission will be the center point of discussion. Participants will come away from the sessions with the knowledge and understanding to help fulfill their goal of providing quality education to all students.

The Micro-Credential Route to Severe-Profound Certification

Micro-credentials provide a pathway to professional growth, increase employability, and develop teacher leaders. Redefining the professional learning experience, micro-credentials shift the emphasis from seat time to demonstrated competence. Licensed educators learn, practice, receive feedback and demonstrate mastery of standards leading to severe/profound certification.

The State Board of Education shall issue a two-year provisional certificate in the endorsement area of severe-profound disabilities to any individual who has obtained a standard certificate in the endorsement area of mild-moderate and commits to completing a state-approved micro-credential program to severe-profound endorsement within two years. SB 1436
